III. Certification Statement:
•
I Eric Evans certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any
capacity related sanitary sewer overflows or overburden any downstream pump station en route to the
receiving treatment plant under normal circumstances, given the implementation of the planned
improvements identified in the planning assessment where applicable. This analysis has been performed
in accordance with local established policies and procedures using the best available data. This
certification applies to those items listed above in Sections I and II plus all attached planning assessment
addendums for which I am the responsible party. Signature of this form certifies that the receiving
collection system or treatment works has adequate capacity to transport and treat the proposed new
wastewater.

A. DESCRIPTION OF PROJECT
Location of Project
The Town of Princeville is located geographically within the coastal plains region of North
Carolina within Edgecombe County. The Town is located approximately 0.5 miles southeast of
Tarboro and 7 miles northwest of the Town of Conetoe. The Town's sewer system is now owned
and maintained under Edgecombe County, in what is known as Water & Sewer District 6 (WSD
6).
The wastewater collection system consists of approximately 518 sewer connections, 68,000 LF of
gravity main, 8 pump stations, and 277 manholes.
Pump station upgrades and sewer main installation will take place within existing utility
easements and previously disturbed areas throughout the WSD 6.
Topography within the project area is generally flat, sloping between 0-7.7 %. Manmade drainage
features such as swales and roadside ditches collect and remove runoff.
B. TYPE OF DEVELOPMENT
Gravity Sewer
The proposed sanitary sewer project will consist of like -for -like replacement of 4,300 LF of 8-
inch gravity sewer main, 4,850 Lf of 12-inch gravity sewer main with 65 manhole replacements.
The proposed project also consist of rehabilitation of approximately 7,500 LF of 8-inch gravity
sewer main, 300 LF of 10-inch gravity sewer main, and 4,600 LF of 12-inch gravity sewer main.
There is no anticipated increase to flow at the time of construction as the sewer main will be
replaced like -for -like or rehabilitated with C1PP. Vertical and/or horizontal realignment is
occurring on three sections of gravity main within the project. The detailed scope of realignment
is shown below:
• Plan Sheet C.4.2 — Decrease in horizontal alignment on two segments (2 new manholes)
of pre -permitted gravity sewer lines
+ Plan Sheet C.5.8 — New alignment of 567 LF of 8-inch Gravity Sewer
Pump Station & Force Mains
There will be rehabilitation of seven (7) pump stations in this proposed project. These pump
station improvements will consist of upgrading components within the station, such as control
panel, pumps, and generators. Four of the pump stations will maintain the same pumping capacity
upon improvements. Three of the pump stations pumps will be updated to increase design
capacity to design standards. Carney, Lakeside and Greenwood pump stations will all be
increased from 40, 60 and 200 respectively to a capacity of 80 GPM for Carney and Lakeside and
a capacity of 225 For Greenwood for the purpose of achieving scour velocity within their
respective force mains.
Treatment
Wastewater collected from Edgecombe WSD 6 is conveyed through an existing gravity collection
network and is pumped to the Town of Tarboro WWTP through an 8-inch force main under the
Y Tar River. The current project will not include any improvements or direct impacts to the Town
of Tarboro treatment facility.
High Priority Lines
s
Like -for -like replacement involves keeping the same vertical alignment as the existing gravity
main. A select few of the gravity main segments are not within the minimum design standards of
the gravity sewer mains due to invert constraints of upstream and downstream manholes, deeming
them as high priority lines. High priority lines in this project are outlined below.
• Plan Sheet Page C.4.3 — 970 LF of 8-inch @ 0.31 %
• Plan Sheet Page CAA — 305 LF of 8-inch @ 0.31% and 0.27%
• Plan Sheet Page C.5.4 — 200 LF of 12-inch @ 0.16%
+ Plan Sheet Page C.5.5 — 400 LF of 12-inch @ 0.20%
• Plan Sheet Page C.5.6 — 1235 LF of 12-inch @ 0.13%, 0. l5%, and 0.19%
C. TIME SEQUENCE OF OPERATIONS
Construction is anticipated to begin in the fall of 2020. Permits are being secured now and once
the project is awarded, construction will be able to start. The contractor shall complete all
construction within the easements and rights -of -ways as shown on the plans. All utilities must be
checked and tested and any areas that can be seeded should be done as soon as possible.

Thanks Will,
After further review, we have the following questions:
1. Item V. was not completed. I assume that this project will first go into Edgecombe County's Collection System
(WQCS00356) first. Will it then go into Tarboro's Collection System (WQCS00045) before going to Tarboro's
WWTP? Correct as stated.
2. Item IX.6 is marked N/A for high priority lines. Does any of this project (including the entire 20,000+ that is
being replaced) have any high -priority lines, and if so, are they included in Edgecombe County's High Priority
Line list for biannual inspections? The project does not impact any of the five (5) listed HP lines in permit
WQCS00356. There are several existing mains that fall below the minimum slope and are not on the official list;
however, we will either be replacing like for like or have been able to design within upstream/downstream
constraints to achieve minimum slope.
3. Item IX.2, IX.3 and IX.4 are marked "N/A" or "No" for meeting wetland and Tar -Pam Buffer Rules and not
requiring a 401/404. Does the replacement of any of the entire 20,000+ feet of sewerline impact wetlands or
buffers, and/or need a 401/404 approval. We realize this sewer application only covers 570 feet of line that
being moved to a new ROW/Easement, but we'd still like to know if any of the entire project impacts
wetland/buffers and requires a 401. Correct, the replacements and relocations will occur in either the existing
alignment and within the existing right-of-way outside of any area that would require 401 or 404.
Thanks,
Jason

But will the owner/operator of the sewer be "Edgecombe County Water and Sewer"? Or is "Edgecombe County WSD6"
a separate entity that will own and operate the system? "Municipality" is checked, but I'm thinking "State/County"
should be checked (or maybe "other")
Do you know the existing permit where the lines will be decreased? If this decrease is over 10% of the total length of S"
in the permit, then the existing permit will need to be modified.

CAUTION:
Jason,
Thank you for your questions. I'm not sure of the permit referenced last week but Edgecombe County has
6 water and sewer districts. WSD6 (Water and Sewer District 6) was previously the Town of Princeville
water and sewer system that was absorbed by the County. Eric Evans is the County Manager while
Michael Matthews is the County's Public Utilities Director.
For the decrease in alignment, the current project within District 6 has two existing segments that will be
shortened in length under the proposed scope of work. The decrease stems from removing excess line
beyond existing services. A screen shot has been provided below, but the overall reduction in lines will be
approximately 25 LF and 75 LF respectively at the intersection of Neville Street and Otis Avenue.

Will & Eric,
We're just getting started reviewing the referenced sewer extension permit and have the following questions:
1. The application states that the applicant is "Edgecombe County WSD6". Is this different than "Edgecombe
County Water and Sewer"? We just issued a permit to "Edgecombe County Water and Sewer" last week, with
Michael Matthews as the Signature Authority. Please elaborate.
2. The narrative mentions a "Decrease in horizontal alignment on two segments (2 new manholes) of pre -permitted
gravity sewer lines". What permit is this? Is this a decrease in line length? How much? Please elaborate.
Thanks,
