I. INTRODUCTION:

This 450 acre heavily wooded and ditched property was evaluated in order to
determine the extent of any previous site disturbances or business practices
that had a negative environmental impact on the site which might indicate
past or present waste-generation handling and/or storage activities. The
extent of this Level I Environmental Site Inspection involved the following
duties:
a) A general site reconnaissance of the property and visual inspection of
the periphery to observe any obvious ground surface disturbances or
unnatural soil and land features and to inspect the tract for
environmental problems resulting from negligent business practices;
b) Review available aerial photographs, topographic maps and any
relevant historical background data indicating previous land use;
c) Evaluation of various relevant hazardous waste lists, permit databases,
and property inventories from DWQ and the EPA, which might identify
a nearby known source of contaminant; and/or property in non-
compliance with current environmental regulations;
d) Perform a windshield survey of adjacent land uses and those on permit
data bases identifying potential waste generators or waste storage
facilities which might impact the property; to provide maps showing
proximity to subject property;
e) Perform a narrative description of the property describing its general
environmental status with various maps, photos, and supporting
documentation being attached; and

f) Summarize and conclude if further environmental study is needed and,
if so, what type of study would be involved for a thorough evaluation
to complete a "Due Diligence Review".
This preliminary "Level I" site inspection was limited to the above work duties
and did not test for radon, nor did it evaluate in detail adjacent land uses.
This report is based on limited observations made on the date noted and was
not historical knowledge of normal land use impacts to the environment and
can be used to determine the general environmental status of this property as
is often recommended by the Super Fund Amendment and Re-authorization
Act (SARA) and CERCLA rules.
PURPOSEIGOALS:
The primary purpose of this environmental screening exercise is to scope out
and evaluate this property to "due diligence" standards listed above and to
follow the NC DOT Screening Inspection Guidelines. Within this purpose, the
following goals were set for the Eagle Brunswick Tract:
a) To detail and summarize the existing natural conditions of the property;
b) To scope the property as to the potential of containing threatened and
endangered species and/or historic and archaeological resources;
c) To summarize the potential for containing hazardous materials or be
affected by regulated chemicals from adjacent properties;
d) To make sure there is no known underground storage tanks or other
contaminant which could affect the mitigation area or activity; and
e) Conclude whether there is enough environmental concern to warrant
further, more intensive study.
II SITE INFORMATION:
Site Location: This nearly rectangularly shaped property lies in N.E.
Brunswick County above Phoenix between the Hooper Hill residential
development and the large Dupont Industrial Complex. It encompasses what

is locally known as "Big Bay" and is bounded to the south by Dogwood Lane
(SR1428); to the east by the Dupont Railroad; to the west by SR1427; and to
the north by woodland tracts adjacent to the Cape Fear River.
Site Description: The exact property lines are illustrated on the attached
boundary survey which are also marked in the field with orange ribbons. It
contains about 450 acres of Carolina Bay type of landscapes with the
boundary following the inside of "Big Bay". This property was owned many
years by numerous land and timber companies (Canal Woods, Boise, Young
Properties). Most of its merchantable timber has been clear-cut and high
/ graded. At present the site consists of remnant wet pine flat and pocosin
habitat.
Numerous ditches totaling 14,450 I.f. with spoil roadways were installed
across the property during the 1970's as a means to drain the property to
improve its site index and access for woodland products. Since the pond
pine and loblolly pine was removed, a very thick understory has developed
with a mixture of titi, fetterbush, bay shrubs and the ever present catbrier
vines. The drainage network the last 20 years has caused some slight
changes in speciation encouraging fac neutral to upland species to volunteer
in previously cleared areas during logging operations. Since vegetation on
the site is so thick and dense, change over plants can't get a foothold due to
shading and acid conditions.
Soils: According to the attached 1973 SCS soils map, the Eagle Brunswick
Tract consists of predominately three hydric soil series. These are the Leon
(20%), Murville (62%), and Torbunta (12%) soil series. All consist of very
poorly drained sandy horizons in depressions and high plateau interstream
divides with an abundance of organic matter. They have hardpan layers
(spodic horizons) which restrict vertical movement of surficial rainwater. This
/ condition slows permeability rates and stacks rainwater so that it puddles and
ponds.
Topography: As you can visualize from the attached 1990 USGS 7 '/2 min.
Quad sheet, this property sits on a flat high plateau which averages nearly 40
ft above MSL. The perched rainwater flows into the ditches which eventually
discharges to the N.W. into "Bay Branch", a first order stream of the Cape
Fear River. In fact, a 1700 I.f. section of Bay Branch splits along 2 ditches and
reaches a high point of 24 ft. MSL adjacent to Hooper Hill.
Water Classifications: The man made ditches and collection canals are not
classified waters but Bay Branch is "SW" or freshwater swampwater. The

Eagle Brunswick tract, in a natural state, sits in between three watersheds
with the majority flowing towards Bay Branch to the north, while other the
other two being divided between Mulberry Branch to the east Indian Creek to
the south. Stormwater runoff at present totally flows towards Hooper Hill due
to drainage canal construction.
Threatened and Endangered Species: As can be seen in Appendix "A" there
was no plant or animal species on the federal list which was identified on the
Eagle Brunswick Tract. The two plant species of concern which had the
potential to be seen on the tract include Cooley's meadowrue (Thalictrum
1 Cooley) and Roughed-leaved Loosestrife (Lysimachia asperulaefolia). These
could have grown years ago on the dry Leon soils where intact wiregrass
ground cover and shrub-herb ecotones with sinks and shallow ponds might
have existed. This site is not suitable habitat for these species at present due
to prolonged fire exclusion and its heavy shrubby Pocosin/Pine tree
overstory. This thick overstory and dense understory condition probably
limits Red-Cockaded woodpecker (Picoides borealis) habitat as well. We did
not see any RCW foraging habitat or cavity sites on the Eagle Brunswick
Tract.
Historic and Archaeological Resources: According to ourfield observations
of the tract and review of historical photos and records, there wasn't any
obvious site disturbance or historical land use change of vegetative cover the
past 100 plus years. The review of SHPO records revealed a sand mound
discovery of both Indian artifacts and precolonial colonization in Kureb white
sandy soils just west of the boundary of the property south of Hooper Hill at
the end of SR1427. The mitigation activities proposed will not disturb this site
#BW67, nor its surroundings and there will be no more excavation activities.
The mitigation plan will put back all drainage ditch spoil back into all the
ditches thus restoring the landscapes back to their own natural condition. It
is anticipated that all heavy equipment work will be + 600'-800' east of this 20
ft. mound.
111 SITE ASSESSMENT:
Field Observations: This property was walked over and examined
extensively by the undersigned and LMG staff during the last few months
while performing wetland mitigation planning services. There are no
buildings on the property nor is there any evidence of man-made site
disturbances other than limited silvicultural activities and the extensive

drainage ditch network noted above. The tract does show evidence of Pond
Pine/Loblolly pine selective timber harvesting in the past but-no signs of clear
cutting, burning or site preparation for raised seed beds has been noticed.
The understory vegetation consists of the typical very dense Pocosin/Carolina
Bay type vegetation with Titi, Gordonia, Fetterbush, and Red & Sweet Bay
shrubs being the dominant cover types. There is one CP&L utility power line
overhead across the property. There is very little trash/refuse dumped along
the timber roads and/or ditches and the immediate adjacent tracts still are
nearly impenetrable Pocosin Pine forests. There are no dump sites no UST
1 or AST's on the property.
Map/Photo Search: According to the map and photo screening, the earliest
attainable map (attached) was the "1928 Bureau of Chemistry and Soils Map".
It illustrates that most of this section of Brunswick County was undeveloped
with a few home sites around Hooper Hill with the old dirt road connecting the
S.W. section of the property to Phoenix and Eastbrook. The 1956 photo
shows the site as undeveloped as well as the Dupont Site and then in the
attached 1970 photo, one can see the tract has the first entrance road and
center canal and a few lateral ditches with forestry road counterparts. The
tract must have been heavily logged at this time since there is evidence of
skidder trail scars on the landscape. This 1970 photo also shows the CP&L
power lines, the Dupont site, and railway. The attached 1998 color I.R. photo
shows the Eagle Brunswick tract as it exists today.
Environmental Literature Search: An extensive search of the available
environmental literature and data bases was performed using NPL lists,
CERCLIS, RCRA and FINDS lists by EPA, SPL and LUST, UST and
Landfill/Dump sites registered with DWQ's Hazardous Waste Branch. Based
on the "Vista" computer 1 mile radius search of the multiple computer
/ databases, there is only one out of 8 sites worthy of noting.
A) Dupont Ei De Nemours Co.: This industry is located across the
railroad to the east from the Eagle Brunswick property. It is the world's
largest producer of polyester used in everything from clothing to
resins. The company is the second largest employer in Brunswick
County and it runs an active, sophisticated environmental program.
Dupont is obviously a RCRA large quantity generation of regulated
hazardous waste products and it has numerous UST's. It is not on the
LUST (leaking UST) list and it does not have any outstanding
spill/cleanup problems.

The company is on the CORRACTS list from a previous RCRA Violation
and the State SCL (State Cleanup List) and will remain there even
though there is no further action required. The ERNS (Emergency
Response) list also remains active when there was a previous reported
spill of regulated material. The entire plant site lies approximately 20
ft. down gradient of the Eagle Brunswick Property and is 2200' at its
nearest location.
1 IV SUMMARY AND CONCLUSIONS:
As was noted above, the Eagle Brunswick property was nearly untouched for
the previous 100 years. There are no threatened or endangered species nor
any previous or planned land disturbances that would affect known historic
or archaeological resources on this property. Only since the mid 1970's has
there been site disturbances such as ditching and forest roadway
construction on spoil piles in order to improve access for silvicultural
activities. There are no buildings on the property and one large CP&L electric
high voltage line spans across the site diagonally to the Dupont Plant.
There is very little evidence of neighborhood dumping of household refuse on
the property. The comprehensive environmental literature search did not
identify any know generator, user, or storage facility handling regulated
hazardous materials on the 450 acre Eagle Brunswick property. The
computerized search by "VISTA" indicated there was no known underground
storage tanks, illegal dumping, burial or spillage of CERCLA regulated
chemicals on the site.
Only one property from the 1 mile radius search of adjacent properties was
worthy of noting and it is the adjacent Dupont Plant. As was explained in the
above "Literature Search" text, the large industry has had some
environmental infractions such as accidental spills and handling of RCRA
"cradle to grave" manifests. At the present time, Dupont has a full time
environmental staff who work closely with DENR to correct minor violations.
At the present time, there are no flagrant violations and no pending
enforcement actions. The industrial tract lies over 2000 ft to the N.E. of Eagle
Brunswick and 20 ft. down slope. Only the adjacent railroad lies at the same
grade and represents a potential hazard source if there were a major spill
occurrence. The pending wetland mitigation activities would fill in all the
ditches thus removing a potential pollution source and avenue to the Cape
Fear River.

Based on the current information, there is no apparent need for further
environmental study at this time.
