This correspondence confirms our receipt of your letter dated March 3, 2005, regarding the
preparation of a Federal Environmental Assessment for the Craven County Regional Airport in
Craven County, North Carolina. The purpose of this correspondence is to provide you with
comments from the U.S. Army Corps of Engineers, Wilmington District's Regulatory Division.
Your correspondence identifies several proposed improvements at the facility. They include
the construction of a safety overrun at the northern end of Runway 22 to provide safe aircraft
operations and to comply with current Federal Aviation Administration safety requirements. The
proposed safety overrun is a flat, graded area that will extend approximately 600 feet from the
northern end of the existing runway and include a 200-foot paved blast pad to avoid soil being
blown by jet exhaust. In addition, it is proposed to clear, grub, and seed the Runway Protection
Zone to allow for mechanized maintenance of this area in the future. Portions within and
adjacent to the project area are mapped as containing hydric soils and wetlands.
Based on the information provided, the following items must be addressed:
1. Early coordination is key to the expeditious evaluation of this proposal. I strongly
recommend that you begin coordinating with Mr. Scott Jones of my staff, telephone (252) 975-
1616, extension 27, regarding this project.
2. Department of the Army (DA) permit authorization, pursuant to Section 404 of the Clean
Water Act, will be required for the discharge of excavated or fill material in waters of the United
States, including wetlands, in conjunction with this project, including disposal of construction
debris, borrow, wasting and other associated construction activities. Specific permit
requirements will depend on design of the project, extent of fill work within wetlands and
streams (dimensions, fill amounts, etc.), construction methods, and other factors.

3. While National Wetlands Inventory (NWl) mapping may be utilized to estimate the size and
location of wetland resources within the Lower Neuse River Basin area of Craven County, please
be advised that NWI mapping is outdated and our experience over the years confirms it is
inaccurate. For all alternatives, a much more in-depth analysis must be conducted pursuant to the
1987 Corps of Engineers Wetlands Delineation Manual. Please be advised that this more
accurate wetlands analysis may affect the suitability of certain alternatives from an environmental
standpoint.
4. Once a more accurate wetland determination has been undertaken, in order to more accurately
consider alternatives, you must provide more detailed information regarding the scope of impacts
to waters and wetlands associated with this project.
5. On February 6, 1990, the DA and the U.S. Environmental Protection Agency signed a
memorandum of agreement (MOA) establishing procedures to determine the type and level of
mitigation necessary to comply with the Clean Water Act Section 404(b)(1) Guidelines. Permits
for work within wetlands or other special aquatic sites are available only if the proposed work is
the least environmentally damaging, practicable alternative. This MOA provides for first,
avoiding impacts to waters and wetlands through the selection of the least damaging, practicable
alternative; second, taking appropriate and practicable steps to reduce impacts on waters and
wetlands; and finally, compensating for any remaining unavoidable impacts to the maximum
practicable extent.
Please be advised that we may have additional questions and comments as our review of this
proposal continues.

APPROVAL of 401 Water Quality Certification and Neuse River Buffer Rules
Dear Mr. Scantlin:
You have our approval, in accordance with the attached conditions, to impact 0.0072 acres of wetlands
and 70 feet of intermittent stream for the purpose of providing road access for airport improvements as
you described in your application dated September 26, 2003. After reviewing your application we have
decided, this fill is covered by General Water Quality Certification Number 3404. This Certification
allows you to use Nationwide Permit Number 14 when the Corps of Engineers issues it. This approval
is also valid for the Neuse River buffer rules (15A NCAC 2B .0233). In addition, you should get any
other federal, state or local permits before you go ahead with your project including (but not limited to)
Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed
regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires
unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and send us a new application. If the property is sold, the new
owner must be given a copy of this Certification and approval letter and is thereby responsible for
complying with all conditions. This approval shall expire when the corresponding Nationwide Permit
expires or as otherwise provided in the General Certification. If total wetland fills for this project (now
or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC
2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached
certification and those listed below.

2. An additional condition is that all constructed stormwater conveyance outlets shall be directed as
diffuse flow at non-erosive velocities through the protected stream buffers such that it will not
re-concentrate before discharging into a stream. If this is not possible it may be necessary to
provide stormwater facilities that are considered to remove nitrogen. This may require additional
approval from this Office.
Violations of any condition herein set forth may result in revocation of this Certification and may result
in criminal and/or civil penalties. This Certification shall become null and void unless the above
conditions are made conditions of the Federal 404 and/or coastal Area Management Act Permit.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition, which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its
conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean

III. Project Information
Attach a vicinity map clearly showing the location of the property with respect to local
landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property
boundaries and development plans in relation to surrounding properties. Both the vicinity map
and site plan must include a scale and north arrow. The specific footprints of all buildings,
impervious surfaces, or other facilities must be included. If possible, the maps and plans should
include the appropriate USGS Topographic Quad Map and NRCS Soil Survey with the property
boundaries outlined. Plan drawings, or other maps may be included at the applicant's discretion,

USACE requires information to be submitted on sheets no larger than 11 by 17-inch format;

IV. Prior Project History

VII. Impact Justification (Avoidance and Minimization)
Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide
information related to site constraints such as topography, building ordinances, accessibility, and
financial viability of the project. The applicant may attach drawings of alternative, lower-impact
site layouts, and explain why these design options were not feasible. Also discuss how impacts
were minimized once the desired site plan was developed. If applicable, discuss construction
techniques to be followed during construction to reduce' impacts.

VIII. Mitigation
DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC
Division of Water Quality for projects involving greater than or equal to one acre of impacts to
freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial
streams.

USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide
Permits, published in the Federal Register on March 9, 2000, mitigation will be required when
necessary to ensure that adverse effects to the aquatic environment are minimal. Factors
including size and type of proposed impact and function and relative value of the impacted
aquatic resource will be considered in determining acceptability of appropriate and practicable
mitigation as proposed. Examples of mitigation that may be appropriate and practicable include,
but are not limited to: reducing the size of the project; establishing and maintaining wetland
and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of
aquatic resource functions and values by creating, restoring, enhancing, or preserving similar
functions and values, preferable in the same watershed.
If mitigation is required for this project, a copy of the mitigation plan must be attached in order
for USACE or DWQ to consider the application complete for processing. Any application
lacking a required mitigation plan or NCWRP concurrence shall be placed on hold as
incomplete. An applicant may also choose to review the current guidelines for stream restoration
in DWQ's Draft Technical Guide for Stream Work in North Carolina, available at
http://h2o.enr.state.nc.us/ncwetlands/stnngide.html.
1. Provide a brief description of the proposed mitigation plan. The description should provide
as much information as possible, including, but not limited to: site location (attach directions
and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet)
of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view,
preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a
description of the current site conditions and proposed method of construction. Please attach

You have our approval, in accordance with the attached conditions and those listed below, to
place fill material in 0.13 acres of wetlands and 150 feet of waters for the purpose of expanding an
existing airport at Craven County Regional Airport, as you described in your application dated 8
August 1997. After reviewing your application, we have decided that this fill is covered by General
Water Quality Certification Number 3108. This certification allows you to use Nationwide Permit
Number 26 when it is issued by the Corps of Engineers. In addition, you should get any other
federal, state or local permits before you go ahead with your project including (but not limited to)
Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed
regulations. This approval will expire when the accompanying 404 or CAMA permit expires unless
otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application
except as modified below. If you change your project, you must notify us and you may be required
to send us a new application. If total wetland fills for this project (now or in the future) exceed one
acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h) (6) and (7).
For this approval to be valid, you must follow the conditions listed in the attached certification and
any additional conditions listed below. A final stream relocation plan shall be submitted to DWQ's
written approval before stream or wetland fill occurs. Woody vegetation such as shrubs shall be
incorporated into this design. The relocated stream shall have 50 foot wide vegetated buffers along
each side. An additional condition is that a final, written stormwater plan including a wet detention
basin must be approved by DWQ before wetland (or stream) impacts occur.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Admini strative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification
and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean

CRAVEN COUNTY REGIONAL AIRPORT
PROJECT NARRATIVE
The Craven County Regional Airport is located approximately two miles south of the
City of New Bern, North Carolina (refer to attached Vicinity Map). The airport is located
in Craven County, in eastern North Carolina. The Craven County Regional Airport
Authority proposes to construct a service road around the runway safety area (RSA) at
the north end of Runway 22. The site is immediately adjacent to SR 1167 (Williams
Road), with the airport owning the property on both sides of the road. US Route 70,
with commercial development, is located approximately a quarter mile to the east.
Residential development begins approximately 1,000 feet west of the site.
The area of the proposed project is currently an open, grassed area serving as the
runway safety area for Runway 22. The site is also within the runway object free area
which, by Federal Aviation Administration (FAA) standards, must be kept free of shrubs
and trees. The airport maintains the area as a grassed surface by regular mowing. The
area is relatively free of abrupt grade changes, with the smooth surface serving as a
safety overrun for aircraft overshooting the end of the runway on landing or due to an
aborted take-off run. The proposed project runs between the existing localizer (an
electronic navigational aid) and the existing airfield security fencing and conforms to
strict grading and clearance requirements, as outlined in FAA design Advisory Circulars.
The service road will consist of a twelve foot wide by approximately 2,500 foot long
asphalt paved surface roadway to permit access between the terminal building, airport
fire station, and administration offices and the general aviation complex. The service
road is necessary to eliminate the need for emergency and airport vehicles to travel
through the taxiway and runway pavements and their associated safety areas. This will
eliminate conflicts between aircraft and vehicle movements on the existing taxiway and
runway.
Construction equipment anticipated to be utilized by the contractor includes a motor
grader, roller/compactor, and paving machine. The site will be prepared by scraping off
the grass and topsoil along the roadway alignment, placing ten inches of stone base
material, and three inches of asphalt. The- shoulders of the roadway will be graded
between four percent and eight percent to tie back to oxisting ground.
The construction of this service road will impact 0.0072 acres of wetland area and 70
linear feet of intermittent stream. These impacts are generally limited to the roadway
shoulder area.
Due to the nature of the project and the limitations of development posed by the
requirements for runway safety areas by the FAA, total avoidance of these areas was
not possible. The design process did include the following provisions:

¦ The proposed roadway profile was kept as close to the existing ground surface as
possible to reduce wetland impacts;
¦ The horizontal alignment was modified to eliminate encroachment into a floodway
area associated with Scott's Creek and to run just adjacent to the existing wetlands;
and,
¦ The alignment was laid out to run immediately adjacent to the runway safety area to
minimize encroachment into the wetland areas.
Temporary impacts to water quality due to erosion and siltation during construction of
the proposed project will be minimized by the implementation of standard erosion and
siltation controlling measures as specified in FAA AC 150/5370-10, entitled Standards
for Specifying Construction of Airports, and specifically Item P-156, Temporary Air and
Water Pollution, Soil Erosion, and Siltation Control. Temporary controls include the
seeding of slopes, mulching, slope drains, benches, dikes, dams, and sediment basins,
as appropriate. Other best management practices will be required of the contractor to
ensure compliance with the policies of North Carolina Department of Environment and
Natural Resources (NCDENR), Division of Water Quality. Selected controls and
practices have been detailed in the construction documents. Necessary National
Pollutant Discharge Elimination System (NPDES) permit modifications or other land
clearing and construction related non-point source permits will be obtained prior to
construction of the projects.
The sediment and erosion control plan has been approved by the State of North
Carolina Department of Environment and Natural Resources.
No permanent degradation of water quality standards is expected from this project.
Storm water runoff from the additional paved surface associated with the project will
flow through grassed areas and swales prior to entering the onsite streams.
EcoScience, Inc. performed the wetland delineation on this project in July, 2003.
Environmental Assessments for other projects in the, general area have included the
project site within their study limits. These` studies, including threatened and
endangered species and archeology, have not identified any areas within this project as
areas of interest.
Due to requirements of the FAA with respect to Runway Safety Areas and Runway
Object Free Areas, the ground surrounding the unnamed tributary to Scott's Creek (Site
No. 1 on the attached exhibits) is grassed and mowed up to the limits of the top of the
banks regularly by the airport. This unnamed tributary is a previously channelized
intermittent stream. No naturally vegetated areas exist within the limits of the crossing.
It was determined, therefore, that because no naturally vegetated buffers exist, there is
nothing to mitigate.

Please note that for purposes of calculating the impervious acreage versus the total
acreage required in Item XI, Stormwater, the area considered was the drainage basins
affected by the emergency service road project (and not the entire airport). This is
because stormwater controls to protect surface waters and wetlands from the impacts of
this project can only be used in areas that affect these drainage basins (and not the
entire airport).
