Ms. Guyer was present at the time of the inspection.The system appears to be operational and well-maintained. Ms.Guyer has a maintenance agreement with Water Management of Lenoir,North Carolina.The sand filters were evaluated and appeared to be operating well.The high water level alarm in the pump tank was tested and was operational The chlorination and de-chlorination chambers were bolted down at the time of the inspection and were not evaluated. However,Ms. Guyer was'familiar with the tablets. The effluent pipe was not discharging at the time of the inspection, but recent.discharges were evident. In accordance with your application for discharge,the Division of Water Quality(DWR)herewith forwards the subject Certificate of Coverage(COC)to discharge under the subject state-NPDES general permit.This permit is issued pursuant to the requirements of North Carolina General Statue 143-215 .1 and the Memorandwn of Agreement between North Carolina and the US Environmental Protection agency dated October 15,2007(or as subsequently amended). DWR understands from your authorized consultant,Altamont Environmental,Inc. of Asheville that local soils,both on and offsite,exhibit poor percolation characteristics rendering them unsuitable for a subsurface discharge wastewater treatment system. We further understand that connecting to the nearest municipal sewer service is cost prohibitive at a distance of 3.2 miles.We concur therefore that discharge to surface waters of the State is the most viable discharge alternative. In accord with existing regulations,you have proposed to discharge 480 gallons per day(gpd)from a four(4)bedroom single family residence(120 gpd per bedroom).Please note that compliance under this COC restricts discharge to 100%domestic flow,not to exceed 1,000 gpd. This discharge must meet all surface water-quality standards, and you must comply with DWR's operation and maintenance requirements. Operation and Maintenance. The Permittee is responsible to maintain all components in the approved treatment system. Compliance includes following manufacturer's guidelines, conducting and documenting inspections, establishing sources for OEM spare parts and supplies,making necessary repairs, and documenting said maintenance for the duration of the permit. Upon DWR's request,the Permittee must provide records and demonstrate efforts to maintain the approved system. The Division recommends that the Permittee solicit manufacture-certified training, or employ a qualified contractor or service to regularly inspect and maintain the treatment system. This treatment system shall be located at least 10 feet away from a dwelling, at least 100 feet from any water-supply well either on-or off-site.The system shall also be located and constructed above any applicable 100-year flood line; 50-ft setback from property line. This ATC permit is issued in accordance with Part III,Paragraph 2 of NPDES General Permit NCG550000, and is subject to revocation unless wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in this General Permit. In the event that the facilities fail to perform satisfactorily, including creating nuisance conditions,the Permittee shall take immediate corrective action as may be required by this Division,such as the construction of additional or replacement wastewater treatment(s)or disposal facilities.Failure to abide by the requirements of this A to C permit may subject the Permittee to an enforcement action by the Division of Water Resources in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The Permittee or responsible Engineer shall notify DWR's Asheville Regional Office(828-296-4500)a minimum of three 3)working day in advance of operating the installed facilities.This will serve to provide DWR an opportunity to inspect facilities, as needed. Such notification to the regional office supervisor shall be made during normal office hours from 8:00 a.m. until 5:00 p.m. Monday through Friday, excluding State holidays. Upon completing construction and prior to operating this permitted facility,a North Carolina- registered engineer shall sign and submit to DWR the attached Engineer's Certification form certifying that the permitted facility has been installed in accordance with the NPDES Permit,the Certificate of Coverage,this Authorization to Construct, and the approved plans and specifications. Compliance with the above shall include a leakage test performed on the existing septic tank,to insure that any exfiltration occurs at a rate not to exceed twenty(20)gallons per twenty-four(24)hour per 1,000 gallons of tank capacity. In accordance with your application for discharge,the Division'of Water Quality(DWR)herewith forwards the subject Certificate of Coverage(COC)to discharge under the subject state-NPDES general permit.This permit is issued pursuant to the requirements of North Carolina General Statue 143-215 .1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated October 15,2007(or as subsequently amended). DWR understands from your authorized consultant,Altamont Environmental,Inc. of Asheville that local soils,both on and offsite,exhibit poor percolation characteristics rendering them unsuitable for a subsurface discharge wastewater treatment system. We further understand that connecting to the nearest municipal sewer service is cost prohibitive at.a distance of 3.2 miles.We concur therefore that discharge to surface waters of the State is the most viable discharge alternative. In accord with existing regulations,you have proposed to discharge 480 gallons per day(gpd)from a four(4)bedroom single family residence(120 gpd per bedroom).Please note that compliance under this COC restricts discharge to 100% domestic flow,not to exceed 1,000 gpd. This discharge must meet all surface water-quality standards,and you must comply with DWR's operation and maintenance requirements. Operation and Maintenance. The Permittee is responsible to maintain all components in the approved treatment system. Compliance includes following manufacturer's guidelines,conducting and documenting inspections,establishing sources for OEM spare parts and supplies,making necessary repairs, and documenting said maintenance for the duration of the permit. Upon DWR's request,the Permittee must provide records and demonstrate efforts to maintain the approved system. The Division,recommends that the Permittee solicit manufacture-certified training, or employ a qualified contractor or service to regularly inspect and maintain the treatment system. If any parts,measurement frequencies or sampling requirements contained in this general permit are unacceptable,you have the right to request an individual permit by submitting an individual permit application.Unless such demand is made,the certificate of coverage shall be final and binding. This ATC permit is issued in accordance with Part III,Paragraph 2 of NPDES General Permit NCG550000, and is subject to revocation unless wastewater treatment facilities are constructed in ----- ---accordance with the conditions-and limitations specifiedin this-General-Permit:In the-event-that-the- facilities fail to perform satisfactorily, including creating nuisance conditions,the Permittee shall take immediate corrective action as may be required by this Division, such as the construction of additional or replacement wastewater treatment(s)or disposal facilities. Failure to abide by the requirements of this A to C permit may subject the Pennittee to an enforcement action by the Division of Water Resources in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The Permittee or responsible Engineer shall notify DWR's Asheville Regional Office(828-296-4500)a minimum of three 3)working days in advance of operating the installed facilities. This will serve to provide DWR an opportunity to inspect facilities,as needed. (Altamont) regarding the development of a residential property, 1083 Reems Creek Road (the site), located in Buncombe County, North Carolina. Ms. Guyer plans to build a residential home on the site, and contacted Altamont to perform the engineering services related to the permitting and design of a residential wastewater treatment system at the address mentioned above. The federally regulated National Pollutant Discharge Elimination System(NPDES) program ensures all point source discharges are properly permitted. In North Carolina,the North Carolina Department of Environment and Natural Resources(DENR) Division of Water Quality(DWQ) is responsible for administering the State's NPDES Permitting and Compliance Program. The site will be a domestic discharge from a single-family residence with a design flow below 1,000 gallons per day, and therefore qualifies for an NPDES General Permit NCG550000. This Supplemental Information (SI) Report provides information related to the site and proposed wastewater system to accompany the General Permit Application for an NCG550000 Permit. P:\Guyer NPDES System\Info For Permit\Supinfo-Report Mb.Docx Supplemental Information for General Permit Application July 23, 2013 Asia Guyer-1083 Reems Creek Road Page 3 3.0 Background An initial investigation in 2007 determined the following: • The existing soil conditions for this site do not permit non-discharge types of wastewater systems, such as traditional septic, drip, or spray irrigation. Therefore, alternatives for wastewater disposal are pumping the effluent to an adjacent property or using an on-site discharge system. • The property is a 7-acre tract located along Reems Creek Road in Weaverville, North Carolina. The Buncombe County parcel identification number(PIN) is 9763-51-7092-00000. • A letter from the Buncombe County Health Center dated February 24, 2004 (Appendix A)stated that the site is"UNSUITABLE for a ground absorption sewage system." The site was deemed unsuitable by the County in the February 24, 2004 letter for the following reasons, citing Title 15A Subchapter 18A of the North Carolina Administrative Code (NCAC): ° Unsuitable soil wetness condition (Rule .1942) ° Unsuitable soil depth (Rule .1943) Insufficient space for septic system and repair area (Rule .1950) Additionally, Soil & Environmental Consultants, PA(S&EC) performed a preliminary soil and site evaluation on the site in 2007 (Appendix B). This evaluation revealed that the site was unsuitable for surface systems such as spray or drip. Given that site soil conditions are unsuitable for a surface disposal system,Altamont contacted Mr.Jeff Menzel of the DWQ Surface Water Protection Section. The Surface Water Protection Section is the regulatory agency that reviews surface water discharge permit applications. The permit needed for this site would be an NPDES General Permit NCG550000. Larry Frost provided a reference letter dated April 26, 2006 (Appendix C), which states that the following information is required to obtain an NPDES permit to discharge wastewater: • A letter addressing the feasibility of connection to an available community sewer(municipal or other) for the proposed site. • A letter from the Buncombe County Health Department describing the suitability or non-suitability of the site for all types of wastewater ground absorption systems. • A letter from a North Carolina Licensed Soil Scientist, which states there is no available surface disposal (spray irrigation or drip irrigation of treated wastewater) alternative available. • A letter of justification from the applicant that no additional adjacent property is available for any of the above types of disposal system. P:\Guyer NPDES System\Info For Permit\Supinfo-Report Mb.Docx Supplemental Information for General Permit Application July 23, 2013 Asia Guyer-1083 Reems Creek Road Page 4 4.0 Supplemental Information 4.1 Determination Whether Proposed Discharge is Allowed 4.1.1 Zero-Flow Stream Restrictions and 7Q10 Flow Estimation In a preliminary assessment on September 7, 2012, Mr.John Weaver, hydrologist with the United States Geologic Survey(USGS) North Carolina Water Science Center, confirmed that stream flow at the proposed discharge location is above zero (Appendix D). Because the receiving stream is not a zero-flow stream,the effluent limitations of the wastewater discharge will be determined according to 15A NCAC 2B.0206(a), and the proposed discharge is not likely to be prohibited. 4.1.2 Receiving Stream Classification Restrictions Various high quality streams have restrictions on discharge requirements and require stricter treatment standards than lesser quality streams. The receiving stream, Reems Creek, is classified as Class C(C) and Trout Waters Jr) (Appendix E). According to 15A NCAC 2B.0101, Class C waters are secondary use waters protected for recreation,fishing, wildlife,fish consumption, biological integrity, and agriculture, and trout waters are protected to sustain and allow for trout propagation and survival on a year-round basis. In accordance with 15A NCAC 0213.0201, High Quality Waters (HQW)and Outstanding Resource Waters (ORW)are subsets of waters with a quality higher than the standards and degradation shall not be allowed below the water quality necessary to maintain existing and anticipated uses of those waters. Reems Creek is not classified as either HQW or ORW, and is therefore subject to water-quality-based effluent limitations in accordance with 15A NCAC 02B .0211. Furthermore, stream classification restrictions are not likely to prohibit the proposed discharge to Reems Creek. 4.1.3 Basinwide Water Quality Plans The receiving water body, Reems Creek, is within the 1,658-square-mile Upper French Broad subbasin. More specifically, Reems Creek is within the 235.8-square-mile Sandymush Creek watershed 10-digit hydraulic unit code (HUC) 0601010509. In accordance with the Engineering Alternatives Analysis(EAA) Guidance Document(DENR DWQ 2005),the 2011 French Broad Basinwide Water Quality Plan (BWQP) (Tutwiler and Clark 2011),which contains the receiving water body, was located and referenced for restricting limitations. The basin-specific plan does not list any NPDES permitting strategies or limitations on the receiving water body, Reems Creek. 4.1.4 Impaired Waters and Total Maximum Daily Loads The term "303(d) list" is short for the list of impaired and threatened waters (stream/river segments, lakes) that the Clean Water Act requires all states to submit for US Environmental Protection Agency(EPA) approval every two years on even-numbered years. The states identify all waters where required pollution controls are not sufficient to attain or maintain applicable water quality standards, and establish priorities for development of total maximum daily loads(TMDLs) based on the severity of the pollution and the sensitivity of the uses to be made of the waters, among other factors (40 Code of Federal Regulations [CFR] §130.7[b][4]) The receiving water body, Reems Creek, is not listed on the NC 2010 Integrated Report Category 5-303(d) List Approved by the EPA August 31, 2010, or the 2012 NC 303(d)Lists-Category 5. Consequently, Reems Creek is not listed as impaired and does not have a TMDL or draft TMDL; nor is it likely a future TMDL will be developed without first placing this water body on the 303(d) list. Therefore the proposed wastewater discharge from the site is not likely to have an impact on impaired streams or those with TMDLs. P:\Guyer NPDES System\Info For Permit\Supinfo-Report Mb.Docx Supplemental Information for General Permit Application July 23, 2013 Asia Guyer-1083 Reems Creek Road Page 5 4.1.5 Presence of Endangered Species Federally listed endangered and threatened species are designated by the U.S. Fish and Wildlife Service, and are protected by the provisions of the Endangered Species Act of 1973. Habitat for endangered and threatened species is of utmost importance; consequently, NPDES discharges into streams that may negatively impact endangered or threatened species habitat are not environmentally advantageous. The North Carolina Natural Heritage Program (NHP), which is part of the Office of Conservation, Planning, and Community Affairs within DENR, is responsible for maintaining inventories and catalogues of outstanding elements of natural diversity within NC. Altamont contacted the NPH on September 7, 2012 in regards to the site and the presence of endangered species within the discharge location on Reems Creek. On September 11, 2012, Stephen Hall of the NHP provided documentation (Appendix F)stating that: "The Natural Heritage Program has no records of any rare species, significant natural communities, or priority natural areas at the project site nor within a mile of the project area. No endangered aquatic species have been recorded downstream from the proposed discharge point to the confluence of Reems Creek with the French Broad River." Therefore, it is not likely that the proposed discharge will adversely affect endangered or threatened species habitat near the site. 4.2 Reasonable Projections for Population and Flow The site is not part of an existing or proposed expansion of a municipal wastewater treatment plant and therefore the non-municipal flow projections were made in accordance with the anticipated future development as a residential property. The DWQ EAA Guidance Document dated June 23, 2005 requests non-municipal flow projections be made in accordance with 15A NCAC 2H .0219(1). However, since the publication of this guidance document,the above-referenced rule was repealed on September 1, 2006. Consequently, the projected flow was based on 15A NCAC 02T .0114, where the flow rate is 120 gallons per day for each bedroom. Ms.Asia Guyer plans to maintain a residential home with a maximum of four bedrooms; therefore,the 20-year projection for flow is 480 gallons per day. 4.3 Evaluation of Technologically Feasible Alternatives 4.3.1 Connection to Existing Wastewater Treatment Plant The nearest sewer system maintained by the Buncombe County Metropolitan Sewerage System (MSD)of Buncombe County is approximately 3.2 mires west near the intersection of Reems Creek Road and Union Chapel Road. The expense of constructing a sanitary sewer line to this location would be several times the cost of the property itself, and therefore is not a feasible option. Kevin Johnson of Buncombe County MSD was contacted on September 11, 2012 regarding future plans to expand the MSD system to the site. Mr.Johnson stated that at this time, MSD has no plans to construct or expand service near the site within the next 5 years. Because MSD is unlikely to construct a sewer system to the site within the next 5 years, it would not be advisable for Ms. Guyer to assume MSD will construct a sewer system to serve the site. Therefore, Ms. Guyer should consider alternative wastewater treatment options. 4.3.2 Land Application Alternatives P:\Guyer NPDES System\Info For Permit\Supinfo-Report Mb.Docx Supplemental Information for General Permit Application July23, 2013 Asia Guyer-1083 Reems Creek Road Page 6 Land application alternatives include on-site subsurface systems, drip irrigation, and spray irrigation. The size of a subsurface disposal field is determined by the anticipated design flow and the Long-Term Acceptance Rate(LTAR). The proposed residential home will have a maximum of four bedrooms, and the anticipated daily flow based on 15A NCAC 02T .0114, where the flow rate is 120 gallons per day for each bedroom, is 480 gallons per day. In 2007, S&EC performed a preliminary soil and site evaluation,signed and sealed by a licensed soil scientist,Steven M. Price, on the site (Appendix B). The following information was included in the report: • The site is located within the floodplain of Reems Creek. • The soils consist of sandy loam surface material over a sandy clay loam to clay loam subsoil. • The group III (LTAR) is 0.2 gallons per day per square foot(it was noted that the health department will determine the ultimate LTAR after its evaluation). • The site was unsuitable for surface systems such as spray or drip. Additionally, a letter from the Buncombe County Health Department dated February 24, 2004 (Appendix A) stated that the site is "UNSUITABLE for aground absorption sewage system." The site was deemed unsuitable by the County in the February 24, 2004 letter for the following reasons, citing Title 15A Subchapter 18A of NCAC: • Unsuitable soil wetness condition (Rule .1942) • Unsuitable soil depth (Rule .1943) • Insufficient space for septic system and repair area (Rule .1950) Soil wetness conditions less than 36 inches below the naturally occurring soil surface shall be considered UNSUITABLE for a ground absorption sewage system (i.e., traditional septic system) (15A NCAC 18A .1942). Furthermore, 24 inches of suitable soil is required for a modified septic tank system (15A NCAC 18A .1956). Therefore,the site is not suitable for either a ground absorption system or a modified septic tank system. Based on the above-mentioned information, the necessary area for a land application system and repair field is 4,800 square feet(480 gallons per day/0.2 gallons per day per square foot x 2). Because no area is suitable on the site,the only alternative for land application requires the purchase of adjacent land from neighboring property owners. According to the available Flood Insurance Rate Map(FIRM) effective date May 6, 1996 (Appendix G), it appears all neighboring land is also in the floodplain and likely unsuitable. According to Ms. Guyer,the property located to the west is often flooded and beaver activity has increased flooding of this area. Therefore,the property is likely unsuitable due to wetness conditions and was not investigated further. Reems Creek borders the property to the South of the site, and therefore property to the South was not investigated further. Reems Creek Road borders the property to the North, and it would not be economically feasible to pump below the roadway. Therefore, property to the north was not investigated further. A due diligence effort was made to contact the eastern property owners, Mr. and Mrs. Mendenhall,to ascertain their willingness to sell or lease land for this purpose. Ms. Guyer sent a letter to Mr.and Mrs. Mendenhall describing her intent to build a residential home on 1083 Reems Creek Drive,and inquiring whether or not they would be willing to lease or sell land,which could be used as a wastewater drainage field. The Mendenhalls did not respond, nor is their property anticipated to be any better suited for a land application wastewater system. Consequently, land application is not a viable option on-site or on adjacent property. 4.3.3 Wastewater Reuse P:\Guyer NPDES System\Info For Permit\Supinfo-Report Mb.Docx Supplemental Information for General Permit Application July 23, 2013 Asia Guyer-1083 Reems Creek Road Page 7 Wastewater reuse applications typically include golf course irrigation, crop irrigation, athletic field irrigation, toilet flushing, and industrial uses. According the EAA Guidance Document(DENR 2005), although the wastewater may undergo varying levels of treatment prior to land application,the wastewater must still meet the design requirements in 15A NCAC 2H.0219. The above rule has since been repealed on September 1, 2006. The site is located within a floodplain and prone to frequent flooding;furthermore,from the previous analysis of land application alternatives (Section 4.3.2),the site is unsuitable for land application. According to 15A NCAC 02U .0402, reclaimed water irrigation systems shall not exceed the recommended precipitation rate in the soils repdkt, and due to the unsuitability of the soil for land application, it is unlikely the soils would be conducive for irrigation purposes. Furthermore, if alterative reuse strategies were employed such as graywater used in toilet flushing,the wastewater would still require treatment prior to being discharged and land application is already considered unsuitable. Consequently, wastewater reuse is not a reasonable alternative. 4.3.4 Combination of the Above A letter from the Buncombe County Health Center dated February 24, 2004(Appendix A)stated that the site is "UNSUITABLE for aground absorption sewage system." It is not possible to operate aground absorption system during the dry season, due to soil unsuitability, and operate an NPDES discharge permit during the wet season when soils may not be as amenable to land application. Any combination involving ground absorption is a non-viable alternative. A wastewater reuse system will lead to an NPDES discharge permit since the discharge cannot be utilized in a ground absorption system. If connection to existing sewer were possible,this would be the preferred alternative. However, no connection is feasible at this time, and therefore, no combinations exist involving sewer connection. 4.4 Reliability The system will contain two electric pumps connected to a control panel. Treated effluent will pass through static disinfection contact chambers prior to discharge. In the event of a power failure,the control panel and pumps will not function. The system serves as a private system that will automatically shut-off at power failure and does not include elevated water storage tanks. The system is supplied by a well that would stop supplying water for further use in the event of a power outage. This was performed at your request to determine if there are any areas of soil that have potential for subsurface wastewater disposal. S&EC traversed the property and observed landforms(slope, drainage patterns, past use, etc.)as well as soil conditions(depth,texture, structure, seasonal wetness, restrictive horizons, etc.)through the use of hand auger borings. From these observations, an evaluation of the site, relative to subsurface disposal of wastewater, was developed. Soil areas were estimated in the field. The soil/site evaluation criteria used is that contained in 15 A NCAC 18A.1900"Laws and Rules for Sewage Treatment and Disposal Systems". FINDINGS The site is located within the floodplain of Reems Creek. The soils on this tract consisted of a sandy loam surface material over a sandy clay loam to clay loam subsoil. There was only one potentially usable soil boring which was 15 inches deep to prohibitive soil characteristics and would only be usable for a drip irrigation system. The remainder of 1 the soil borings were less than 12 inches to either rock or soil wetness conditions, and are unsuitable for subsurface septic systems. The borings were also unsuitable for surface systems such as spray or drip. However, with these systems fill could potentially be brought in to make the site potentially usable. Additional testing would be required to pursue this option. The accompanying map shows the approximate location of some of the soil borings made during the site visit and the depth of usable soil. The boring that is labeled 15 inches is at least 15 inches deep to prohibitive soil characteristics and is potentially usable for a subsurface drip irrigation system. However,there is not enough usable area. The area ultimately designated by the health department on the site plan for the septic system and repair must remain undisturbed (no mechanical clearing, ` excavation,heavy traffic or other significant site disturbing activities)until authorized by the health department. A lot with initially adequate useable soil area may be rendered unusable as a result of improper site planning and/or disturbance. A field layout of the proposed septic systems may be required as part of the individual lot development process. GENERAL WASTEWATER CONSIDERATIONS Once potentially useable areas are located through vertical borings, the next consideration is the horizontal extent of those areas. The size and configuration of the useable soil area dictate the utility of that area. The size of a subsurface disposal field is determined by: 1) the design flow from the source(120 gallons/bedroom/day in residences), and 2)the long term acceptance rate(LTAI2) of the soil(based on the hydraulic conductivity of the soil, a function of the soil's texture, mineralogy,structure, porosity, etc.). The configuration must be such that an efficient layout of disposal lines(on contour)is possible. An additional consideration is the required setbacks for the system from various elements such as wells(100'), streams and ponds(50') or more(depending on watershed regulations), property lines(10'),top of embankment(15% watershed buffers, etc. (see Attachment 1). The utility of a potential useable soil area for a subsurface system is most accurately determined by an on-ground layout of the proposed system. The total area needed for system and repair areas will depend upon the system type, the layout of that system and the total design flow(factors mentioned above). A typical area needed for a 480 gallon per day system is approximately 7,000 to 9,000 ft2(could be more depending on site features)for system and repair. These estimates reference Laws and Rules for Sewage Treatment and Disposal Systems for North Carolina and use a group III LIAR of 0.2 gpd/ft2 for a drip irrigation system. The health department will determine the ultimate LTAR after their lot evaluation. S&EC will be glad to assist in any system layout or sizing calculations,if requested. This report discusses the general location of potentially useable soils for on-site subsurface wastewater disposal and, of course, does not constitute or imply any approval or permit as needed by the client from the local heath department. No USGS discharge records are likewise known to exist for your point of interest; In the absence of site-specific discharge records sufficient for a low-flow analysis,estimates of low flow characteristics at ungaged locations are determined by assessing a range in the low-flow yields(expressed as flow per square mile drainage area,of cfsm)at nearby sites where such estimates have previously been determined. The low-flow files indicate the closest downstream location on Reems Creek where low-flow characteristics have previously been determined(in 1988)is at Secondary Road 2103 at Pleasant Grove(station id 0345175485,drainage area 21.6 sgmi). The 7Q10 was estimated using a low flow yield of about 0.12-cfsm,and the 30Q2 was estimated using a low-flow yield of about 0.20 cfsm,based on the flow characteristics determined at a USGS partial-record site on Reems Creek at Alexander(station id 03451890,drainage area 36.3 sgmi) For streams in Buncombe County,the most recently published low-flow information is a statewide report completed in the early 1990's. It is USGS Water-Supply Paper 2403,'Low-flow characteristics of streams in North Carolina"(Giese and Mason, 1993). An online version of the report is available through http:f/pubs usgs. cq v/wsp/2403freport.pdf. The report provides the tow-flow characteristics(based on data through 1988)via regional relations and at-site values for sites with y drainage basins between 1 and 400 sgmi and not considered or known to be affected by regulation and/or diversions. { Based on 8 nearby sites in vicinity of your point of interest where low-flow characteristics were published in the statewide report,the 7Q10 yields range from 0.055 to 0.26 cfsm(average approximately 0.15 cfsm). In a similar manner,the 30Q2 yields range from 0.18 to 0.48 cfsm(average approximately 0.30 cfsm). A drainage-area delineation for this stream location completed using the online NC StreamStats application (http:/twater.usgs.gov/osw/streamstats/north carolina.htm!)indicates the drainage area is approximately 9 sgmi.
