This correspondence is in reference to the Neu-Con Umbrella Wetland Mitigation and
Stream Restoration Bank you are developing in eastern North Carolina. This letter also confirms
our meeting with you on April 29, 2003. The purpose of this correspondence is to provide you
with comments regarding the draft mitigation plan you submitted for the Marston site located on
the north side of North Carolina State Route 41, approximately twelve miles west of Trenton, in
Jones County, North Carolina.
Please find the enclosed correspondence from the U.S. Fish and Wildlife Service and the
North Carolina Wildlife Resources Commission, dated April 30 and June 25, 2003, respectively.
All MBRT concerns must be addressed before the mitigation plan can be approved.
Additionally, our review of the draft plan revealed issues that must be addressed before
the mitigation plan can be approved. Please be advised that additional items may arise upon
further review of the document.
1. Page 3-9, 3.4 Restoration of Wetland Hydrology. As discussed during the onsite
investigation, the enhancement area may not meet jurisdictional wetland criteria. Please provide
data sheets to support the wetland determination for the wetland enhancement and preservation
areas.
2. Page 5-3, 5.1 Hydrology. Please provide the location of the three manual and three
automated groundwater-monitoring stations. The stations need to be installed in every soil and
wetland type. The intervals for the manual hydrologic sampling need to be established.
