DEFINITIONS 1. Permit Issuing Authority: The Director of the Division of Water Quality. 2. Division: The Division of Water Quality in the North Carolina Department of Environment and Natural Resources. 3. EMC: North Carolina Environmental Management Commission. 4. Permittee: The entity who obtains coverage under this General Permit by subsequent issuance of a"Certificate of Coverage" by the Division. 5. Actor "the Act The Federal Water Pollution Control Act, also known as the Clean Water Act, as amended,'33 USC 1251, et. seq. 6. Concentration Measurements a. Monthly Average Concentration: The sum of the concentrations of all daily discharges sampled and/or measured during a calendar month on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such month (arithmetic mean of the daily concentration values). The daily concentration value in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. b. Monthly Average Concentration for Fecal Coliform: The geometric mean of the counts for samples collected during a calendar month. This limitation is identified as "Monthly Average" in Part I of the permit. c. Daily Maximum Concentration: The concentration of a pollutant discharge during a calendar day. If only one sample is taken during any calendar day the concentration of pollutant calculated from it is the "Maximum Daily Concentration". It is identified as "Daily Maximum" in Part I of the permit. 7. Grab Samples: Individual samples of at least 100 ml collected over a period of time not exceeding 15 minutes. Grab samples can be collected manually. 8. Calculations a. Geometric Mean: The Nth root of the product of the individual values where N is equal to the number of individual values. The geometric mean is equivalent to the antilog of the arithmetic mean of the logarithms of the individual values. For purposes of calculating the geometric mean, values of zero (0)shall be considered to be one(1). 9. Hazardous Substance: Any substance designated under 40 CFR Part 116 pursuant to Section 311 of the Clean.Water Act. 10.Toxic Pollutant: Any pollutant listed as toxic under Section 307(a)(1) of the Clean Water Act. 11. Bypass: The intentional diversion of waste streams from any portion of a treatment facility (including the collection system). The permittee may allow any bypass to occur which does not cause effluent limitations to be exceeded, but only if it also is for essential maintenance to assure efficient operation. Proper Operation and Maintenance The permittee shall at all times properly operate and maintain all facilities and systems of treatment and control (and related appurtenances) which are installed or used by the permittee to achieve compliance with the conditions of this permit. Proper operation and maintenance also includes adequate laboratory controls and appropriate quality assurance procedures. This provision requires the operation of back-up or auxiliary facilities [or similar systems] installed by a permittee only when the operation is necessary to achieve compliance with the conditions of the permit. 3. Need to Halt or Reduce not a Defense It shall not be a defense for a permittee in an enforcement action that it would have been necessary to halt or reduce the permitted activity in order to maintain compliance with the conditions of this permit. 4. Bypassing of Treatment Facilities a. Bypass not exceeding limitations. The permittee may allow any bypass to occur which does not cause effluent limitations to be exceeded, but only if it also is for essential maintenance to assure efficient operation. These bypasses are not subject to the provisions of Paragraphs b. and c. of this section. b. Notice (1) Anticipated bypass. If the permittee knows in advance of the need for a bypass, it shall submit prior notice, if possible at least ten days before the date of the bypass; including an evaluation of the anticipated quality and affect of the bypass. (2) Unanticipated bypass. The permittee shall submit notice of an unanticipated bypass as required in Part II.E.6 of this permit. (24-hour notice). c. Prohibition of Bypass (1) Bypass is prohibited and the Permit Issuing Authority may take enforcement action against a permittee for bypass, unless: (a) Bypass was unavoidable to prevent loss of life, personal injury or severe property damage; (b) There were no feasible alternatives to the bypass, such as the use of auxiliary treatment facilities, retention of untreated wastes or maintenance during normal periods of equipment downtime. This condition is not satisfied if adequate backup equipment should have been installed in the exercise of reasonable engineering judgment to prevent a bypass which occurred during normal periods of equipment downtime or preventive maintenance; and (c) The permittee submitted notices as required under Paragraph b. of this section. (2) The Permit Issuing Authority may approve an anticipated bypass, after considering its adverse affects, if the Permit Issuing Authority determines that it will meet the three conditions listed above in Paragraph c. (1) of this section. 5. Upsets a. Effect of an upset. An upset constitutes an affirmative defense to an action brought for noncompliance with such technology based permit effluent limitations if the requirements of paragraph b. of this condition are met. No determination made during administrative review of claims that noncompliance was caused by upset, and before an action for noncompliance, is final administrative action subject to judicial review. b. Conditions necessary for a demonstration of upset. A permittee who wishes to establish the affirmative defense of upset shall demonstrate, through properly signed, contemporaneous operating logs, or other relevant evidence that: Page 7 of 11 Pages sated I I3o g a?lad •q;oq .zo `s.xeaS ueq; a.zouT you;o ;uauzuosiaduzi Xq zo `uor;eloin to pep zad 000`OZ$ aaour Iou jo auii e si;uauTgsiund `uoi;oinuos ;uanbasgns jo puooas e jo aseo auj ul •g;oq Sq To `uoi;eioin iad s may om; ueg; 310TU IOU Joj ;uamuosuduri Sq zo `uorleloin jad 000`OI$ u-egl ajouz IOU jo aui;e Xq pagsiund aq `uor;oinuoo uodn `iregs ;iuiaad srq; aapun paure;ureur aq o; paimbai pog;auz zo aoinap 2uizo;iuouT due `a;ejnooeui s.zapuo.z rSjOui wmj ao `q;inn siodure; `saipslei ogm g;uosiad due ;-B sapino.zd ;oV jolurn uealo a-q' Jullgclurel 191 sailleuad •£ •pasn aq;snuz poq;auz pano zdde (lanai fur}zoda T pue not;oa;ap olglssod ;samol aq; g;inn poq;auz) ani;isuas ;soul ag; uaq; `s;uauza imba,z a2xegosip ;iuuad molaq signal 2ur;zoda z pue not;oa;ap uznuriuiuz OuTnaigoe Jo algedeo pauiUIJ34ap axe spoq;aui panoadde ou jI •ainpaoo zd oq;jo lanai 2uT;ioda z jamol zo uoi;oa;ap urnuiiuiur aq; o; umop poliodai aq ;snLu pa4e.zaua2 e;ep Ile pue s;uaura.zmboi a2xegosip ;iuuad aq; moloq axe ;eq; slanal 2ui4.iodai pue not;oa;ap uinurtutui oonpoad ;snur saznpaoozd jsa; Ire `;iuuad sig; Xq pazmbax uizo;iuouT aq; o ;ua;ui ag; ;agar oy •g£I NdZ) 0j, uoi;eln'JaN pue papuaUry se `;oV Io.T;uOO uoilnilod as;ern IeJapa3 ag;jo `Vj£T DSfl ££ `(0)v0£ uotpoaS o; ;uensind pagsilgnd suoi;eln az o; pue `s;off ut;soda21 d;ilena .ziy pue ja;ern aq; `•bas ;a £9'913-£ti SOON o; ;uensind pagsilgnd suopeln8a.z OW9 aq; o; Tujo;uoo Ilegs s;ue;nllod jo sisAreue aq; ao; sainp000zd ;say sa,znpaoo.xd ;say •Z •A;Tjoq;nd 2uinssl IIT uaa l aq;Jo Ienoidde aq; pue o; not;eoi3i;ou ;noq;lm pajuego aq ;ou Ilegs s;uiod 2uijo4tuoW ooue;sgns jo `ia;em 3o fpoq urea.z;sa;sera impo Xue Xq pa;nlip si ao suior auanUja aq; ajojaq `paT3foads asinnxaq;o ssalun `pue ;iuzaad sill; ui paijioads s;uiod 2upo;iuoui aq; ;e uwju; aq Ilegs saldures IIy •s;uasa zdaa olduzes aq; poizad oq; IQAO 92xegosip oq; ;o oi;si.za;oexego si ;eq; auzi; pue X-ep e uo pa;oalloo aq Ilegs Xliep ueg; ssal Aouanbaij e ;e pa;oalloo solduxeS •a2xegosip pa;;iuind aTp ;o a.zn;eu pue auTnlon ag; Jo oi;siaa;oexego aq Veils `uiaj;)q pazmbaa se `uaxe; s;uauzaznseam pue pa;oalloo saldureS MTICLUMS ani;e;uasaz all 'I scrao3sa (INV oxisoillmom 'Q moI.Loas ;uanllja pa;ea.z;,Sla;enbapeui jo uoqua;aj.To szo;e.zaua2 Xgpue;s `sao.znos zamod a;euaa;le jo sueauz Xq zagpa saxnT mj iamod leou;oala Ouixnp sa;sem pa;eax; XIa;enbopeui jo pa4ea4un jo a2xegostp aq; 4uana.zd o; `A;iiigeilaN bZIO• `HZ zaIdegognS `apoD ani;eT;siuTUTpy euiloxe0 g;zoN `F7Si alliL `uoi;eln2aZl 6rnQ Xq paxinbax se spxerLOajes a;enbape Ouiure;ureui .Toj algisuodsa i si aa;;iuzaad agy saingeg aamod •L •saoT;oe.zd TesodsTp jo asn a2pnls s;i ui a2uego 4ueoi;iu2is Sue jo X;i.zoq;ny 2uinssl ;iuijad aLp Ap;ou IMLIs aa;;iuiaad agy •;uauza.zinbax ag; a;ejodaooui o; paulpouT IOU si ;iurzad aq; 3i uana `uor;eln23.z ag; ui papinojd aun ag; uiq;inn (pa;e Inuzozd uagm a) a2pnlS emaS ;o IesodsiQ e pu asn aq; jo•I spxepue;S COS Ixed HAD OV algeoildde q;im Aldwoo Ilegs aa;;iuTiad aqy *COS I3ed 2IAD Ot ;e s;uauza.unbaj algeoildde a;eaodzooui o; `panssia.z pue p93I0nQJ ao `paUlpouT pue pouadooi aq XeuT a2pnls jo Iesodsip otp aoj ff;ixoq;nV 2umssl ;iuzxad aq;Xq panssi;iuzxad Aue 'COS }Ted NAD Ot 3o uoi;e2lnmozd uodn •a2pnls a2emas jo Iesodsip aq; 2uiuzano2 suoi;elrt2a:z Iexapa•I 2ui;sixa IIe q;inn Aldmoo Ilegs aa;;iuTTad aqy •sa;e;S pa;iun ag; to s Ta;eam alge2ineu ao a;e;S aq;jo s za;em 2ulla;ua uio zi slulaa;euz gons uioa3 ;ue;nllod.Sue ;uana,zd o; se gons J@uueuT e ui pue I'SIZ-£tI SOON glim aouepz000e ui jo pasodsip aq help sza;ema;sem,io Io.z;uoo jo ;uauz;ea.q jo as znoo ag; ui panouraa s;ue;nllod sago so `gseAxNoeq za;li; `so2pnls `spiloS saoue;sgnS panouTaZl •g '3ooid jo uapanq aq;seg ;asdn ueo aouaazno5o aq; gsilge;sa o;2uplaas aa;;iuuad aq;2uipaaooad;uauiaoxojua Xue uI •jooxd;o uapzng •o •;Tuijad sigl 3o Z•g•II ;xed japun pamnbaz sainseam reipauza.z fue g;inn paildwoo as;;iuijad aqy (£) •;iuT.zad sigl,Io Z-q•9•g•II I• ed ui paimboa se ;asdn ag;jo aor;ou pa;;iuzgns aa;;iuxxad agy (£) pue !pa;e.zado AIj3do zd 2uiaq ouip ag;;e sem fIiIToe; pa;;iuTuod oqy (Z) ;asdn aq;jo (s)asneo ag;Xji;uapi ueo aa;;iuuad aq4;eq; pue pajan000;asdn uV (I) OOOOSSODN ;iu'J@d le.zauao General Permit NCG550000 4. Concentration Measurements a. Average Monthly Concentration: The sum of the concentrations of all daily discharges sampled and/or measured during a calendar month on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such month (arithmetic mean of the daily concentration values). The daily concentration value in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. b. Average Monthly Concentration for Fecal Coliform: The geometric mean of the counts for samples collected during a calendar month. This limitation is identified as"Monthly Average"in Part I of the permit. b. Maximum Daily Concentration: The concentration of a pollutant discharge during a calendar day. If only one sample is taken during any calendar day the concentration of pollutant calculated from it is the "Maximum Daily Concentration". It is identified as"Daily Maximum"in Part I of the permit. 7. Other Measurements Flow(MGD): The 24 hours average flow, averaged monthly. It is determined as the arithmetic mean of the total daily flows recorded during the calendar month. 8. Grab Sam lames: Individual samples of at least 100 ml collected over a period of time not exceeding 15 minutes. Grab samples can be collected manually. 9. Calculation of Means a Arithmetic Mean: The summation of the individual values divided by the number of individual values. b. Geometric Mean: The Nth root of the product of the individual values where N is equal to the number of individual values. The geometric mean is equivalent to the antilog of the arithmetic mean of the logarithms of the individual values. For purposes of calculating the geometric mean, values of zero(0)shall be considered to be one(1). c. Weighted by Flow Value: The summation of each concentration times its respective flow divided by the summation of the respective flows. 10. Calendar Day: The period from midnight of one day until midnight of the next day. However, for purposes of this permit, any consecutive 24-hour period that reasonably represents the calendar day maybe used for sampling. 11. Toxic Pollutant: Any pollutant listed as toxic under Section 307(a)(1)of the Clean Water Act. 13. Bypass: The intentional diversion of waste streams from any portion of a treatment facility(including the collection system). The permittee may allow any bypass to occur which does not cause effluent limitations to be exceeded, but only if it also is for essential maintenance to assure efficient operation. 14. Severe property damage: Substantial physical damage to property, damage to the treatment facilities which causes them to become inoperable,or substantial and permanent loss of natural resources which can reasonably be expected to occur in the absence of a bypass. Severe property damage does not mean economic loss caused by delays in production. 15. Upset:. An exceptional incident in which there is unintentional and temporary noncompliance with technology-based permit effluent limitations because of factors beyond the reasonable control of the permittee. An upset does not include noncompliance to the extent caused by operational error, improperly designed treatment facilities, inadequate treatment facilities, lack of preventive maintenance,or careless or improper operation. In order for the Division of Water Quality to comply with 15A NCAC 2H .0105 (c) (3), all other wastewater treatment and disposal alternatives must be explored prior to considering a discharge option. To obtain a permit to discharge wastewater the following criteria must be met: • A statement of a lack of community sewer availability (municipal or other) for the proposed site. • A letter of denial from the Buncombe County Health Department stating that a traditional septic tank and distribution field are not acceptable for the proposed site. • A letter of denial from the NC State Department of Environmental Health (or its representative) stating that an alternative type of onsite (including subsurface spray irrigation or drip irrigation), subsurface disposal system is not permittable. • A letter from a North Carolina Licensed Soil Scientist, which states there is no available surface disposal (spray irrigation or drip irrigation of treated wastewater.) alternative available. (Must be stamped and signed with his / her professional seal.) • A justification from the applicant that no adjacent or additional property is available for any of the above types of disposal system. This should be both a financial justification and an environmental justification including the above criteria. Lastly, any submitted application must include a wastewater system design, which will adequately handle the proposed waste to be generated from the planned residence. As newly constructed wastewater treatment and disposal systems must include aseptic tank, primary and secondary (or re-circulating) sand filters, disinfection, and post aeration apparatus. Our ability to verify construction of the system is limited as BME never inspected the system during construction, only at completion. The owner and contractor have indicated yourself and/or representatives from your office inspected the system while under construction and these inspections will have to warranty the construction for all covered portions of the system. The owner and contractor have stated that upon completion of the construction your office verbally authorized them to cover the sand filters and begin operation. BME has inspected all accessible/visible portions of the system. While the system appears to meet the general intent of the design, the following conditions were noted that do not concur with the approved engineering plans. 1. The location of Pump Tank#2 was moved to the east side of the two story house. This is not an issue. 2. The emergency float level switch on Pump Tank# 1 is only 14 inches from the top of the tank. This provides for less than 24 hours of emergency storage. The float switch setting should be checked and adjusted as needed to conform with the engineering design by the system operator of record. Having the dose volumes conform to the plans is essential to the long term operation of the system and BME was unable to verify the dose volumes with the float switches. 3. The control panels on both pump tanks do not conform to the plans. A Zoeller simplex control panel was not utilized, only an alarm was installed. The alarms 17 ARLINGTON STREET • ASHEVILLE, NORTH CAROLINA 28801 • (828) 232-4700 • FAX (828) 232-1331 are less than 24 "off of the ground and the junction boxes are located inside the risers. It is my understanding that the alarm boxes are to be raised by the owner. 4. The residual pressure at the manifold was not checked as the head check connection was not installed and wastewater was present in the system, making conducting a pressure head test unsanitary. 5. The distribution box and sand filters were covered so the existence of the D-box could not be verified and the sand filter construction could not be verified, nor could the specifications for the sand utilized be verified. However, this was reportedly all inspected and approved by the NCDENR office. 6. The discharge pipe was close to the creek water level. BME recommends a flapper valve be installed to prevent surface water intrusion in to the system during a high water event. It is my understanding the owner has installed the flapper valve. Again, despite the deficiencies noted and the inability to inspect covered portions of the system, the system appears to be constructed in agreement with the general intent of the plans and appeared to be currently operating as intended. Given that your office has inspected the sand filter construction and approved it, it is my understanding the Permit to Operate is to be issued. Feel free to contact me with any questions or comments. We appreciate the opportunity to work with you on this project. Sincerely, Brooks & Medlock Engineering,PLLC Mark C. Brooks, P.E. This letter provides environmental and economic justification for my general permit coverage request. In 2002 I realized I had a failing septic system at my residence and contacted the Buncombe County Health Department(BCHD). The BCHD evaluated my options for repairing the system and concluded that there was no additional suitable area (see attached .letter dated August 16, 2002. The BCHD stated that my current system was to be condemned and that I find an alternative solution for my sanitary sewer service. The BCHD has since made additional visits to my property to evaluate all subsurface and surface disposal options and has not rescinded their 2002 conclusions. I have additionally had a North Carolina Certified Soil Scientist evaluate my site for a surface or subsurface wastewater application. The soil scientist also deemed the site unsuitable(see attached Soil Scientist report dated August 16,2004). In 2003 I hired Brooks and Medlock Engineering to evaluate my alternative wastewater options. They concluded the only two remaining options were to extend the Buncombe County Municipal Sewer District (MSD) system to my residence or have a surface discharge system. The first option was investigated. Although the cost was significant, the decision to attempt to connect to the existing MSD system was made. Plans were engineered for a pump station and pressure/ gravity sewer extension that connected my residence to the existing system which was located approximately 1700 feet away. However, easements from each of the private residences whose drives had to be crossed to make the extension had to be granted before the Town of Black Mountain and/or the NCDOT would grant easements along the roads for the sewer extension. The private easements could not be obtained despite an extended effort. The aforementioned circumstances have left me with no other sanitary sewer options other than to apply for coverage under the state general discharge permit. I appreciate your consideration of my application. I can be reached at(828)669-6530 if you have any questions or need additional information. Brooks and Medlock Engineering has been assigned as my agent in this matter and can be reached at(828)232-4700. The purpose of the evaluation was to determine soil and site suitability for a septic system. Two two-bedroom houses exist on the property. Currently, one house is occupied and has a failing septic system. A four-bedroom repair system is being sought. Buncombe County Environmental Health has determined the site is unsuitable for land-based discharge of wastewater. That is,Buncombe County Environmental Health has rejected the site for conventional, gravelless, large diameter pipe;low pressure pipe and subsurface drip irrigation systems(subsurface systems)and for surface drip irrigation and spray irrigation systems (surface systems). Southeast Soil Science,Inc.was asked to render a second opinion. Fieldwork was conducted as follows. The soil was examined using a three-inch hand auger and a solid;metal push probe. Soil color'was determined using Munsell Soil Color Charts. A Suunto clinometer was used to determine soil slope. A map is enclosed showing general landscape features, drainage patterns and approximate locations of soil borings. Recommendations are based on, but not limited to observations made and data collected on topography, landscape position, parent material, underlying geology, and soil characteristics. Soil characteristics include depth to a seasonal high water table(SHWT), depth to a restrictive horizon, total soil depth, soil horizonation, soil structure, soil color, clay mineralogy, bulk density, consistence, plasticity, stone content, and percent sand, silt, clay, and mica. They follow the guidelines established in North Carolina Laws and Rules for Sewage Treatment and Disposal Systems, laws amended effective August 28, 1996,rules amended effective January, 1999. Grading which occurs subsequent to this fieldwork renders the soil investigation in the graded area null and void. 533 CRABTREE MOUNTAIN ROAD• CANTON NC 28716.828-648-7080 Results The site is located on a low terrace of Lynch Creek and its tributaries. The majority of the site is unavailable for use due to 50-foot setbacks from surface waters. Only a small triangular shaped portion is available for potential use(see map). Three borings were dug in this area. Soil profile descriptions are included with this report. All borings are characterized by evidence of saturated soils-that is, soils containing redox depletions. Boring 1 showed a seasonal high water table(SHWT) at 24 inches below the soil surface. Boring 2 showed a SHWT at 36 inches. Boring 3 had redox depletions beginning at the natural soil surface. The naturally occurring soil surface of Boring 3 was beneath approximately 12 inches of fill material. Discussion The primary limitations to this site are: one, lack of space; and two, shallow depth to the seasonal high water table. Boring 3 is unsuitable for any septic system. Borings 1 and 2 are potentially usable for a subsurface drip irrigation system(all other subsurface discharge systems require greater depth of usable soil). A four-bedroom repair system using subsurface drip irrigation would require 1600 linear feet(LF)of line on two-foot centers at a recommended Long Term Acceptance Rate(LTAR) of 0.15 gal/ft2/day. Based on on-site observations and general calculations made using the site map,the site can only accommodate approximately 800 to 1000 LF of line. Therefore, subsurface drip irrigation and all other subsurface discharge systems are not feasible at this site. Surface discharge systems (surface drip irrigation and spray irrigation) are not feasible at this site, either. Setback requirements from property lines, surfaces waters and residences under separate ownership cannot be met.. Therefore,no land-based method of wastewater removal is available at this site. One residence is currently being lived in while the second is undergoing renovation. The primary residence is a two bedroom home located on the east parcel. The primary residence is a two bedroom house with a 240 gallons per day(gpd)design flow. The other home is unoccupied and will eventually be restored as a 3 bedroom home. The system is being designed for the additional 360 gpd from the secondary home site. Total design flow for the system is 600 gpd. Each home will have a new septic tank and pump tank installed. The primary residence pump tank will pump to the secondary residence pump tank. Waste water is then pumped from secondary residence pump tank to a pressure manifold. Due to site and topography restrictions, the primary sand filter is split into two equal sections to achieve the calculated length necessary. Flow to each lateral in each field will be evenly distributed through the pressure manifold. Primary sand filter discharges via gravity line to a distribution;box where flow is equally distributed to each lateral in the secondary sand filter. Discharge from the secondary sand filter gravity flows to chlorination tablet feeder. Flow is then detained in chlorination chamber for a minimum 30 minute contact time. After chlorination, flow is routed through dechlorination tablet feeder and detained in dechlorination contact chamber for 30 minute minimum detention time. After dechlorination, the flow discharges over concrete aeration steps and over placed riprap before outfall to Lynch Creek. The owner will be responsible for providing a back-up power supply for both pump tanks. s • t ,i• iI jr el og ■ r • p ! Treatment by entrapment, sorption and assimilation takes place as the wastewater percolates through the sand bed. Collection is made by underdrain lines imbedded in gravel which convey the filtrate to disinfection treatment and final discharge: Collection lines may be vented to the top of the sand bed to allow for aeration. Buried (subsurface) Sand Filters Similar to open sand filters except the sand filter is constructed below grade and covered with backfill. Wastewater is applied by gravity flow through perforated distribution lines installed on top of the filter bed. Distribution and collection lines may be vented to the surface to allow for aeration of the sand bed. lgravity lines,NEHA On Site; 1 to 2 in.pressure lines,Metcalf&Eddy,WW Eng.p1066; 2AZ DEQ but.#12 p76 3Metcalf&Eddy,Wastewater Engineering p1066 4Metcalf&Eddy,Wastewater Engineering p1066 5EPAt625/R-92/005 p 70 61rom NC DEM checklist 7fr from NCG550000 SFR ATC Check►is I0/79/00 SYSTEM HEADLOSS CALCULATIONS TDH=AH+h,n+hr where: AH=elevation head hi=minor assembly losses, utilizing Moody-type friction losses hR,=major pipe losses, utilize Hazen Williams equn. hf=Kt(v1/2g) where:K is dimensionless,v in ft/s,g in We hm=(4.727 U d4-57)(Q/C)1'85 where:Q in cfs,L in feet,d in ft. no user input user input req'd Piping: Diameter= inches equals 0.125 ft. Tablet Feeder Model 200 The Simple, Reliable Way to Disinfect Wastewater The Exceltec International Corporation(EIC)Model 200 Tablet Feeder is a complete,one-piece system for highly reliable disinfection of effluent in properly operating treatment plants having a design capacity of 1,500 GPD or less. The tablet feeder is used in conjunction with SANURIL®tablets,a disinfecting agent that provides a chemically stable source of chlorine for wastewater disinfection. The EIC Tablet feeder is suitable for assembly into new treatment systems. Also, it can be installed into existing treatment facilities where wastewater chlorination is being added or to replace troublesome, unreliable or complicated chlorination systems. Superior Performance at a Lower Cost Better Performance The entire plant flow passes through the tablet feeder where thorough mixing of wastewater with a controlled amount of chlorine takes place. This means more effective disinfection action and less bacteria re-growth. Low Initial Cost In addition to low investment in the EIC Tablet Feeder, savings are compounded because no pumps, mixing tanks or costly control devices are required as with most other chlorination systems. Simple,Low-Cost Installation One piece tablet feeder construction requires only inlet piping. No electrical power, wiring, bypasses,or other piping required. Lower Operating Costs The tablet feeder can operate up to 60 days on a single load of tablets. No time-consuming pre-mixing of chemicals is required.Refilling SANURIL tablets is quick and easy.No costs for electrical power or auxiliary power. Maintenance-Free Operation No tanks, pumps, cylinders, external control devices or other moving parts to break down.System is non- mechanical, rust and corrosion proof. Model 200 Tablet Feeder Operating Principle The EIC Tablet Feeder is a one-piece system which operates on the flow-through principle to provide a constant, controlled dosage of chlorine to the effluent of wastewater treatment plants. The entire flow of treated wastewater passes into the tablet feeder through the inlet pipe.As the stream of water flows past the feed tubes containing the SANURIL tablets, active FEED TUBE chlorine is released into the wastewater by the dissolving action of the water stream in contact with the tablets. The chlorinated wastewater then discharges through the outlet pipe into the line which leads to the receiving water. WATER ,,'OUTLET Each tablet feeder is furnished with two feed tubes. The COLLAR number of tubes to be filled with SANURIL tablets is TOP determined by the average daily flow rate and the required COVE residual chlorine content or dosage. Installation The EIC Tablet Feeder is designed for installation in any properly operating treatment system having a maximum '\ HOUSING flow of 1,500 GPD.The tablet feeder should be located at a point where it can receive the entire effluent discharged t TABLETS from the plant. It is also recommended that a chlorine contact tank be used. The tablet feeder can also be WATER located to receive the treated wastewater as it exits from INLET the filter bed. Other Applications Specifications In addition to wastewater chlorination, the Model 200 Tablet Feeder can also be used for dechlorination and the The tablet feeder is made of tough, corrosion resistant chlorination of drinking water. For dechlorination, the Model rotomolded polyethylene.Compact and easy to handle, the 200 is used in conjunction with the EIC D-CHLORTM tablet feeder measures 21 inches long,8 inches wide and tablets. These tablets are a sodium sulfite based 10 inches deep. The feed tubes are 24 inches long with an formulation having compatible dimensions for use in the outside diameter of 31/2 inches. Each tube holds 29 EIC Model 200 Tablet Feeder. SANURIL tablets which measure 2-5/8 inches in diameter For drinking water chlorination, the Model 200 is used in and are 13/16 inch thick. Inlet and outlet size is 4 inches in conjunction with the EIC AQUAWARDO chlorinating diameter. tablets. The AQUAWARD tablets are a calcium hypochlorite based formulation also having dimensions compatible for use in the EIC Model 200 Tablet Feeder. This system is ideal for open channel flow operation and/or remote installations where other methods of disinfection are not practical or economical. For additional information and literature on the D-CHLOR and AQUAWARD Systems, please contact the Chemicals Sales Department. 1110 Industrial Boulevard • Sugar Land,Texas 77478 Telephone: 800 621 9189 or 281 240 6770 ! Fax: 281 240 6762 .• e-mail: dvega@severntrentservices.com EIC-6300 12102 -rK+ c'r'Az3.K,a-v5a-w,•w.r.': &— fl..'pa w....,r..x.,k., .-w... r,...,a '„ ,-, ;,:;..+ s,:_,a,kw ,a m z.wr-. ,. Unusual Hazard Information: At 1112°F(600°C)sodium sulfide is formed;at 1652OF(900°C)sulfur dioxide is formed.Use self-contained breathing apparatus for fighting fires. 5. HEALTH HAZARD INFORMATION Routes of Exposure: Ingestion: Estimated to be very toxic by NIOSH. Ingestion may irritate gastrointestinal tract. Large doses may cause violent colic and diarrhea, circulatory disturbances, central nervous system depression and even death. Eye Contact: Dust or solutions may irritate or bum eyes. Skin Contact: Dust or solutions may irritate skin from prolonged contact. Inhalation: Inhalation of dust or mist may irritate respiratory tract. Emergency and First Aid Procedures: Eyes: IMMEDIATELY flush eyes with large amounts of water for at least 15 minutes, holding lids apart to ensure flushing of entire eye surface.SEEK MEDICAL ATTENTION. Skin: Wash with plenty of soap and water. Remove contaminated clothing and footwear. Wash clothing before reuse. Footwear should be decontaminated before reuse. Seek medical attention if symptoms persist. Inhalation: Get person out of contaminated area to fresh air. If breathing has stopped, resuscitate and administer oxygen if readily available.SEEK MEDICAL ATTENTION. Ingestion: INDUCE VOMITING,seek medical attention.NEVER give anything by mouth or induce vomiting if person is unconscious or having convulsions. 6. REACTIVITY DATA Conditions to avoid: Avoid moisture and high humidity.High temperatures yield sulfur dioxide gas and sodium sulfide residue. Incompatibility(materials to avoid): Strong oxidizers cause vigorous exothermic reactions.Acids release sulfur dioxide gas. Hazardous decomposition or byproducts: Sulfur dioxide gas(SO2)is toxic, corrosive and an oxidizer.Sodium sulfide residue (Na2S)is flammable and a strong irritant to skin and tissue. Hazardous polymerization: This product is not known to polymerize. Severn Trent Services,Inc. Page 2 7. SPILL OR LEAK PROCEDURES(DEVELOP SPILL PLAN) Steps to be Taken if Material is Released and/or Spilled: D-CHLOR is not a regulated product. However,in the event of a spill, wear appropriate gear: rubber gloves and goggles. Contain all spilled material and place in suitable containers for disposal. Waste Disposal Methods: D-CHLOR is not rated as a hazardous substance by the EPA.Unused material is not rated as a hazardous waste by RCRA. Solid waste can be buried at a licensed facility.Collected material can be dissolved in water, using caution as solution may get hot.Neutralize with acid and flush to sewer with plenty of water if permitted by applicable disposal regulations.Good ventilation is necessary during neutralization due to release of sulfur dioxide gas.Oxidation to sodium sulfate may be required,as for example, by adding a slight excess of dilute hydrogen peroxide carefully while stirring. Neutralized waste may have to be disposed of by an approved contractor. 8. INDUSTRIAL HYGIENE.CONTROL MEASURES Ventilation Requirements: Work in well ventilated areas. Storage area should be well ventilated.
