After extensive coordination with the USACE and City of Raleigh regarding the proposed impacts for the proposed road
crossing, the City of Raleigh has agreed to allow for a variance to their standard road design. This will allow the
proposed culvert length to be reduced to the footprint of the existing culverts, which we believe will meet the
conditions for a NWP 3 (possibly non -notifying).
Since the project design and proposed impacts to wetlands, streams and buffers have changed significantly, we feel it
will be easier and clearer for everyone to withdraw the current application and submit a new application for the final
design. Therefore, this email shall serve as our formal notice of our request for withdrawal of the current 404 (SAW-
2019-01218) & 401/Buffer (NCDWR #20191750) PCN dated 12/20/2019.
We will submit a new PCN for impacts based on the revisions to the site design once complete.
