Re: Thoroughfare Swamp BPDP and MBI Approval

Dear Mr. Wilkerson,

The Division of Water Resources (DWR) received a draft Bank Parcel Development Package (BPDP)
for the Sassarixa Swamp II Mitigation Site (Site) in 2019, for review and approval under the terms and
conditions of the Wildlands Holdings III, LLC (Wildlands) Sassarixa Swamp II Mitigation Banking
Instrument for Riparian Buffer Mitigation and Nutrient Offsets (MBI) received on September 4, 2019.
Effective May 4, 2020, the MBI was made and entered into by Wildlands acting as the Bank Sponsor,
and the DWR. Katie Merritt, with DWR, reviewed the BPDP and MBI documents and provided
comments and recommendations. DWR received a revised BPDP and MBI that addressed all
comments and recommendations. The table below summarizes the timeline of the BPDP and MBI:
