STABILIZED AFTER CONSTRUCTION. DURING CONSTRUCTION, THE CONTRACTOR SHALL BE
RESPONSIBLE FOR INSPECTION AND MAINTENANCE OF ALL EROSION AND SEDIMENT CONTROL
STRUCTURES.
1. ALL EROSION CONTROL MEASURES SHALL BE CHECKED FOR STABILITY AND OPERATION
FOLLOWING ANY RAINFALL PRODUCING RUNOFF AND AT LEAST ONCE EVERY WEEK. ANY
NEEDED REPAIRS SHALL BE MADE IMMEDIATELY SO THAT ALL EROSION CONTROL MEASURES
ARE MAINTAINED AS DESIGNED.
2. SEDIMENT TRAPS AND BASINS SHALL BE CLEANED OUT WHEN THE LEVEL OF SEDIMENT
REACHES THE MID-DEPTH POINT BELOW THE WEIR ELEVATION. WASHED STONE SHALL BE
CLEANED OR REPLACED WHEN THE SEDIMENT POOL NO LONGER DRAINS PROPERLY.
3. ALL SEEDED AREAS WILL BE FERTILIZED, RESEEDED AS NECESSARY, AND MULCHED IN
ACCORDANCE WITH THE SEEDING SPECIFICATIONS IN ORDER TO MAINTAIN A DENSE
VEGETATIVE COVER.
4. SEDIMENT DEPOSITS SHALL BE REMOVED FROM SEDIMENT FENCE AFTER EACH STORM EVENT
OR SEDIMENT FENCE SHOULD BE REPLACED. SEDIMENT MUST BE REMOVED WHEN
DEPOSITS REACH APPROX. HALF THE HEIGHT OF THE BARRIER. ANY SEDIMENT DEPOSITS
REMAINING IN PLACE AFTER THE SEDIMENT FENCE IS REMOVED SHALL BE DRESSED TO
CONFORM TO THE EXISTING GRADE, PREPARED AND SEEDED.
5. INSPECT CHECK DAMS AND CHANNELS FOR DAMAGE AFTER EACH STORM EVENT. REMOVE
SEDIMENT ACCUMULATED BEHIND THE DAMS AS NEEDED TO PREVENT DAMAGE TO

Planting Procedures
1.Conform to all applicable specifications for plantings of trees and shrubs, as detailed in NCDEQ Stormwater Design
Manual Chapter 6.
2.Lay out all plants according to species mixes, and at specified spacings and densities. Herbaceous emergents, grasses
and sedges for Zones 1, 2 and 3 are often best laid out at regular spacing in a recognizable pattern. Regular spacings
are easier to evaluate and provide for more uniform and rapid coverage.
3.Plantings in Zones 4, 5 and 6 should also be laid out according to the species mixes, and at the specified spacings and
densities, but appear more natural when a "random" pattern of spacings are used, for between plants is necessary for
adequate coverage.
4.Mulching for herbaceous emergents located in areas which will be permanently or regularly inundated is not desirable.
Plantings in Zones 4, 5 and 6, shall be mulched.
5.Plants must receive at least an inch of water from rainfall each week, or when soils in which herbaceous emergent
plants are located are no longer in a saturated state, it will be necessary to water the plantings.
6.Vary watering depending upon the age of the plants and environmental conditions as required. Once established, no
watering is anticipated.
7.Potable water is the preferred source of water. Other sources such as water trucks, or water pumped from safe
sources, may be used provided that they are known to be free of impurities and that the salinities are suitable for the
species being grown.
8.Moisture metering shall be employed and maintained by the landscape professional to monitor watering requirements..
Weed and Invasive Species Control
1.Invasive plant species populations shall be controlled throughout the course of the work. Where bare ground exists,
and where mud flats exist in drawn down wet planting zones, invasive species such as Japanese Hops, Porcelainberry
and other noxious weeds can easily gain a foothold, quickly displacing the desirable plantings, leading to a partial
failure of the planting site.
2.An integrated pest management (IPM) approach is recommended for control of invasive plant species. Monitoring for
the presence of invasive species is a component of a BMP establishment program. Maintenance, including the removal
of invasive plant species, is critical to the success of the plantings, preventing the spread of those species downstream
of the BMP as well.
3.Some weeds may be removed with herbicides using the "glove technique."
Herbivore Control
1.Minimize potential damage to planted vegetation by local wildlife, especially geese and deer.
Delivery, Handling and Storage
1.All plants shall be fresh and healthy, and be delivered to the site with their rootstocks preserved in similar conditions to
those in the growing nursery.
2.Trees and shrubs shall be left natural and unpruned prior to delivery. Bark, branches, and root systems shall be
protected from sun scald, drying, wind burn, sweating, whipping, and other handling and tying damage which destroys
their natural shape. Protective covering for plants shall be provided during shipping and delivery.
3.Store bulbs, corms, tubers and rhizomes in conditions similar to those in the growing nursery, at approximately 50 to 65
°F, until planting.
4.Deliver plants after preparations for planting have been completed, and install immediately.
5.If planting is delayed, set plants in the appropriate exposure for each species (sun, filtered sun, or shade), protect from
weather and mechanical damage, and keep roots moist. Depending on the length of delay, plants may need to be
heeled in.
6.Do not remove container grown stock from containers before time of planting, and water as often as necessary to
maintain root systems in a moist condition.
7.A two-year warranty period shall be required for all plantings. At the end of the first year and again at the end of the
two-year warranty period, all plants that do not survive must be replaced. Establishment procedures, such as control of
invasive weeds, animal and vandal damage, mulching, re-staking, watering and mesh or tube protection replacement,
shall be implemented to the extent needed to ensure plant survival.
Existing Vegetation Management
1.Identify and protect significant populations of, and individual specimens of trees and shrubs. This shall include
incorporating vegetation protection measures into initial erosion and sediment control plans.
2.Locate/identify invasive species and eradicate them prior to beginning site clearing, or other land disturbing operations.
3.Never chip and redistribute chipped plant parts from clearing operations when invasive species are present.
Soil Preparation
1.Perform soil testing for existing and prepared soils to be used for planting to determine types of soil amendments
required to bring soil to within the correct ranges for optimum plant growth. These tests may include pH, major soil
nutrients, including Nitrogen (N), Phosphorus (P) and Potassium (K) and organic content
2.If soils are amended, a second soil test is needed prior to planting. If imported soil is used, a manufacturer certification
is required.
3.Remove all construction debris prior to placement of any topsoil.
4. If areas around the BMP are disturbed due to construction, the top 6 to 8 inches of the affected area(s) shall be tilled
and proper soil mix applied in horizontal layers not exceeding 12 inches. Placement of soils shall not be done when
soils are saturated. Restrict construction traffic from areas of soil mixing/placement.
3.Topsoil should be spread to a depth of eight to twelve inches (deeper for balled and burlaped trees) and lightly
compacted to minimum thickness of six inches. If topsoil has been stockpiled for a long period of time, verify and/or
adjust the soil pH, and major soil nutrients to achieve the minimum acceptable standards.
