Moore County This is in reference to your application received July 15, 1997, for the construction and operation of the subject wastewater collection, treatment, and/or disposal facilities. In letters dated July 30, 1997 and September 11, 1997, you were asked by Matt Williams of the Division of Water Quality's Non -Discharge Permitting Unit, to provide additional information (copies of letters attached). As of today, this information has not been received, therefore, the Division must return your application and support documents as incomplete in accordance with North Carolina General Statute 143-215.1. The documents are being forwarded to you under separate cover. Please be advised that construction and/or operation of wastewater collection, treatment, and/or disposal facilities without a valid permit is a violation of North Carolina General Statute 143-215.1 and may subject Town of Aberdeen to appropriate enforcement actions in accordance with North Carolina General Statute 143-215.6. Civil penalties of up to $10,000 per day per violation may be assessed for failure to secure a permit required by North Carolina General Statute 143-215.1. When you have obtained the requested information which is needed to make your application complete, you may submit a new application package and a new $400.00 permit processing fee. Sewer Extension Moore County Dear Mr. Monroe: This is in reference to your application received July 15, 1997 for the construction and operation of the subject sewer system. In a letter dated July 30, 1997 (copy enclosed), you were advised to provide additional technical information within thirty days to make the application package complete or your application package would be returned as incomplete. This thirty day requirement elapsed on Augsut 29, 1997. The Division of Water Quality must receive this information by September 19, 1997, or your permit will be returned as incomplete. If the Division returns your permit as incomplete, you will have to resubmit your complete application package with another application fee before review of the project will begin again. Poplar Street Aberdeen, North Carolina 28315 Dear Mr. Monroe: UEHNF=t July 30, 1997 Subject: Application No. WQ0014140 Additional Information Request Town of Aberdeen Pope's Electrical Services, Inc. Sewer Extension Moore County The Permits and Engineering Unit has completed a preliminary engineering review of the subject application. Additional information is required before we can continue our review. Please address the following by August 29, 1997: 1) Please comply with 15A NCAC 2H .0219 (h) (3) requires that "at least one of the following shall be required for pump stations: (A) A dual source or standby power supply on site (B) A telemetry systems with sufficient numbers of standby generators and personnel for distribution. If you choose this course of action, an auto dialer and a portable generator connection would need to be added to the details of the pump station on sheet 3 of your plans (notes to this effect will be acceptable). Also provide information regarding response time during a power failure and information stating the Town of Aberdeen has a generator to service this pump station. (C) Approval by the Director that the pump station: i) serves a private water distribution system which has automatic shutoff at power failure and no elevated water storage tanks, and ii) has sufficient storage capacity that no potential for overflow exists, and iii) is connected to facilities that can tolerate septic wastewater due to prolonged detention or, (D) Where the waters that would be impacted by a power failure are classified as C, the applicant may be allowed to show a history of power reliability that would demonstrate that an alternative power source or other reliability measures would not be needed If you choose this course of action provide power outage data listing individual outage times and dates for the last three years. 2) In accordance with 15A NCAC 2H .0219 (h)-(2), please provide multiple pumps capable of pumping at a rate of 2.5 times the average daily flow. The plans and sepcifications only have one pump specified. 3) Please submit pump head calculations, pump cycle calculations, force main velocity calculations, and bouyance calculations for pump station. Please make the appropriate revisions on the applicable sheet(s) of your plans and forward 2 signed and sealed copies of each revised page to my attention. Please reference the subject permit application number when providing the requested information. All information should be signed, sealed, and submitted in duplicate to my attention at the address below. Please note that failure to provide this additional information on or before the above requested date can result in your application being returned as incomplete.
