PROJECT SUMMARY: The applicant proposes to install 2 no wake signs on pilings in an North Carolina Wildlife Resources commission approved no wake zone. Beaufort County Blounts Creek No Wake Zone Beaufort County Project setting The project site is located at the mouth of Blounts Creek at the SR 1112 bridge crossing. The NCWRC has designated an area that extends 150' to the upstream side of the bridge and 900' to the downstream side of the bridge as a no wake zone. This section of Blounts Creek is developed with numerous single-family dwellings on both sides of the creek. The mouth of Blounts Creek below the bridge is a narrow area that tends to constrict water traffic in and out of the creek. Blounts Creek at the project location is classified as SC-NSW by the Environmental Management Commission at the project site. Blounts Creek is classified as Inland Waters by the North Carolina Wildlife Resources commission and is not open to shell fishing. Project description The applicant proposes to install two pilings to mark the designated no wake zone at the mouth of Blounts Creek. The pilings will be 8 inch round pilings 25' long and will have 4' by 4' no wake signs installed under the direction of NC WRC Enforcement Division. One piling will be installed ±150' upstream of the SR 1112 bridge and the other piling will be installed ±900' downstream of the bridge. Anticipated impacts The project as proposed will result in localized turbidity as a result of the construction activities. David W. Moye -15 September 2003 Richard K. Box 2188 1424 Carolina Ave Washington, NC 27889-2188 Dear Mr. Moye, I have been authorized to act as the agent for Beaufort County to apply for a major CAMA permit to install poles and signs for a No Wake Zone in state waters near the mouth of Blount's Creek. It includes the waters from the mouth of the creek, proceeding 900' to the bridge (SR 1112), and through the bridge another 150' to 300.' The reason a No Wake Zone is necessary is due to the increased boating traffic this narrow portion of the creek has incurred during the last five years. The mouth of the creek is very narrow and is a choke point for boating traffic, especially on weekends and holidays. Though it widens as one moves toward the bridge, the pilings of the bridge create another choke point for boaters. Another reason for the No Wake Zone is a general lack of courtesy and respect for the `Rules of the Road' boaters must show one another. Speeding boats from 15' to 40' come through at full throttle with little consideration shown to fishermen anchored near the banks. They will not even slow down for those who have fallen from skis, knee boards and float tubes. If a No Wake Zone is not designated and properly marked for this narrow and heavily traveled stretch of water, it will only be a matter time before a serious accident will occur. And that is why the citizens of this area have joined together to pursue this course of action. It will not only serve to protect those who are considerate and obey the rules, but also those who are inconsiderate and must be protected from themselves. Thank you for your assistance in acquiring the permit necessary to install the poles and signs for this No Wake Zone. Box 1027 County Courthouse Washington, North Carolina 27889-1027 RE: Blount's Creek No Wake Zone Dear Mr. Richardson: I have been contacted recently by Mr. Richard Folsom, a citizen of Beaufort County, regarding a no-wake zone at Blount's Creek in Beaufort County. As you know, Mr. Folsom has been working with the county and interested citizens in an effort to get the zone properly marked so that it may be enforced by the Wildlife Resources Commission [WRC]. Unfortunately, the location of the zone confers concurrent jurisdiction with the Division of Coastal Management [DCM], which requires a CAMA permit for the placement of markers. Therefore, the CAMA permit is prerequisite to the marking of a no-wake zone in the waters of Blount Creek in Beaufort County. The purpose of this letter is to assist Beaufort County in its application to the Division of Coastal Management for a CAMA permit. I understand from conversation with Mr. David Moye, Division of Coastal Management, that the county's application must specify coordinates for the area to be marked. Sergeant Conley Mangum of WRC has taken GPS readings for the zone as described by rule 15A IOF .0303(a)(6) of the North Carolina Administrative Code. I am providing you a document [enclosed] created by the WRC Enforcement Division that shows the boundaries of the no wake zone and the coordinates that represent those boundaries so that you may include this information in the county's CAMA permit application. If DCM requires coordinates for the specific placement of the markers themselves, WRC enforcement staff will work with Beaufort County and DCM staff to designate specific placement and provide coordinates for each marker site. Please let me know whether this is required.
