Pump Station - ' * 111111111fli&lightlEllellifir; :11017_„.„,,-.'' 2020 HWA Narrative HWA Data Time Period: Monthly sampling for all long term monitoring plan pollutants of concern was performed March 2019 through February 2020 at the WWTP influent and effluent. The MCWWTP was expanded in 2019 and WSACC requested an extension for the submittal of the HWA in order to gather representative data from the upgraded facility. SIU monitoring was monthly and uncontrollable quarterly. II. Removal Rate Calculations: All available DMR and LTMP data was used. WSACC calculated any DMR monthly averages using Vz DL for all BDLs. The resultant site-specific removal rates were used in the HWA except for several of the metals where the data was greater than 50%below detection in which case we used the EPA literature. III. Water Quality Standards: The more stringent human health criteria was used for arsenic; chromium was evaluated using the most stringent Cr VI criteria; and the more stringent water supply criteria was used for nickel. It is understood that only the shaded parameters on the calculator spreadsheet are hardness dependent and make use of EPA translators to calculate the total metal allocated. IV. Inhibition Calculations: We do have an ammonia limit and the data indicates that the treatment plant nitrifies. The literature criteria for activated sludge and nitrification was used. V. Uncontrollable Mass Balance: The calculated mass balance concentrations for BOD, COD, TSS, ammonia, mercury and selenium were used. Literature data was used for all of the other parameters since most of the data was below detection levels, except for copper. We chose the literature data for copper to provide a safety factor in the calculation since the literature value was higher than the mass balance concentration. Permit NC0081621 A. The Permittee shall perform three Effluent Pollutant Scans during the term of this permit[See Section A.(4.)] 9. Instream(U &D) sampling is provisionally waived based on the Permittee's membership in the Yadkin-Pee Dee River Basin Association (YPDRBA). If at any time during the term of this permit, membership is terminated, the Permittee shall notify the Division immediately, and immediately conduct instream monitoring as stipulated in this permit. 10. The permittee shall sample instream hardness upstream of the facility's discharge.The sample shall be representative of the hardness in the receiving stream. If the permittee is a member of a monitoring coalition program, sampling for instream hardness may be waived as long as the monitoring coalition agrees to sample hardness at the nearest upstream location, at a minimum frequency of quarterly, and the permittee has obtained approval from DWR-NPDES Permitting Unit that the upstream station being monitored by the Coalition is representative of the receiving stream for this discharge. The permittee is responsible for submitting instream hardness test results with its permit renewal application package. If Coalition membership is cancelled or the Coalition terminates instream hardness sampling at the approved station, the permittee will immediately notify the Division and resume sampling for instream hardness upstream of its discharge.
