The proposed Apex West Greenway is situated on an existing multi -use easement owned by the Town of Apex Residential neighborhoods, as well as the American Tobacco Trail are in
the vicinity of the project location. The site is currently forested, although encroached upon by a nearby development.

The proposed Apex West Greenway would connect an eAsting multi -use path along Olive Chapel Road to the American Tobacco Trail. This approximate 700-foot addition would allow
for the safe access to the American Tobacco Trail by pedestrians and other users from the nearby housing developments and greater community of Apex

The Apex West Greenway, as proposed, would follow an existing multi -use easement. Tree clearing is anticipated in order to perform construction of the greenway trail, boardwalks, and
culvert. Standard construction equipment is likely to be used including graders, backhoes, and cranes to construct the boardwalk sections. The proposed greenway will cross one
modified (ditched) stream, with associated bank stabilization, and boardwalk over two wetland areas.

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The construction of two boardwalks will raise the greenway and span the wetlands that were identified on the site, therefore minimizing wetland fill and
allowing natural hydrology. The greenway crossing of stream SB is approximately perpendicular. Site photos of feature stream SB have been attached
to this application. The stream is ditched, and perched above the elevation of another non -jurisdictional ditch that parallels the American Tobacco
Trail. This modified stream feature was included in the Preliminary Jurisdictional Determination that was previously submitted (SAW-2020-00684), but
shows questionable jurisdictional characteristics given it's location within the landscape and small watershed size (>10 acres). The ditch carrying the
stream will be lowered to allow the greenway to cross it, and the banks stabilized with riprap to prevent erosion and increase stability.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Sediment and erosion control measures will be implemented according to NC requirements, and
approved by NCDEQ prior to implementation. Jurisdictional areas that are not permitted to be impacted and
are adjacent to construction areas will be clearly marked with protection fencing or other similar method to
avoid inadvertent encroachment. Copies of the issued buffer authorization and impact areas will be provided
to the prime contractor and all subcontractors working in or near jurisdictional areas.
