Duke Energy representatives met with the NCDEQ Stormwater Permitting Section to discuss options for the Cape Fear and HF Lee Ash Beneficiation stormwater permits. Due to the nature of operations at the facility, the control of product during processing and packaging, and the rigorous Best Management Practices to be employed by the facility, the General Permit NCG200000 was recommended by the NCDEQ Stormwater Permitting Section. (919) 707-9220 Page 5 of 5 SWU-235-012815 Last revised 01/28/15 'Allir ARM V2k DUKE ENERGY PROGRESS, LLC HF LEE FACILITY ATTACHMENT A — HAUL ROAD DESCRIPTION The proposed haul road links the existing ash basins to the proposed STAR Unit. The haul road will traverse across the former HF Lee Coal Combustion Plant footprint, around the existing HF Lee Combined - Cycle Plant, across the existing transmission line corridor and terminating at the plant road. The haul road is designed and will be constructed above the existing ground surface. Existing stormwater runoff drainage patterns will not be altered or impeded by the roadway construction, with the exception of one (1) location within the identified wetland area, to the west of the transmission line corridor. At this location, three (3) 18-inch concrete culvert pipes will be installed to maintain stormwater movement within the wetland. The remaining stormwater drainage patters within the footprint of the haul road will not be altered or modified. Stormwater runoff will continue to naturally traverse the property in route to the Neuse River (water surface classification WS-IV; NSW) which is located within the Neuse River Basin.
