PROJECT SUMMARY: The applicants propose to construct a boat ramp for commercial use with a gravel access driveway. Bells Island Campground Field Investigation Report Page 2 Project Setting The site of the proposed development is located at 769 Bells Island Road, Currituck County, adjacent to a man-made canal connecting to the Currituck Sound. The proposed project is within Bells Island Campground located near the southern end of Bells Island. This property is split into two sections by Bells Island Road (SR1245) which runs down the middle of the property. The western side of the property is undeveloped, mostly vegetated with wetlands and has ±1380' of shoreline adjacent to Coinjock Bay. The east side of the property contains the campground and has ± 1,450' of shoreline, half of which has been hardened by a wooden bulkhead. The other half of the shoreline remains unhardened and is adjacent to a manmade canal which leads to the Currituck Sound. In total the parcel is 20.29 acres in size. As of now, the property contains a gravel path, a tennis court, 2 residential homes, a garage, multiple designated camping areas, a bath house, 1 L shaped pier & platform, and a boat ramp. The area of the proposed work is an open area used for parking boats and trailers and is vegetated with trees and grasses that are mowed periodically. According to the USDA's Natural Resources Conservation Services' Web Soil Survey, the majority of the soil along the shoreline where the proposed work is to be completed is made up of Dragston loamy fine sand. The adjacent riparian property to the northwest is contains a single family dwelling with a bulkheaded shoreline. The adjacent riparian property to the southeast appears to be a commercial fishing operation with 2 large work sheds, a 330' pier, and an unhardened shoreline. The location of the proposed work is within the man-made canal which connects to the Currituck Sound and is classified as Joint waters by agreement with the Marine Fisheries Commission and Wildlife Resources Commission. The Division of Environmental Management's water quality classification for this area is SC and it is closed to shellfish taking. Water depths within the project site range from -1' to -3.2' and average -2.5'. The bottom substrate within the project area is made up of muddy sand. Patches of rooted milfoil were observed growing within the project area. Submerged aquatic vegetation, as per DMF's definition, was not observed at the project location. No wetlands were observed at or near the project site. Development Proposal The applicant proposes to construct a 14' wide and 24' long concrete boat ramp. The boat ramp will be placed in the man-made canal facing north northwest and will extend 20' waterward of NWL. The canal in this area is 40' wide. No excavation is proposed with this project. The ramp will be poured in a high ground area and once the concrete has cured, the ramp will be pushed into place. The water depth at the end of the proposed ramp is - 3.2' measured from NWL. Bells Island Campground Field Investigation Report Page 3 In addition to the construction of the boat ramp, the applicant proposes to construct a gravel access driveway connecting the existing gravel road to the proposed boat ramp. The access driveway will be ±155' long and 12' wide. The width of the proposed gravel access way will flair out on the north side to 14' to match the width of proposed boat ramp. On the southern end, the proposed gravel access way will flair out to a width of 45' over the distance of 20' to connect to the existing gravel driveway. Anticipated Impacts • The construction of the boat ramp will fill 280 ft2 of shallow bottom of the EW and PTA AEC. • The boat ramp will have a 56 ft2 high ground disturbance along a 14' wide portion along the ES AEC. • The construction of the gravel access way will result in the filling of 852 ft2 of the ES AEC as well as 920 ft2 outside of the ES AEC. The 20 acre parcel is the location of the Bells Island Campground. There is currently 725 linear feet of bulkhead on the eastern property shoreline, an existing 100 foot pier with a 12'x12' platform and a boat ramp located on the south east corner of the property on the Currituck Sound. The proposed boat ramp will provide an additional boat ramp on a manmade canal located on the north side of the property for the use the Bells Island Campground guests. The existing boat ramp is located in an exposed area on the west side of the Currituck Sound that receives wind and waves from multiple directions making this a boat ramp unsafe and difficult to use. The additional boat ramp on the manmade canal will provide a safe location for launching boats into the adjacent Currituck Sound. The base of the proposed boat ramp will be concrete and the gravel access drive will connect to the existing gravel drive in the campground. The owner intends to use the existing grade of the canal bank and install the concrete ramp on the existing slope without excavation. The access drive to the propose ramp will be constructed of #57 stone with geotextile fabric and will not contribute to the impervious areas within the campground.
