The revised project plans are enclosed. The revisions are specific to Sheet 4-A, delineating the sub- basin drainage areas and the calculated allowable impervious areas per lot given a maximum impervious percentage of 23.99%. The "Allowable Impervious Area Per Lot" calculations do account for the impervious street areas contained within the sub-basin. Additional Information Requested. The following responses are given and numbered in the order of requests appearing in your December 1, 2009 review: l.) The Project Drawing Sheets remain at a 1"=60 Scale per our telephone conversation of December 17, 2009. The contours shown are from field surveys performed by our office and can be visually extrapolated for drainage sub-basin interpretation. 2.) The US Army Corps. of Engineers has issued their standing on this project in an e-mail to our office dated December 15, 2009: "Jesse, I was thinking about our conversation regarding DWQ's need to clarify the single and complete project for the Westerfield Farms Subdivision. I do consider the subdivision located within the entire parcel with PIN #0514-70-7003 a single and complete project. I have not requested the plans for the whole neighborhood because I can see from aerial photographs and other maps that the rest of the development was constructed in uplands. The permit area, for our purposes, is only the road crossing in Section 3. If you have any questions regarding this, feel free to give me a call. Thanks, Crystal C. The building setbacks, and the proposed stream setback lines are identified on Sheet 4-A of the Plan Set in order to delineate the building envelopes in the culvert construction areas. The project is located in the Cape Fear River Basin, Waterbody Stream Index Number 18-23-(24), Waterbody Classification "C", and is not currently subject to stream setbacks. We are showing a proposed stream setback of 25-feet, however the owner may wish to reduce this setback (suggested minimum of 20-feet) in some areas to facilitate building potential. 4.) We are unaware of any wetland areas located in Section III other than those potentially located along the stream bank, but none of which will extend beyond the proposed stream setback line. 5.) The Lots identified in the Section III sub-basins are identical to the Lots in Sections I and II, in terms of zoning (minimum lot areas 15,000 sf), road construction (20' ribbon pavement - non-collecting storm system), and residence size (1,200 to 1,800 sf - Two Story). The existing residences in Sections I and II represent the impervious footprint that will be typical of the residences built in Section 111. The available footprint areas in Section III have been calculated to support impervious residential construction areas ranging from 3,066 sf to 4,981 sf without exceeding the 24% impervious ceiling that would otherwise require Stormwater BMPs. From aerial photographs, the larger existing residences in Sections I and 11 do not represent impervious construction exceeding around 2,600 sf. Several questions were raised in our telephone conversations with Crystal Amshler, US Army Corps. of Engineers, and you regarding the future road easements identified on the northern portion of the subdivision. To clarify, Mr. Etowski does not own the property north of the Westerfield subdivision, however Harnett County and the NC DOT (taking over the subdivision road maintenance) required that we show the potential for this future connection in the event the property owner north of the Westerfield Subdivision wishes to make the road connection in the future.
