P F -:f S: _:,~3 ~~ S ~ ~ t 1 2005 1'~tET~. ~ ~'. 4 , :, ,. ~ ~ ~..~ ~ ^,~iCri This is notification that Cape Lookout National Seashore (CALO) is planning the construction of a shore protection project, and rehabilitation of its existing boat basin, at its administrative site located at the eastern end of Harkers Island, North Carolina. According to Tere Barrett, District Manager of the Morehead City office of the NC Division of Coastal Management, no LAMA permit application is required for this project, since it is a federal activity. The required Consistency Determination is being submitted to Stephen Rynas, Federal Consistency Coordinator of the North Carolina Division of Coastal Management. Enclosed, as requested in your consultation with Allen Davis of the US Army Corps of Engineers, are five copies of our Application for Department of the Army Permit, including a Project Description and Alternatives Analysis, and a check for the application fee in amount of $475. Also enclosed are five CD versions of the Environmental Assessment for this project, pursuant to the National Environmental Policy Act of 1969, as amended, which was released for 30-day agency and public review on August 14, 2006. Work is scheduled to begin April 1, 2007 and be completed by October 1, 2007. The purpose of the project as described in the enclosed Project Description and Alternatives Analysis is to stabilize the shoreline, where severe and persistent erosion is presenting an imminent threat to park facilities. An additional purpose is to rehabilitate existing boat basin bulkheads and boat ramp, which are deteriorating, and widen the basin entrance channel, incorporating a new stone breakwater at the mouth, to accommodate future public ferry service to the barrier islands of CALO. As described in the enclosures, the existing erosive wave forces would be attenuated by an offshore stone sill, stabilizing the shoreline and allowing more reliable natural marsh growth between sill and shoreline. Marsh plantings would be placed along the shoreline where practical, to enhance the development of vegetation. The sill would be 40 percent porous throughout its construction, and overlap openings provided in the alignment, to allow free circulation of waters and aquatic organisms to and from the shoreline. ~N~MERI~G~A~~~~ We request the Division of Water Quality provide a 401 Water Quality Certification within 45 days from the date of this letter.
