PROJECT SUMMARY: The applicant is proposing to construct a 7 slip commercial docking facility in the historic section of downtown Swansboro. The site would utilize town parking, and is within the Commercial section of Swansboro. 9. NARRATIVE DESCRIPTION: The Ann Shuler project is located at 137 Front Street in Swansboro, Onslow County. The project site is found by traveling on Hwy. 24 into the Town of Swansboro. Turn west and travel approximately 0.1 miles and the subject property is located on the south (left) side of the road. The subject property totals 0.11 acres and is +4' in elevation above NHW. The parcel is cleared and maintained; vegetation consists of native grasses and has a small gift shop onsite. Presently, the shoreline is stabilized with a wooden bulkhead above NHW edge of the shoreline. The shoreline, waterward of the bulkhead, consists of 15' of Spartina alterniflora. The White Oak River is approximately 1000' across at this location and the subject property has a shoreline of 62 feet. Water depths at the terminus of the proposed pier are -12.5' NLW connecting to -16' in the adjacent waterbody. The substrate at the location of the docking facility is sand. There are presently residential piers on both sides of the proposed facility, at distances of 45' and 50'. The nearest public docking facility is approximately 145' to the east. The White Oak River Channel runs very near the terminus of the proposed pier and the Federal Turning Basin setback line would be approximately 120' offshore of the proposed facility at its nearest point. The Division of Water Quality classifies this area of the White Oak River as SA-HQW waters. This area is not a Primary Nursery Area. The Swansboro LUP Classification for this project is Commercial and Historical. This portion of the White Oak River is closed to harvesting of shellfish. 10. PROJECT DESCRIPTION: The applicant is proposing to construct a 130' X 6' commercial dock to accommodate 7-slips with 6 slips being located landward of the L and one slip waterward of the L. Three of the proposed slips would be located in areas with less than -2' at NLW and one slip at -2.5' NLW. The remaining slips would be located in greater than 5' NLW. The most inshore slip would be located approximately 25' offshore of the waterward edge of the marsh. The offshore slip would be located 120' landward of the Federal Turning Basin Setback. The proposed pier includes a L-Platform measuring 30' X 10' and three finger piers, with two measuring 12.5' x 2' and one measuring 20' x 2'. The project is within the property owner's surveyed riparian corridor. The riparian lines are extensions of the property lines, which are historically correct for this area. The applicant also has a 15' Riparian Setback waiver signed for the west side of the property. The facility would be for vessels of various sizes, from 18' to 45' in length. The inside slips would be for small skiffs and runabouts, whereas the offshore slips would be used for larger vessels. The dock would utilize 10 mooring pilings throughout the facility. The walkway of the proposed docking facility will cross approximately 15' of Spartina alterniflora. The pier would utilize town parking adjacent to the subject property. 11. ANTICIPATED IMPACTS: The proposed dock would result in 5400 ftz of open water being incorporated and 1100 ftz being shaded. The proposed dock also crosses approximately 15' of low marsh, causing approximately 90 ft2 of coastal wetland shading impacts. The project site consists of approximately 62' of shoreline. The proposed facility utilizes 390 ft2 of platform area. The docking facility would provide mooring for 7 vessels. Three of the proposed slips would be located in areas with less than -2' at NLW and one slip at -2.5' NLW which would be conducive to the kicking of shallow bottom. The remaining three slips are proposed in areas with greater than -5' NLW There would also be a loss of Public Trust Area in the waters incorporated by the structure. An increase in turbidity will occur while setting pilings. The terminus of the pier appears to encroach into the deep water of the White Oak River Channel. It extends further into the channel than adjacent residential piers and about the same distance into the deep water channel as a public pier approximately 145' to the east. The waters surrounding the structure are closed to shellfish harvesting. No coastal marsh would be filled or excavated during this project, with the exception of the pilings for the pier located within the wetland fringe. The purpose of this structure is for 7 boat slips. At the end will be a space for a tour boat, 4 spaces will be for lease and 2 will be for private use. The dock will be a fixed structure 6' in width with 3 finger piers and a platform at the end. The dock will be commercial use. The dock, platform and finger piers will be of wood construction and wood pilings. The dock is proposed to be 130' long including the platform and 2' wide finger piers. There is already in place a wood bulkhead with marsh grass on the water side as shown on the attached plat. As you can see by the attached application there is more square footage in the platform and finger piers than is allowed. We are asking for the additional square footage for safety reasons with the dockage of a tour boat at the end space for loading and unloading of passengers. The only impact to the environment will be the driving of the pilings.
