Subject: Request for Modification to the Neuse Buffer Authorization for U-2719 — Improve
Existing I-440 Beltline, from south of SR 1313 (Walnut Street) to north of SR 1728
(Wade Avenue)

Dear Sir:
The North Carolina Department of Transportation (NCDOT) requests modification to the existing Riparian
Buffer Authorization for the widening and improving of I-440/US 1 from SR 1313 to SR 1728 (TIP
R-2719) in Wake County. This project is currently under construction.
This modification will result in no changes to the previously permitted wetland and stream
impacts. This modification results in an additional 2,619 square feet (sq ft) of riparian buffer
impacts in Zone 1 and 2,027 sq ft in Zone 2. The total project impacts for U-2719 include 1,499
If of permanent stream impacts, 6991f of temporary stream impacts, 0.04 ac of permanent
wetland impacts, no temporary wetland impacts, no hand clearing in wetlands, and 121,936 sq ft
of buffer impacts (80,491 sq ft in Zone 1 and 41,445 sq ft in Zone 2).
Please see the enclosed revised buffer drawings and updated impact summary sheets which
reflect the changes in impacts as well as the following updated tables and explanation.
Explanation of Buffer Impact Site Modification Being Requested
Site 4 (Sheet 12/12B): Site 4 allowable buffer impacts have changed as a result of the need for
an overhead utility relocation and access road adjacent to Jones Franklin Road. There is an
increase in the allowable buffer impacts in both zones due to the relocation of the overhead line

and need for a guy wire required for a turn in the line. The impacts have been minimized by
placing these in locations where the buffers are currently actively maintained by mowing. This
is an ongoing and continued use and will not be changed by the utility line. The increase in
allowable buffer impacts at Site 4 in Zone one is 2,609 sq ft and 2,027 sq ft in Zone 2. This
makes the total allowable impact in Zone 15,604 sq ft and Zone 2 is 4,248 sq ft for Site 4.

There is an increase in allowable impacts based on the additional impacts of the utility relocation at Site 4
on Plansheet 12/1213. The additional buffer impacts have been illustrated as allowable due to the fact that
the area of impact is currently maintained and there should be no change in existing and ongoing use of
the buffer.
Compensatory Mitigation
No compensatory mitigation is proposed because the change in buffer impact is considered allowable due
to the existing and continued use of the buffers. Table 1 below illustrates the current summary of impacts
requiring mitigation which has not changed since the original permit application.

No changes are proposed regarding compensatory mitigation for the project since the 404/401
Authorizations dated August 21, 2019 and August 26, 2019, respectively.
