Dear Mr. McMillan,
This letter is a response to the your letter requesting additional information for the Hoke county
Puppy Creek Sewer Outfall project dated 24 November 2009. The letter contained three information
requests pertaining to the project. Each of those information requests are answered in the following
bullets.
• The PCN application does state that the wetlands will be converted from forested wetland to
herbaceous wetlands. We understand that the impacts are considered as permanent impacts
under the Division of Water Quality (DWQ) regulations and that mitigation is required. In our
conversations with the Army Corps of Engineers (ACOE) we discuss mitigation and agree that
it is necessary for this project and have begun the process of securing the credits. We will be
mitigating for the conversion impacts.
• The following table is the detail call out of the impacts from Section C.2. of the PCN form
complete with the associated site number
Impact Site Amount of Impact by Acre
A 0.20 ac
1 0.05 ac
2 0.10 ac

4 0.09 ac
5 0.29 ac
B 0.06 ac
Total
acreage 1.14 ac
Endangered Species Surveys 9 Environmental Assessments 9 Land Management • Wetlands Mapping and Permitting
• We confirmed with the ACOE that the impacts will be authorized under a NWP 12 solely. No
other NWP will be utilized.
