Because the appropriate classification of the waters receiving the discharge from your outfall is WS-II, HQW, NSW, only those new projects that qualify for a general permit are allowed in this entire watershed. Please refer to 15A NCAC 02B .0214 for a complete discussion of this situation. Your submission included the analysis of a pump and haul alternative. We recommend that give this option more consideration. Also, you may wish to explore further the option for subsurface discharge. There may be a parcel of land nearby which would be cost-effective for the disposal of 1500 gallons per week of a wastewater with a negligible organic load. The health department denial letter may have been based more on sanitary septic requirements rather than on soil wetness conditions. Additionally, you may have underestimated the cost the direct discharge option in your economic alternatives analysis. Total manganese may be a problem, since as a zero -flow discharge you effluent must meet the WS standard of 200 ug/L. The laboratory results you provided showed manganese in excess of this amount. In addition, the annual permit fee is $860, not a one-time $250 fee. Please let me know if you would like to have your application returned. Otherwise, the Division plans to deny this application. You have the right to an adjudicatory hearing if you plan to contest a formal denial. Call me if you wish to discuss further. Gil Vinzani 919-807-6395 From: Mike Acquesta [mailto:macquesta(�)mesco.com] Sent: Thursday, July 26, 2012 5:22 AM To: Vinzani, Gil Subject: Orange-Alamance Water System NPDES Permit Gil, I understand that DWQ has denied the Orange Alamance Water System (OAWS) NPDES Permit Application for a treated well backwash water discharge off of High Rock Road in Alamance County because the proposed discharge stream is part of a WS-II water shed. As you are aware, the proposed discharge would be approximately 1500 gallons/week, would be discharged to the headwaters of an unnamed creek many, many, many miles upstream of the lake that is used as a drinking water source. The discharge water will be treated to remove TSS and chlorine and otherwise would contain absolutely no constituent that cannot be in drinking water. In fact, the discharge water will contain fewer natural contaminants than the ground water and would be more environmentally safe than if a farmer would drill the same well and use the water for crop irrigation — some of which would certainly find its way to surface waters of the area. Therefore, it is requested that the decision to not approve the discharge be reviewed again. Should additional water quality information be needed to help in your additional review, please let me know and I will get that to you. If the decision remains unchanged, please provide me with detailed information as to the appeal process. The purpose of the new well is to help eliminate and/or reduce TTHM and HAAS concentrations in the current drinking water in this section of the water system such that safe drinking water can be provided to the customers of OAWS. Lynch Store Road Well Engineering Alternatives Analysis (EAA) Introduction The site for the Lynch Store Road Well was chosen carefully after reviewing all locations and alternatives. The proposed well design on this site requires pressure filters for iron and manganese removal. Discharge from the filter backwash flow will be directed to an unnamed tributary of Upper Back Creek. This discharge location is in the Back Creek Watershed. The Back Creek Watershed lies in the Cape Fear River Basin. In evaluating this location we researched basinwide plans and restrictions, impaired water lists (303(d) List), stream classification restrictions, etc. We found no restrictions on this proposed well site discharge point. It does not appear on any USGS maps or lists and is assumed to be a zero flow stream. However, NPDES Permits for backwash water filter discharge have been issued in the past. Need for project The Orange-Alamance Water System (OAWS), In. is a private non-profit rural water system that serves approximately 9,000 people in Orange and Alamance County. The water system is quite extensive reaching out into toe very rural areas of the two counties. Orange-Alamance Water System produces its own water at a water plant on the Eno River. Additionally, the System purchase water from the Town of Haw River. Haw River gets its water from the City of Burlington. The area of the OAWS that will be served by the new well receives its water from Haw River. The water from Haw River is treated with chloramines. OAWS boosts the chlorine residual at the interconnection booster pump station with the addition of chloramines. Even with the use of chloramines, the water supplied in the vicinity of the new well has difficulty meeting the State regulated TTHM and HAA5 limits during certain times of the year. The well water, as tested during the drilling of the well, does not contain the precursors of TTHM and HAA5. It is the intent of OAWS to treat the well water to the level necessary (iron and manganese removal, disinfection) and pump it into the water distribution in the area of the well as a method of reducing TTHM and HAA5 concentrations in that part of the distribution system. By doing this, OAWS will remain in compliance with the State regulations for these cancer causing agents. Acquesta, PE Service This well is expected to serve as minimum of 33 residences with a total occupancy of 135 people. The well will be part of the Orange-Alamance Water System potable water distribution system that serves approximately 9,000 people. Service will be provided to the residents along Lynch Store Road and High Rock Road. Flow Projections The new water supply well has a capacity of 50 gpm. There will be 4 pressure filters at the well, each with a capacity of 12.5 gpm. Only one filter will be backwashed at a time using pumped well water at 37.5 gpm. Approximate backwash time is 15 minutes/filter. Filters 1, 2, 3 and 4 will be backwashed individually and consecutively for a total backwash time of 40 minutes for all 4 filters. The total backwash volume will be a maximum of 1,500 gallons (37.5 gpm x 10 minutes x 4 wells). It is expected that backwashing will occur no more than once a week. The proposed treatment system will consist of a gravity sand filter for TSS removal and a tablet dechlorination system. It will be installed after issuance of the NPDES Permit. The gravity sand filter will not be backwashed. When gravity filter sand is nearly fully loaded (based upon filter effluent TSS analyses), it will be removed and new sand installed. The gravity filter will remove TSS down to less than 30 mg/1 prior to discharge — 90+% removal. Filtration rate will be approximately 1 gpm/SF. Backwash water will be discharged to the gravity filter at 37.5 gpm. There will be sufficient holding capacity above the sand to contain the backwash volume of all 4 pressure filters — approximately 2,000 gal (270 CF) of backwash holding capacity. There will be 3 ft side wall height above sand surface to contain backwash water. The filter surface area will be approximately 150 SF (15'x10'). Total backwash holding capacity will be 300 CF (150 SF surface area x 2' water depth) with an additional 12" freeboard above maximum water level during backwash. Filtration time through the gravity filter will be approximately 10 minutes for a full 1500 gallon backwash volume. Alternative Evaluation In conducting this site investigation, there were several alternatives considered for the discharge of the backwash flow. 1. Do Nothing Doing nothing would not allow the well to be put into full operation. The TTI-IM and I-IAAS problem in the area of the well would persist. Therefore, the Do Nothing Alternative is not appropriate and will be considered further. 2. Connecting to an Existing Wastewater Treatment System Under this alternative the basckwash watwer sould be collected in a wet well and then pumped to the nearest sanitary sewer system manhole. There is no existing sanitary sewer system in the vicinity of the well. To make this alternative work, OAWS would need to build a wastewater pumping station and approximately 15,000 of 4" force main to convey the wastewater to the nearest Mfl. The cost of this would be: Pump Station $ 55,000 15,000 LF 4" Force Main 375,000 Contingency 43,000 Technical Services 64,500 Administration 5,000 Permits 5,000 Total Project Cost $547,500 The annual operational cost of this pump station would be approximately $3,000 for electricity, daily monitoring, dialer system phone line. Using the current EPA present worth interest rate of 4.875%, the 20-year present worth of the pump station and force main alternative would be $37,786 (PW of O&M) plus $547,500 (the original construction cost) equals $585,286. This does not include the treatment cost of the wastewater by the receiving wastewater system. This alternative is feasible, although costly. The cost of this alternative will be evaluated along side other feasible alternatives. 3. Pump and Haul Under this alternative, the backwash water would be collected in a holding tank and then picked up weekly by a local septage hauler and taken to the Durham WWTP for final discharge. A holding tank would be built so that the septage hauler could come at his convenience once a week to pick up the backwash water. The holding tank would consist of two (2) buried 2,000 gallon fiberglass tanks for a total of 4,000 gallons. Pricing received from local septage tank haulers indicates $500/haul/week. The hauler would be able to haul u full load each week in one trip. The construction cost of the two (2) buried tanks is estimated at $15,000. Using the current EPA present worth interest rate of 4.875%, the 20-year present worth of the pump ad haul alternative would be $75,572 (PW of O&M) plus $15,000 (the original construction cost) equals $90,572. This alternative is feasible. The cost of this alternative will be evaluated along side other feasible alternatives. 4. On -Site Subsurface Treatment: Under this alternative, the backwash water would be discharged to a solids removal gravity sand filer. The effluent from the sand filter would be dechlorinated and allowed to flow into a holding tank fitted with a pump. The pump would discharge the backwash water to a distribution box situated at a location on the well site property outside of the 100' protected radius around the well head. The distribution box would then allow the flow to move through the underground drainage field. Orange-Alamance Water System actively pursued this alternative with the Alamance County Health Department. The on -site system permit was prepared and submitted o the County Health Department. The Alamance County Health Department. The soils were evaluated and the Health Department denied the permit because of poor soil quality on the available land. See the Appendix for a copy of the permit denial letter. This alternative will not be considered further. 5. On -Site Land Application The land immediately adjacent to the well site is residential in nature. Other adjacent land is of similar soil quality as that tested for Alternative 4. Therefore, the utilization of an on -site land application treatment system is not considered feasible for the same reasons as Alternative 4 — unsuitable soil. Therefore, this alternative will not be considered further. 6. Surface Water Discharge Under this alternative, the backwash water will be treated in a gravity sand filter for removal of TSS. This treatment would be followed by tablet dechlorination. After this treatment, the backwash water would be discharged into an unnamed tributary of Upper Back Creek. This discharge location is in the Back Creek Watershed. The Back Creek Watershed lies in the Cape Fear River Basin. In evaluating this location the Cape Fear River basinwide plan and restrictions were reviewed. The impaired water 303(d) List was reviewed for stream classification and restrictions. This unnamed tributary is not included on any documentation for the Cape Fear River Basin. It is likely this stream is a zero -flow stream. During these reviews, no restrictions on this proposed well site discharge point were discovered. The USGS NC Water Science Center was contacted to determine a flow characteristic for this tributary. The result of that preliminary analysis is that the stream is a zero -discharge stream. A copy of the correspondence with the USGS Unit is attached in the appendices. Although the stream is characterized as a zero -flow stream, it has been permitable in the past for treated backwash water to still be discharged into the stream. The backwash water for similar systems must be treated to a 30 mg/1 TSS monthly average discharge limit and a daily maximum chlorine residual limit of 0.17ug/l. This can be achieved with the proposed treatment system. The construction cost of the gravity sand filter and tablet dechlorination system is estimated to be $20,000. Annual operation cost is estimated to be $50 for the dechlorination tablets. The cost to replace the filter sand is expected to be $750 every 5 years. The renewal fee for the NPDES permit will be $250 every 5 years. Discharge sample analyses are expected to cost approximately $2,000/year. Using the current EPA present worth interest rate of 4.875%, the 20-year present worth of the surface discharge water alternative would be $7,557 (PW of O&M) plus $20,000 (the original construction cost) equals $27,557. This alternative is feasible. The cost of this alternative will be evaluated along side other feasible alternatives. Re: Orange-Alamance Well Site & Proposed Discharge Point Mr. Acquesta, In response to your inquiry about the low -flow characteristics for an unnamed tributary to Back Creek upstream from Quaker Creek Reservoir in northeastern Alamance County, the following information is provided: A check of the low -flow files here at the USGS North Carolina Water Science Center (NC WSC) does not indicate any previous determination of low -flow estimates for your point of interest on the unnamed tributary identified in your email dated March 02, 2012. The USGS does not have any discharge records on the tributary. In the absence of discharge records sufficient for a low -flow analysis, estimates of low -flow discharges are determined by assessing a range of low - flow yields (expressed as flow per square mile drainage area, of cfsm) at nearby locations where low -flow discharges have been determined. Inspection of your point of interest on the topographical map indicates the point of discharge is at or very near the headwaters of the tributary, meaning that practically no drainage area exists upstream from the discharge point. Further, while the contours for the channel are visible on the map, there is no stream line indicated on the map for the channel. For streams in Alamance County, the most recently published low -flow information is a basinwide low -flow report for the Cape Fear River basin (Weaver and Pope, 2001; available online at http://nc.water.usgs.gov/reports/wri0l4094/). Please note the estimated discharges presented in the report are based on data ending in September 1998 and do not reflect the occurrence of recent droughts, which have resulted in decreased low -flow statistics at some USGS gaging stations. A preliminary assessment of available low -flow characteristics published in the report indicates that 7Q10 low -flow yields are commonly zero cfsm at 9 of 12 nearby USGS surface -water sites in vicinity of your point of interest. Because of (1) a site location having little to no drainage area and (2) very little to no potential for sustained base flow as indicated by estimated 7Q10 low -flow discharges at the nearby sites, it is very likely the estimated 7Q10 discharge for your point of interest is zero flow. Please understand this information is based on a preliminary assessment. Further analyses would be needed to confirm the initial assessments, and a fee of $250 per site is required for completion of a more in-depth assessment and formal determination of estimates.
