Please accept this response for the NOV issued for the damaged secondary
containment used for bulk storage of liquid materials, including hazardous waste. Please
be assured that Fairfield places a high priority on our companies' environmental
compliance.
The containment pit had a block wall that developed a crack that was discovered
during Mr. Reed's inspection. This area is routinely inspected by our maintenance
supervisor, our finishing supervisor and myself. None of us had noticed the crack until Mr.
Reed's observation. Upon Mr. Reed's departure we immediately moved the drums that
were in the affected area into a different containment area that had satisfactory
containment.
Since the inspection, Fairfield hired a contractor who has rebuilt the secondary
containment area as required to meet the standards of our permit. The new design is
improved and less susceptible to failure.
As part of our training required by our permit, we are going to train the users of
the containment area on items to watch for during their normal usage that will help
prevent future problems. "
