Existing classification is Residential, however due to the length of shoreline we are requesting reclassifying to Future Commercial/Residential to allow access to the off water lots. Additionally, we are requesting to be allowed to place a Minor Water Withdrawal facility (less than 1 MGD) for irrigation purposes. PROJECT LOCATION Take Exit 27 from Interstate 85 South. Go south 0.27 miles. Turn left onto NC- 273/Park Street/Beatty Drive and follow NC-273. Go 6.06 miles and turn right onto Armstrong Road/NC-273. Go 0.48 miles to Cyprus Road (to be renamed Alala Drive). Location of proposed facility is located on attached map. PROJECT DESCRIPTION The boating facility consists of 5 single boat slips, a boat launch ramp and a dock to allow boaters access to their boats after launch. It is to be located in the Cloister Pointe Subdivision, a private residential development having 37 lots. Of those lots, there will be 6 waterfront lots, 24 interior home lots, and 7 service lots which will be used for septic lots, a well lot, boat/RV storage and a clubhouse. Total acreage of the development is 31.50 acres. Only the 24 off-water lots could have homes which would be served by the boat launch. Access to Cloister Pointe is through a gated, pass code controlled, secured entrance. All streets will be private and there will be no public access through the development. The covenants of the development states the docks are to be used only by the residents of the community. Additionally, the covenants state the shoreline of the individual waterfront lots shall be utilized in the overall calculation of shoreline length. Total shoreline length is 1,099.37 feet and the boat launch lot is 16,803.24 SF, or 0.39 acres, with 128.68 feet of shoreline. The boat launch, docks and parking lot shall be conveyed to the Homeowners Association and the facility maintained by the association. The acreage of the dock, ramp and setback in the water is 10,751.54 SF (0.247 acres). There are to be no maintenance or refueling facilities associated with this development. Out of water storage is restricted to the boat storage lot. The docks will be constructed of high quality treated materials, with encapsulated Styrofoam used for floatation.
