One is directly on top of existing intake pipe). Pipe location will be in same location as existing - no increase in existing footprint. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The lake is man-made with concrete perimeter wall and has no aquatic vegetation. It is fed by a recirculating water system, and rainfall on the lake, occasionally topped off via an existing intake pipe from Rocky Branch. The lake will be temporarily drained down for the project to provide dry access for construction equipment and to contain any sediment disturbed during construction so as to protect Rocky Branch from sediment discharge. Wherever possible work will be done from the edges of the pond. Except the few areas where the existing wall is too damaged to repair, it will be repaired and reinforced rather than removed and replaced, to minimize disturbance. Repair will be done from the lake side, with the reinforcing placed on top of the existing concrete footing, to minimize disturbance to the earthen banks and vegetation behind the existing wall. The existing intake pipe will be used as a sleeve for the replacement pipe, which will be a slightly smaller diameter than the existing one. Erosion control measures will be installed to protect the adjacent stream during the project. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Small tracked equipment will be used on the dry lake bottom to minimize temporary impacts. It will be either lowered from the walls or a temporary ramp constructed for this project at the upper end of the lake. Remove accumulated sediment from bottom of Lake Howell (by Parks & Rec staff prior to start of main Pullen Park renovation project) • Drain the lake to dry out the bottom sediment by opening the valve on the outlet structure. Drain lake sufficiently to dry most of the lake bottom. Water may or may not remain in the lowest part of the lake. • Turn off recirculating pump and drain down upper pond to provide 2 ft of freeboard below top of outlet riser. • Remove and relocate or properly dispose of fish in Lake Howell. • See "Construction methods and conditions" below for lake bed access and equipment. • A drag line may be used to remove sediment and debris from lowest portion of lake. • Move sediment to designated areas along the perimeter and load directly onto trucks for lift and stockpile in upland area(s) outside the lake. Any piles of sediment temporarily stored within the lake bed shall be removed from the lake by the end of each working day. • See "Construction methods and conditions" below for more information. 2. Replace existing 12" inlet pipe and gate valve between Rocky Branch and Lake Howell (bv contractor for Pullen Park renovation project) • Install approved sediment control device or coffer dam at upper end of existing pipe to prevent sediment discharge into Rocky Branch. • Open valve to drain inside of coffer dam, seal as necessary to prevent flow from Rocky Branch and rout out pipe to full 12" diameter. • Remove existing valve. • Install 8'7165 psi (DR 25) inside of existing pipe from lake side to Rocky Branch, working from lake end of pipe. • Grout to fill voids between old pipe (inside) and new pipe outside. • Install valves on both ends. • Back fill ends with compacted soil/stone and stabilize. • Close valves and pump water into coffer dam, checking to assure that grout has sealed void between old pipe and PVC insert. • Remove coffer dam and any other sediment control devices. • See "Construction methods and conditions" below for more information. 3. Repair existing walls around the perimeter of Lake Howell (by contractor for Pullen Park renovation project) • Drain the pond sufficiently to provide dry access to the base of the perimeter wall. • Excavate as needed to install concrete wall reinforcement and footing, as shown on the details on Sheet 3 of the plans. Temporary discharge of fill during construction of wall and footings shall be limited to the 7' average width work zone shown on Sheet 2. Partially fill lake to base of perimeter wall and allow to settle for 15 days or until most turbidity has cleared before continuing to fill the lake. • See "Construction methods and conditions" below for more information. Construction methods and conditions: • A sedimentation and erosion control plan must be approved by NCDENR-DLQ before beginning any land disturbance. • Any material excavated as part of this work will be temporarily stored near the place of work in a non-vegetated upland area above the top of bank, and either replaced and stabilized or removed from site. Sediment control measures will be installed to contain any sediment temporarily stockpiled on site. • Hand methods or small equipment, similar in size to a Bobcat or Dingo, will be used to do any work within the lake bottom and near the stream bank (for intake pipe and valve replacement). Equipment will be lowered into the lake from the side walls or will access the lake bed via temporary earth ramp on north side of lake (see plan for location). Temporary earth ramp, if provided, will be removed at end of project. • Logging mats will be used within the lake bottom to provide access routes for wall repair or sediment removal if the lake bottom does not provide firm enough support after the lake is drained. • All existing trees within NRB will be preserved with the exception of 3 existing Crabapples located along the lake bank at the lake end of the the inlet pipe. These trees are in fair to poor condition, with roots exposed by bank erosion. One is located directly over the pipe. Tree protection fence will be erected around any woody vegetation in the vicinity of this work. • The limits of NRB disturbance associated with the inlet pipe replacement will not exceed 20' width centered on the existing pipe and will not disturb any woody vegetation in the NRB except as noted above. Schedule: Drain lake in Jan. 2010 Task 1 -sediment removal - Feb -April. Pullen Park Renovation Contract to start in May/June Task 2 &3: Pipe and wall repair and reinforcement: June-Aug.
