Mike Carson, Operator in Responsible Charge (ORC), was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility. This particular inspection evaluated nine (9) areas, and observations from each area are addressed below: 1 Permit The permit became effective June 1, 2011 and expires May 31, 2016. A copy of the current permit was available for review during the inspection. 2. Self -Monitoring Program A review of the monthly self -monitoring reports from January 2014 through March 2015 showed no limit violations. All monitoring appears to have been performed per the frequencies specified in the permit. 3. Laboratory Mr. Carson visits the plant weekly and tests the following field parameters: pH, dissolved oxygen, and temperature. Mr. Carson's field parameter certification number is 5195. Calibration records for Mr. Carson's meters are maintained with records and reports. According to records, you are performing the second temperature reading of the week. Meritech, Inc. analyzes all other parameters for the facility: BOD, Total Suspended Solids, Ammonia, Fecal Coliform, Total Nitrogen, and Total Phosphorus. 4. Flow Measurement The permit requires weekly instantaneous flow measurement. Sludge Handling Disposal Pee-Wee's Septic Tank Service removes sludge from the septic tanks approximately every 6 months. Records of this service were available for review during the inspection. The last pump -outs occurred in October 2014 and June 2015. 6. Operations and Maintenance No problems were noted with respect to operation and maintenance at the facility. A resident in the mobile home park blows leaves, pulls weeds, and rakes the sand bed once per week. A portable generator is available to operate all three pumps at the plant in case of power failure. Back -Up ORC is Richard Ray, Grade I. 7. Facility Site Review The treatment system is a recirculating surface sand filter. Following initial treatment, half of effluent goes back to head of the plant, while the other half is sent to the UV system then to discharge. The UV system appears to be working properly. Chlorine tablets are maintained on site in the event that the UV system fails. 8. Records/Reports The Discharge Monitoring Reports (DMRs) and lab data are maintained according to the permit. DMRs include all permit parameters. Copies of the monitoring reports and corresponding lab data were available for review during the inspection. 9. Effluent/Receiving Waters The effluent pipe is located at the bottom of the hill below the sand filter system. The receiving stream is Travis Creek in the Cape Fear River Basin. The effluent appeared clear with no traceable solids. Please refer to the attached report for specific details from the inspection. Mike Carson, Operator in Responsible Charge (ORC), was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility. This particular inspection evaluated nine (9) areas, and observations from each area are addressed below: 1. Permit The permit became effective June 1, 2011 and expires May 31, 2016. A copy of the current permit was available for review during the inspection. 2. Self -Monitoring Program A review of the monthly self -monitoring reports from November 2012 through November 2013 showed no limit violations. All monitoring appears to have been performed per the frequencies specified in the permit; however, flow was inadvertently left off the monitoring report once in August and once in October. 3. Laboratory Mr. Carson visits the plant weekly and samples for the following field parameters: pH, dissolved oxygen, and temperature. Mr. Carson's field parameter certification number is 5195. Calibration records for Mr. Carson's meters are maintained with records and reports. You perform the second temperature reading of the week. Mike Carson, Operator in Responsible Charge (ORC), was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility. This particular inspection evaluated nine (9) areas, and observations from each area are addressed below: 1. Permit The new permit became effective June 1, 2011 and expires May 31, 2016. This new permit does not include any significant changes from the previous permit. 2. Self -Monitoring Program A review of the monthly self -monitoring reports from November 2010 through October 2011 showed no limit violations. All monitoring was performed per the frequencies specified in the permit except that Flow was missing from the Discharge Monitoring Report on the week of February 25 through March 6, 2011. 3. Laboratory Mr. Carson visits the plant once per week and performs the following field parameters: pH, dissolved oxygen, and temperature. Mr. Carson's field parameter certification number is 5195. The dissolved oxygen and pH meters are routinely calibrated, and the calibration records are maintained with the facility files. Temperature is recorded with the dissolved oxygen meter, and proof of annual verification was provided during the inspection. The thermometer was last verified on June 22, 2011. Tritest, Inc. analyzes all other parameters for the facility: BOD, Total Suspended Solids, Ammonia, Fecal Coliform, Total Nitrogen, and Total Phosphorus. Mr. Shields visits the plant on a weekly basis to perform the second temperature reading of the week. 4. Flow Measurement The permit requires weekly instantaneous flow measurement. Effluent flow is estimated using the meter on the mobile home park's well (incoming water). Sludge Handling Disposal Pee-Wee's Septic Tank Service provides sludge disposal for the facility. The facility's septic tanks are emptied approximately every 6 months. Records of this service (copies of invoices) were available for review during the inspection. The last pump -out occurred on August 11, 2011 when 6,000 gallons were removed. 6. Operations and Maintenance No problems were noted with respect to operation and maintenance at the facility. A resident in the mobile home park blows leaves, pulls weeds, and rakes the sand bed twice per week. A portable generator is available to operate all three pumps for the plant in case of power failure. 7. Facility Site Review The treatment system is a recirculating surface sand filter. Following initial treatment, half of effluent goes back to headworks of the plant, while the other half is sent to the chlorinator, then to discharge. The UV system appears to be working properly. Chlorine tablets are maintained on site in case the UV system fails for some reason. Since the operator is not adding chlorine to the system, Total Residual Chlorine is not being sampled. 8. Records/Reports The Discharge Monitoring Reports (DMRs) and lab data are maintained according to the permit. DMRs include all permit parameters. Copies of the monitoring reports and corresponding lab data were available for review during the inspection. 9. Effluent/Receiving Waters The effluent pipe is located at the bottom of the hill below the sand filter system. The receiving stream is Travis Creek in the Cape Fear River Basin. The effluent appeared clear with no traceable solids. The facility was found to be in compliance with NPDES Permit No. NC0055271. Mike Carson, Operator in Responsible Charge (ORC), was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility. This particular inspection evaluated nine (9) areas, and observations from each area are addressed below: 1. Permit The new permit became effective June 1, 2006 and expires May 31, 2011. If you haven't already, you should be receiving information regarding permit renewal soon. 2. Self -Monitoring Program A review of the self -monitoring data submitted for the period August 2009 through July 2010 showed that all parameters were sampled and analyzed per the requirements of the permit. In regards to compliance with effluent limits, there was one violation of the monthly Ammonia limit in January 2010 and one violation of the daily minimum requirement for Dissolved Oxygen in June 2010. These violations were addressed in a previous correspondence from this office. 3. Laboratory Operators perform the following field parameters at the plant: pH, dissolved oxygen, and temperature. The dissolved oxygen and pH meters are routinely calibrated, and the calibration records are maintained with the facility files. Temperature is recorded with the dissolved oxygen meter, and proof of annual verification was provided during the inspection. The thermometer was last verified on June 25, 2010. Mr. Carson's field parameter certification number is 5195. Tritest, Inc. analyzes all other parameters for the facility. 4. Flow Measurement The permit requires weekly instantaneous flow measurement. Effluent flow is estimated using the meter on the mobile home park's well (incoming water). 5. The facility's septic months. Records of this service (copies of invoices) NorthCarolina Naturally were available for review during the inspection. The last pump -outs occurred on March 10, 2010 and October 14, 2010. 6. Operations and Maintenance No major problems were noted with respect to operation and maintenance at the facility. Mike Lindley, a resident in the mobile home park, has been hired to rake the sand beds on a weekly basis. A portable generator is available to operator all three pumps for the plant in cases of power failure. 7. Facility Site Review The treatment system is a recirculating surface sand filter. Following initial treatment, half of effluent goes back to headworks of the plant, while the other half is sent to the chlorinator, then to discharge. The UV system, which was installed in May 2008, appears to be working properly. Chlorine tablets are maintained on site in case the UV system was to fail. Since the operator is not adding chlorine to the system, Total Residual Chlorine is not being sampled. 8. Records/Reports The Discharge Monitoring Reports (DMRs) and lab data are maintained according to the permit. DMRs include all permit parameters. Copies of the monitoring reports and corresponding lab data were available for review during the inspection. 9. Effluent/Receiving Waters The effluent pipe is located at the bottom of the hill below the sand filter system. The receiving stream is Travis Creek in the Cape Fear River Basin. The effluent appeared clear with no traceable solids. The facility was found to be in compliance with NPDES Permit No. NC0055271. On the sample of on 2-7-10 we had 9.0 mg/I where the limit is 4 mg/I. I'm not real sure what happened, due to the month of Dec 09 our average of Ammonia was <.02 mg/I on both sampling events and with a yearly average of .155 mg/I. On Jan 20th, 2010 sampling event Ammonia was 2.14 mg/l and the first sampling on Feb 3, 2010 the Ammonia was even lower at 1.37 mg/I. I feel something Toxic came into the plant. I know a few of the mobile homes are now rented and maybe someone was using a strong cleaner. I have asked Mrs. Shields to put out a Memo about what you can and cannot flush out into the system. Sullins, Director Division of Water Quality Jenny Graznak of this office performed a Compliance Evaluation Inspection at the Shields Mobile Home Park WWTP in Alamance County on December 3, 2008. Mike Carson, Operator in Responsible Charge (ORC), was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility. This particular inspection evaluated nine (9) areas, and observations from each area are addressed below: 1. Permit The new permit became effective June 1, 2006 and expires May 31, 2011. 2. Self -Monitoring Program A review of the monthly self -monitoring reports from October 2007 through September 2008 showed 8 violations of the new Total Residual Chlorine (TRC) limit in April 2008. The compliance deadline for the new TRC limit was March 31, 2008. The UV system was not installed until May 16, 2008. A civil penalty was assessed for these violations. All monitoring is performed per the frequencies specified in the permit. 3. Laboratory Operators perform the following field parameters at the plant: pH, dissolved oxygen, and temperature. The dissolved oxygen and pH meters are routinely calibrated, and the dates of calibration are placed on the meters. Temperature is recorded with the dissolved oxygen meter, and proof of annual verification was provided during the inspection. Mr. Carson's field parameter certification number is 5195. Tritest, Inc. analyzes all other parameters for the facility. 4. Flow Measurement The permit requires weekly instantaneous flow measurement. Effluent flow is estimated using the meter on the facility's well (incoming water). 5. Sludge Handling Disposal Pee-Wee's Septic Tank Service provides sludge disposal for the facility. The facility's septic tanks are emptied approximately every 6 months. Records of this service (copies of invoices) were available for review during the inspection. The last pump -out of 4000 gallons occurred in June 19, 2008. Following initial treatment, half of effluent goes back to headworks of the plant, while the other half is sent to the chlorinator, then to discharge. The Wastewater Discharge rule establishes the maximum loads of nitrogen and phosphorus that can be released from wastewater treatment facilities into the Jordan Lake watershed. The rule provides that these wasteload allocations are to be divided among the existing facilities in proportion to (with specific exceptions) their 2001 permitted flows. It also provides that facilities permitted to discharge 100,000 gpd or more are to receive nitrogen and phosphorus limits equivalent to their individual allocations. Sullins, Director Division of Water Quality Subject: Compliance Evaluation Inspection — NPDES General Permit No. NCO055271 Shields Mobile Home Park WWTP, Alamance County Dear Mr. Shields: Jenny Freeman of this office performed a Compliance Evaluation Inspection at the Shields Mobile Home Park WWTP in Alamance County on November 28, 2007. Mike Carson, Operator in Responsible Charge (ORC), was present for the inspection. This type of inspection consists of two basic parts: an in -office review of facility files and self -monitoring data and an on -site inspection of the facility. This particular inspection evaluated nine (9) areas, and observations from each area are addressed below: 1. Permit The new permit became effective June 1, 2006 and expires May 31, 2011. A permit modification was issued on November 5, 2007 to extend the Total Residual Chlorine compliance deadline from December 1, 2007 to March 21, 2008. It is our understanding that this extension was requested to enable the installation of a UV disinfection system. 2. Self -Monitoring Proqram A review of the monthly self -monitoring reports from October 2006 through September 2007 showed no limit violations. All monitoring is performed per the frequencies specified in the permit. 3. Laboratory Operators perform the following field parameters at the plant: pH, TRC, dissolved oxygen, and temperature. The dissolved oxygen and pH meters are routinely calibrated, and the dates of calibration are placed on the meters. Temperature is recorded with the dissolved oxygen meter, and proof of annual verification was provided during the inspection. The last calibration was performed on August 7, 2007. Mr. Carson's field parameter certification number is 5195. Tritest, Inc. analyzes all other parameters for the facility. 4. Flow Measurement The permit requires weekly instantaneous flow measurement. Effluent flow is estimated using the meter on the facility's well (incoming water). 5. Sludge Handling Disposal Pee-Wee's Septic Tank Service provides sludge disposal for the facility. The facility's septic tanks are emptied approximately every 6 months. Records of this service (copies of invoices) were available for review during the inspection. The last pump -out of 6500 gallons occurred in August 2007. Operations and Maintenance According to the operator, mobile home park staff performs regular maintenance of the sand beds. There was a significant amount of vegetative growth on the beds at the time of the inspection. Regular raking will inhibit the growth of algae and other small plants. 7. Facility Site Review The treatment system is a recirculating surface sand filter. Following initial treatment, half of effluent goes back to headworks of the plant, while the other half is sent to the chlorinator, then to discharge. 8. Records/Reports The Discharge Monitoring Reports (DMRs) and lab data are maintained according to the permit. DMRs include all permit parameters. Copies of the monitoring reports and corresponding lab data were available for review during the inspection. 9. Effluent/Receiving Waters The effluent pipe is located at the bottom of the hill below the sand filter system. The receiving stream is Travis Creek in the Cape Fear River Basin. We only rent lot spaces, have 14 and only 10 are rented. Our first reaction was to close the park. After serious thought and cond•sideration for our tenants, we could not justify that decision. We know our tenants could not afford to re -locate, move their mobile home without creating financial problems for them. My husband and I both retired and in our early 70's. I have had to go back to a part-time job to help with my husbands' medical expenses. He has Mascular Degenerative Diseasein both eyes, being treated at Duke Eye Center trying to save sight in his left eye, since he has lost the sight in his right eye. At that time I met with the owner (Shields) and informed them of the changes and new requirements. At that time I started looking for field equipment that would read low enough to meet the new permit I started to research Thomas, Fisher, Hach and others. At that time everyone was working to come up with something that would work. The only equipment they had was a bench top for a Lab and being a field lab we would have no place for this equipment and the cost was $3000.00 to $5000.00. At that cost there was no way Shields M-H-P could afford this. I was being told from the equipment supplier that the new field unit was on its way and hope to have it ready for sale soon. So we waited and it took longer than they thought once it came out it this was very costly for the Shields as well. Mr. & Mrs. Shields are retired. The Mobile Home Park is a grade 1 plant with a sand filter. The park has 14 units in it and only 10 occupied with an average flow of .002 MGD. The cost of operation of the park is always on the line or going into the red when any added cost has a large impact on the Shields. . I met with the Shields and informed them of the cost of the equipment for TRC and other choices we had. We needed to decide on whether to go with UV or the equipment needed to meet the TRC. UV was the cheapest way to go, so after researching this, found UV would be the best way to go. I met again with Mr. & Mrs. Shields, got their ok for the UV and I called the state to get a request to construct and what was needed to do this. The AC required a stamp from an Engineer. I contacted many Engineer firms trying to find one who was within our price range. There were firms who would not give me a price due to the size of the project, I contacted, Black & Veatch, AWCK, Hayward. I called friends I know who are engineers, but because of their firms they could not help. I had prices from $9000.00 to $15000.00, which was totally out of range for the Shields. It took many phones call but I found Russell Underwood who is a PE, would help us on this matter. By the time I found the engineer, and ordered the equipment, I knew we were going to be out of time to meet the new permit so I requested a permit Modification in Nov 07 for extending the permit to be able to meet the start of new permit. I was given 120 days on the permit, which said we would have to have the UV in place and running by March 31 2008. Now we have the Engineer permit modification I submitted the AC on 1/13/08, which gave us 4 months to get the system in and in operation. On February 28, 2008 received a letter from DWQ Grant and Loans section stating they are reviewing the AC. From there it was back and forth with them on many questions and requests they had for our Engineers. We would complete their request and they would come back with more. April 28, 2008 received the letter giving us the ok to construct. I called our DWQ inspection and informed her we had the AC, and the UV system would be installed within the next 2 week, on May 16, 2008 the UV system was in operation. We could not start the installation until we had the AC, which was not completed, in the DWQ office until April 28, 2008. We request a remission of this violation due to: 1: In the last 8 years the Shields have not had any civil penalties. 2: We feel we did all we could do and were at the mercy of the state to meet the time line. 3: Within 2 weeks of the completed AC, the system was in operation. 4: Finding an Engineer that could work within our price range. Finding an engineer that could take on such a small job. 5:1, James Carson stayed in touch with DWQ office (Jenny Graznak) and the office of G&L responding to all requests into helping the project on the way and until it was completed. 6: Mr. Shields has been in bad health with high medical cost and at times had to postpone meeting with him due to his health. (In hospital or surgeries) To a large city a civil penalty of $450.00 is just a drop in the hat but to a small Mobile Home Park like the Shields could have a huge impact on their operation cost. So in summary having to wait to find equipment that had to be designed for the field to read TRC, having to find an Engineer Firm who we could afford or even talk to us due to small project, waiting for the Grants and Loans section with DWQ to complete the AC. Sanford, NC April, 2008 Shields Mobile Home Park — UV Disinfection System Installation TECHNICAL SPECIFICATIONS General All state regulations and requirements of the Division of Water Quality (DWQ) apply to all contractors and subcontractors. The project is to install a UV disinfection system in line with plant finished water outflow to accommodate state maximum de -chlorination concentrations for treated waste water discharge. This system should take the place of the existing chlorination and de -chlorination contact basins. These contact basins, however, are to remain in service by way of a bypass valve in the event of a UV disinfection system failure. UV Disinfection System A. General The UV disinfection system shall be of the in -line chamber type and shall consist of a UV lamp installed inside of a quartz sleeve to maintain optimum disinfection. The UV lamps and quartz sleeves shall be removable for periodic cleaning and replacement. The UV The unit shall be factory pressure tested to a minimum of 100 psig. The unit shall be appropriately sized to accommodate peak plant flows. The unit shall be able to be mounted in the vertical or horizontal position. B. Spare Module In accordance with the Division of Water Quality's UV Disinfection Systems Reliability Guidelines, A spare UV lamp must be kept on -site at all times to minimize downtime in the event of a UV lamp failure. This spare lamp shall be kept in a designated location known by the owner and plant ORC. Pining Influent and effluent piping shall be of PVC schedule 40, or equal, in a gravity flow situation and of sch. 80 PVC, or equal, in a pressurized outflow system. Piping shall be appropriately sized to accommodate peak plant flows. A bypass isolation valve shall be installed along with associated piping to keep the existing chlorination and de - chlorination basins operational in the event of a UV disinfection system failure. Piping will not be painted. Electrical A. General It shall be confirmed before construction that the additional power requirements for operation of the UV system can be met by the existing power supply at the WWTP. All electrical wiring, conduit, and terminations shall be in conformance with the latest edition of the NEC 2005 North Carolina Electrical Code or latest adopted update and all local codes and ordinances. B. Electrical Service The UV disinfection shall require a 110 / 220 VAC power supply. C. Controls The UV disinfection unit shall have a control panel with appropriately sized fuses and / or circuit breakers and off and on switches to operate the unit or connected into a GFCI outlet for constant operation. A UV output monitoring system shall be provided with the UV disinfection system. This monitoring system shall be factory calibrated with a UV output dosage meter, graduated in percentages or micro -watts. Shields Mobile Home Park- UV Disinfection System Installation The UV disinfection system shall be capable of alerting the owner and/or ORC of any potential failure of the unit These alarms shall include a visual, audible, and in the case that plant location prevents audible and visual alarms from being effective, an auto -dialer capable of contacting the owner and ORC. Warranty (at end of this manual) 1. Your Disinfection Unit— Pre -Installation Your Ultraviolet (UV) water disinfection system has been tested at Enchlor's manufacturing facility. The unit has been hydrostatically pressure -tested to 100 psi. In some cases, a small amount of water may remain in the vessel. In order to insure that the unit works at optimum performance, please follow the instructions outlined in this manual. 1.1. Warning UV light is harmful to your eyes and skin. Do not look directly into the light. Always unplug (disconnect power) your unit before installing or removing a lamp. Your unit may have a green LED light that indicates that the lamp is operating (in some products like the SBH Series, an audible alarm will sound in the event of lamp failure). If the LED goes out, contact your dealer for service. If your unit has an audible alarm and it goes off, contact your dealer. Since the unit is run by electricity, please remember to disconnect all power before servicing the equipment. Failure to do so may result in serious injury or death. When handling lamps and quartz, use gloves to prevent them from becoming dirty. If they do, wipe them with alcohol. 1.2. Your Water Supply Enchlor recommends that trained professionals test and maintain your water supply. In addition to testing the water to see if UV is appropriate, we recommend pre -filtering systems (softeners, carbon or reverse osmosis) to help remove tastes, odors, minerals and cysts. 1.3. UV Effectiveness Your disinfection unit needs to be maintained. Change your lamp on a yearly basis and insure that the quartz sleeve is cleaned on a regular basis. Failure to do periodic maintenance will impact your units effectiveness. 1.4. Flow Rate Your unit has been designed to accommodate a certain flow rate. In order to work effectively, you may need to install a flow control device. This device attaches to the inlet and controls the water that enters the system. Note: your system may have come with a flow controller. Failure to use a flow control (available at most plumbing supply stores) may reduce the effectiveness of your disinfection unit. 1.5. Types of Units There are two basic types of units: Close -ended units: where the quartz sleeve looks like a test tube and rests inside the unit. Open-ended units: where the quartz sleeve extends through both sides of the unit. Follow the instructions for your type of unit. 1.6. Inspection Insure that lamps and quartz have not been broken. We recommend that you use gloves when handling lamps and quartz sleeves to prevent them from becoming dirty. Dirt and skin oils will impact the UV output. A warranty card has been included. Please fill out the warranty and send back to manufacturer or dealer. This warrantees the chamber for 5-years and electrical components for 1-year. 1.7. Electrical Requirements The electronics have been designed to work with standard power supplies. Since the unit is susceptible to power fluctuations, we recommend that the system be kept off any lines where there are surges. This includes pumps or motors. If there are fluctuations, please use a surge suppressor. Systems will come with plugs, which require no "hard wiring". Please look at the outside of the electrical "box" for Voltage, Cycle and AMP draw. 1.8. Location of Unit UV disinfection works best when it is installed closest to point of use. When installing, remember that you will need to be able to remove lamps and quartz as part of a maintenance schedule. Allow yourself enough room to accomplish these tasks. Unit can be mounted vertically or horizontally. Inlet and outlet can face up or down. 2. Your Disinfection Unit— Installation If you are attempting to install the unit by yourself and you have questions, please call your water quality or plumbing professional. Improper installation can cause potential water damage to your property and can also reduce the effectiveness of the UV disinfection system. 2.1. Recommended Supplies Before getting started, you will need the following: • Screws to bolt the unit into place • Teflon tape to insure quality sealing • Shutoff values for both the inlet and outlet • Unions before and after the unit • Flow control (from dealer or plumbing supply house) Note: many units come with this as a standard accessory. It looks like a brass disk with a rubber insert. This will be press fit into the inlet and outlet. 2.2. Plumbing Your unit may be installed under the sink or where the water enters the building. In either case, we recommend that shutoff valves be installed before the inlet and after the outlet. This allows for easier yearly servicing and allows you to shut off the water supply if you have a problem with the unit. A damaged quartz sleeve can cause a potential leaking problem. An unchecked leak can lead to severe flooding. 2.3. Quartz for Close -ended Units 2.4. A sealed unit has one opening for the lamp and quartz to go into. The quartz has a dome on one end like a test tube. Once the unit has been secured and the piping connections have been made, it is time to install the quartz sleeve. The unit will have come with a compression nut that is in place and holds an O-ring. Remove the nut and the O-ring. Note that the nut for some units have two pieces — the actual nut and a cap that goes over the nut and holds the lamp in place. Insert the dome end of the quartz into the unit. Guide the quartz through the unit until it rests at the end in a spring. Once in the spring, you can screw in the compression nut (make sure that the O-ring is properly positioned in the nut). Create a tight seal, but not too tight as you may crack the quartz sleeve. Now that it is in place, you can test the unit to see if it is watertight. Slowly pressurize the unit by allowing water to run through the unit for five minutes. As this is happening, check to see if the seal is dry. If it is not, you will need to redo the seal. If it is dry, you are prepared to install the lamp. 2.4.1. Installing the Lamp Carefully slide the lamp into the quartz (dropping the lamp can break the quartz). Once it is in place, connect the lamp to the socket. When you have done that, tighten the cap to the nut and then plug in the unit. 2.5. Quartz for Open-ended Units An open system has openings on each end of the unit. The quartz will also have openings on both ends. H The unit will have come with compression nuts that are in place and hold O-rings. Remove the nut and the O-ring. Note that the nut for some units have two pieces — the actual nut and a cap that goes over the nut and holds the lamp in place. Insert the quartz into the unit. Use your fingers on both sides to guide it into place. Move the quartz so it comes out of the unit at equal lengths on both sides. Making sure that the O-ring is sitting properly in the compression nut, loosely hand tighten each nut into place. Before tightening, re -check to insure that the quartz is extending equally out of each side. You can do this by inserting your fingers on both sides and judging the appropriate distance. Once done, tighten until you have a secure fit. Create a tight seal, but not too tight as you may crack the quartz sleeve. Now that it is in place, you can test the unit to see if it is watertight. Slowly pressurize the unit by allowing water to run through the unit for five minutes. As this is happening, check to see if the seal is dry. If it is not, you will need to redo the seal. Quartz Installation Instructions for the EJTD-7 System Note: The inlet is at the bottom and outlet is at the top side: OUTLET I! INLET To install the quartz, take an O-ring and put it on - over the open end of the quartz (about 1 /2 —1 inch). Start with the side where the lamp connects. Now, insert the domed end of the quartz into the unit. You will need to guide the quartz straight through until it rests in the bottom of the unit. At this point, the O-ring will be seated in the machined head. You may need to push the O-ring in or out (small amount). Once adjusted, place the stainless steel washer over the oring and screw -in the compression nut and test as per the instructions above. 3. Maintenance As noted in this manual, your lamp needs to be replaced on a yearly basis the quartz cleaned on a more frequent basis. The quartz may have "build up" on it. If it does, clean it with soap and water. If the quartz is stained, use a product like CLR or LimeAway (both available at the grocery store). When you remove the quartz, please follow the same instructions as above. Track you maintenance record on the front page of this manual. 4. Operation Status and Alarms - Basic The unit will have come with an audible and or visual lamp status alarm.. In the event of a lamp out, the audible alarm will sound. If the unit has a visual alarm (Green light aka LED indicates lamp is on), the LED will go off when the lamp goes off. If this is the case, have your water professional check to see if the lamp needs to be replaced. When alarming, the water may not be safe to drink. If the lamp is working, suspect that the alarm board has been damaged and is in need of repair. 5. Recommendations • Use a licensed plumber or qualified water professional to do the installation. • Check the unit on a regular basis to see if the lamp is on (the green LED indicator will tell you if the lamp is working). • When first installing the unit, you will need to make insure that all plumbing after the unit has been sanitized. This will make sure that all microorganisms have been destroyed. Plumbers often fill the UV chamber with disinfectant and flush out the pipes. They do this by opening all spigots and allowing the disinfectant to run its course through the pipes. Professionals should do this because many disinfectants can be harmful or fatal if swallowed. • Install carbon filters, softeners and reverse osmosis systems BEFORE the UV system. These types of filters can breed microorganisms. • Use a flow control device that is rated for your unit's GPM flow rate. 6. Options Your system may have come with optional equipment. If it did, instructions for these options are attached. 6.1. Quartz Cleaning System Your system may have come with an optional manual quartz cleaning system. This device will allow you to clean the quartz sleeve without having to disassemble the disinfection chamber. I WARNING ! The plunger may be forced out when water pressure builds up. When installing the unit, make sure that you stand clear of the plunger when pressurizing the system. In order for the system to work at optimum performance, you must clean the quartz on a periodic basis. To clean quartz, pull the plunger toward you and then push it in again. Do this a few times a month. You may need to change the o-rings on the wiper on a periodic basis. Please open the system once a year to inspect the quartz and the wiper rings. 6.2. Automatic Shut-off Valve aka Normally Closed Solenoid Your system may have come with an optional automatic solenoid valve. This device will stop the water flow if the UV lamp goes out or if the UV intensity falls. It is considered a "normally closed" valve. This means that when there is no power to it, it closes. This will occur during a power outage or lamp failure. The solenoid will work off of a signal from_ the ballast, which indicates lamp out. If lamp fails, then the solenoid will shut off the water supply. The solenoid will also work off of a signal from the UV monitor, when the UV intensity has fallen to an unsafe level. In the event of water stoppage, you will need to correct the problems. Reasons for stoppage include: Power failure, Lamp is out, Ballast is out, UV lamp is failing, Solenoid is damaged There is a manual override on some of the valves. Call your water professional in case of an emergency. The manual valve is a white toggle switch. In order to open the valve, it must have power. This is generally provided by the UV system, but in emergencies, power can be brought directly to the valve. The main power box control will have leads for attaching the solenoid. These leads will need to be connected to the leads on the actual solenoid valve. The solenoid will have come with connectors. The solenoid valve will have an arrow on it indicating flow direction. Please install it the solenoid so that the path of the water goes with the arrow. 6.3 UV MONITORING Parts: UV Monitoring System EMSR002 Sensor Glass ESG0001 • Sensor O-ring EOR1015 UV Sensor EMSR010 Meter Face Plate EMSR015 Meter Electronic Board Black Retainer Cap EMSR020 ECN0015 Compression Nut O-ring EOR1005 • The UV monitoring system has been factory calibrated and should not need to be re -calibrated for many years. If you experience a problem, use the following procedures to re -install or re -calibrate the system. You will need to keep the sensor and quartz sleeves clean to get better and more accurate readings. If at all possible, let your water quality professional do the maintenance. The sensor head is retained by a black plastic cap on the side of the chamber. The sensor head is plugged into a matting receptacle on the meter control assembly. Note: any calibration should be made with new UV lamps and clean quartz sleeves. Installation and Calibration • Locate the sensor port on the side of the chamber. • Insert the O-ring into the port. • Insert the glass into the port over the O-ring. • Insert the sensor head and loosely tighten the black retainer cap over the sensor head. • Connect the sensor to the UV monitor with the plastic clip connectors. • The meter electronics and face plate will be contained in the control box. • There are a few styles of meter face plates. • One incorporates the dose in microwatts and shows: Red, Yellow and Green (representing waming, caution and good) • One incorporates a reading from 1 to 100%. • When working on the electronics remember that 120 VAC is present. • On the back of the meter face plate is a printed circuit board. On one end of the circuit board there are two thumb wheels to adjust the meter span and trip point. The thumb wheel in the center of the board is for meter span. The thumb wheel located near the edge of the board sets the relay trip point. • To insure that the meter is functioning, turn power on (make sure no water or water pressure is present). • Watch the meter face and slowly withdraw the sensor away from the holder. • At the meter reading where the trip point has been factory set, you should hear the relay actuate. • If the relay does not actuate, you will need to make an adjustment. The adjustment can be made by adjusting the edge thumb wheel with a precision screwdriver. • This trip point is where a solenoid or other warning device like an audible alarm will be triggered. • To lower the meter reading, slowly withdraw the sensor head from the chamber assembly while observing the meter and listening for the relay click. By inserting and removing the sensor head a little at a time, the meter will move over the trip point area. Adjust the thumb wheel to the desired setting • Now, tighten the sensor probe to the chamber. • The meter reading should be near or above full-scale reading. It may take one to two minutes for the meter to read full scale. TRIP POINT ■ METER SPAN f UV MONITORING SYSTEM OVERVIEW After 100-hour bum -in, the UV display is procedurally set to Full -Scale (100%). This is done during nominal operating and water quality conditions. This UV reading is not NIST calibrated to absolute mW/cm2 intensity. It can not be used directly in calculating dosages. It is simply a relative % of its nominal specified operating performance. Initial setup is obviously 100 % of nominal performance, since everything is brand new. Subsequently, any decline in UV Relative % Intensity is likely any combination of: • fouling quartz sleeves • fouling UV probe face • lamp aging • water quality (% UV Transmission) • UV detector aging • eroding electrical connections. A low UV Relative % Intensity Threshold setting may optionally" be used to activate a Common Alarm. The UV monitor provides a normally open and a normally closed contact. For instance, the normally closed contact will keep a normally closed valve open. Upon alarm, it will cut power and close the valve. At the same time, the normally open could trigger a remote alarm. Normally Open Normally METER SPAN Closed Common !• : - ca � 220 Volt MIa , 110 Volt TRIP POINT 6.3.1 UV MONITORING TROUBLE SHOOTING AND RECOMMENDATIONS The UV monitoring system will require maintenance. The following are some common trouble shooting instructions: UV meter is reading is low with new system or new lamps • Check to see if the if the METER SPAN DIAL is rotated clockwise. • Check to see if the water quality is poor • If equipped with a wiper, clean the quartz • Check to see if the sensor is securely connected to the wire coming from the meter box • Check to see if sensor, sensor glass or oring has been damaged. To do this, you must de -pressurize and drain the system. When draining, insure that the sensor glass and oring do not get lost or broken. Inspect each item. The sensor glass should be free from chips, the oring should have no nicks and the sensor should be dry. Once inspected, thoroughly dry the sensor port on the vessel as well as the quartz window, oring and sensor. In the event that you damage the window, insert a dime over the oring and then insert the sensor and tighten. Once drained, insert the sensor into the port on the vessel and aim at the lamp (wear protective clothing and eyetface protection). This should allow you to trouble shoot to get some type of reading. UV meter is reading is low and the system has been operational • If equipped with a quartz wiper, use it • If it has been a while since lamp installation, try a new lamp • Suspect that the sensor window has become fouled. Remove and clean. Insure that everything including the port has been thoroughly dried. 7.
