III. Certification Statement:
I Jeff Theberge, CFPUA Eng. Mgr certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and Il plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

SEWER SYSTEM:
These private duplex grinder pump stations and forcemain systems are designed to
service warehouse / showroom / office site existing developments. This permit is for
Phase IIR and Phase IIIR.
Phase IIR consists of two (2) buildings that currently share a septic tank. Due to on -site
expansion, the septic fields will be going away. This requires connection to the new 8"
CFPUA forcemain within the US 421 Right -of -Way. The addresses for Phase IIR are
3818 and 3822 Hwy 421 North. A total of 50 LF of 2-inch sewer line will be needed to
complete the system for Phase IIR. It will connect to the recently completed 8-inch
forcemain owned by the CFPUA. The design flow of the Phase IIR pump station is
1,200 GPD. The pump station reliability of the station is per 15A NCAC 02T .0305
(h)(1)(C). A portable pump power source shall be dedicated to backup of this station. A
letter will be provided that the portable source of power is owned or contracted for by
the permittee and is compatible with the station. Telemetry is provided at the station
with remote notification if a power outage or problem occurs. A high-water audio and
visual alarm are provided.
Phase IIIR consists of one (1) building that currently utilizes a septic tank for sanitary
sewer. Due to on -site expansion, the septic fields will be going away. This requires
connection to the new 8" CFPUA forcemain within the US 421 Right -of -Way. The
address for Phase IIIR is 3826 Hwy 421 North. A total of 50 LF of 2-inch sewer line will
be needed to complete the system for Phase IIIR. It will connect to the recently
completed 8-inch forcemain owned by the CFPUA. The design flow of the Phase IIIR
pump station is 1,650 GPD. The pump station reliability of the station is per 15A NCAC
02T .0305 (h)(1)(C). A portable pump power source shall be dedicated to backup of this
station. A letter will be provided that the portable source of power is owned or
contracted for by the permittee and is compatible with the station. Telemetry is provided
at the station with remote notification if a power outage or problem occurs. A high-water
audio and visual alarm are provided.
There are two (2) separate conditions that occur at the connection points for each of the
proposed pump stations to the CFPUA forcemain. The design condition is where the
upstream pumps that connect to the forcemain are off. This results in a very low head
condition to pump into the 8-inch forcemain. This condition will result in a condition of
approximately 15.2 GPM at 15' TDH. The second condition is with upstream pump on.
The CFPUA can give us little confidence in the pressure to overcome. Our max pump
operating will be approx. 6.4 GPM at 198' TDH.
The MDC requires if practical, a minimum of two (2) cycles per hour. Due to the ADF
and the duplex pump / wet well requirements it is not practical to meet the two (2) cycles
per hour requirement.
Also, the MDC requires a minimum of two (2) FPS in all forcemain design. Due to the
extreme conditions that the pump station must overcome, we cannot provide two (2)
FPS in the desired 2-inch forcemain. Though the length of the forcemains is short (50
feet) we do not want to downsize the forcemain to less than 2-inch for this length.
This system will be served by the Cape Fear Public Utility Authority.
