Dear Sir or Madam:
On April 15, 2009, the Division of Water Quality (DWQ) received your application dated April 6, 2009,
and Public Notice issued by the USACE on May 15, 2009, and received by the DWQ on May 15, 2009,
and additional information received from you on August 7, 2009, to fill or otherwise impact 18.04 acres
of 404/wetland (7.73 acres riparian wetland and 10.31 acres non-riparian wetland), and 685 linear feet of
perennial stream, 44,496 square feet of Zone 1 Neuse River basin protected riparian buffers and 28,474
square feet of Zone 2 Neuse River basin protected riparian buffers to construct the proposed airport
extended runway safety area at the site. November 12, 2009, the DWQ received additional information
from you, however, the DWQ has determined that your application remains incomplete and/or provided
inaccurate information as discussed below. The DWQ:will require additional information in order to
process your application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will place this project on
hold as incomplete until we receive this additional information. If we do not receive the requested
information, your project will be formally returned as incomplete. Please provide the following
information so that we may continue to review your project.
Additional Information Requested:
1. Grassed swales for pollutant removal should be designed based on the 10-year storm intensity,
not the 10-year, 24-hour storm intensity. The velocity during the 10-year storm should be 1 foot
per second.
2. Per the DWQ BMP Manual, please design the swales such that they have trapezoidal cross
section with a bottom width of two to six feet.
3. If decide use a different n value for the grassed swales, please provide a technical reference to
justify the value you select. In addition, please ensure that the O&M agreements reflect the 6"
height for the grass.

4. Please provide a full-sized plan sheet that depicts the drainage areas on the project. On this sheet,
please show which drainage areas are being directed to a grassed swale, a filter strip, or both
devices in series. On this sheet, please distinguish between new and existing areas of impervious
surface.
5. As a companion to the plan sheet requested in Item (3) above, please provide a summary of
overall pollutant loadings and removal (TSS and TN) from the project. It might be helpful to
organize the summary by drainage area.
6. Please provide signed O&M agreements for the grassed swales and the filter strips.
7. Please provide a Level Spreader Supplement' Form with all required items for the vegetated filter
strips to make sure they are sized correctly in terms of slopes, sizing, etc.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
