We were under the impression that it was, more or less, a blanket request that Anne was responding to in her email to Heather Coats on Friday 511. The NCDMF has reviewed your request to extend the Hatteras Inlet Ferry Channel and Southdock Basin Project through July 15, due to dredge equipment issues and delays related to the current COVID-19 situation. The NCDMF is amenable to allowing work to extend into the moratorium period until June 15. Should the work not be completed closer to that deadline, we can reconsider another extension. They obtained permits for dredging the "south ferry channel"/channel to the inlet and have also requested moratorium relief for that work. It would actually be our dredge doing that work for them while also obtaining sand for the Ocracoke projects. The south ferry channel is in the same general area as the old ferry channel I referenced in my previous e-mail but is slightly to the south. If we were granted relief that is where the work would be taking place. Therefore, the only work we would be doing not associated with Dare County's dredging request would be for the ferry basin and that would be finished up by late May. I hope I articulated all that in a way that is understandable but if you have any questions please feel free to give me a call. I am reaching out to both you and the NMFS with another request to dredge further into the summer than we initially planned for. Please see the request below and let me know if you need any additional information. The NC DOT Ferry Division is requesting authorization to dredge within the Southdock ferry basin and the old ferry channel through July 31, 2020. We are currently working on obtaining sand for the dune restoration project on Ocracoke Island. Obtaining this sand is critical for the rehabilitation of the dunes and the recovery of the island in general so that it is protected during future storm events. Our pipeline dredge was out in the old ferry channel getting sand from October to the middle of December before breaking down and needing parts with long lead times. These were the first major issues we encountered and our entire dredging schedule was thrown off track as a result. In early March we were planning to head down to Southport for some dredging prior to the sturgeon moratorium and then get back up to Hatteras to finish dredging from late March to early May. Unfortunately, nothing went as planned following the Southport dredging. Additional mechanical issues combined with the pandemic had the dredge and the remaining crew stuck down at Southport until late last week. Several members of the crew took leave due to concerns about the virus which didn't leave enough of the crew to bring it back north. There were also concurrent issue with both the dredge and the tug. No dredging has taken place since late last year and more sand is needed for the ongoing restoration projects on Ocracoke.
