11.5' x 27.5' floating dock and two (2) boatlifts).

9. PROJECT DESCRIPTION:
The project site is located at 9 Skimmer Road adjacent to Banks Channel and Middle Sound, on Figure
Eight Island, in Wilmington, New Hanover County. The lot, which is approximately 0.52 acres in size,
has approximately 105 feet of shoreline bordering Banks Channel. The lot averages 10-12 feet above
mean sea level and the shoreline is stabilized by a bulkhead. The lot is currently vacant and vegetation
consists primarily of wild flowers and beach grasses. There is a small patch of Salt Meadow Grass
(Spartina patens) located on the waterward side of the bulkhead that is approximately 3 feet by 5 feet.
The New Hanover County Land Use Plan classifies the waters, and adjacent high ground areas
surrounding Banks Channel as Conservation. The waters in the project area are classified as SA-ORW
by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by
the N.C. Division of Marine Fisheries, and they are open to the harvest of shellfish.
The applicant proposes to construct a private residential pier and docking facility on the subject property.
The proposed 6'x 64' pier will extend waterward from the bulkhead, approximately halfway between the
two waterward property lines. The pier will intercept a 10'x 12"'T-Head" (fixed seating area) which will
give way to the 11.5'x 27.5' floating dock via a 4' wide ramp. The proposed floating dock will be located
perpendicular to the pier. Two (2) boatlifts will be constructed adjacent to the floating dock, one on the
landward (eastern) side of the floating dock and one on the northern side of the floating dock. The entire
docking system will provide adequate dockage for up to three vessels. Water depths, taken at Mean Low
Water (MLW), vary from -1 feet near the terminal end of the pier to -6 feet at the waterward edge of the
floating dock. The overall square footage of the proposed platform and floating dock is within the
allowable limits of four (4) square foot per linear foot of shoreline and the overall length of the pier and
associated dockage is less than 1/4 width of the channel. No navigational interference is expected with
the respect to the proposed construction.
10. ANTICIPATED IMPACTS
The pier, platform and floating dock, as proposed, would incorporate approximately 820 sq. ft. of public
trust within Banks Channel.
