add additional wet slips to our all r dy exis in marina as stated in your letter dated
December 16, 2003, DWQ Projec #03-1556.
We would like to reaffirm that there will be little adverse environmental impact for this
proposal. Our project will not involve any wetlands, dredging, shoreline stabilization or
change in waste water handling.
We will strictly adhere to the direction and policy's of your office and the conditions of
certification for this project. We will also adhere to Duke Power's shoreline management
plan.

Dear Mr. & Ms. Barnes:
You have our approval, in accordance with the attached conditions, to impact waters for the purpose of
expanding a docking facility as you described in your application dated December 5, 2003. After
reviewing your application, we have decided this fill is below the threshold for written authorization as
long as all conditions of General Water Quality Certification Number 3373 are met, which may be
viewed on our website at http://h2o.enr.state.nc.us/ncwetlands.
This approval is only valid for the purpose and design that you described in your application except as
modified below. If you change your project, you must notify us and you may be required to send us a
new application. If the property is sold, the new owner must be given a copy of this Certification and
approval letter and is thereby responsible for complying with all conditions. If total wetland fills for
this project (now or in the future) exceed one acre, compensatory mitigation may be required as
described in 15A NCAC 2H .0506 (h) (6) and (7). This approval shall expire when the corresponding
Nationwide Permit expires or as otherwise provided in the General Certification. For this approval to
be valid, you must follow the conditions listed in the attached certification and any additional
conditions listed below.
Conditions of Certification:
1. Upon completion of the project, the applicant shall complete and return the enclosed "Certification
of Completion Form" to notify DWQ that all the work included in the 401 Certification has been
completed. The responsible party shall complete the attached form and return it to the
401/Wetlands Unit of the Division of Water Quality.
2. No new impervious surfaces or decks can occur within the buffer without written approval from
DWQ unless classified as "exempt" within 15ANCAC 02B .0243.

Dear Mr. Dorney:
We, Rick and Nancy Barnes, as owners of R & N Marina, Inc., are asking you to review our proposal to add
forty-six (46) floating boat slips to an all ready existing marina. The marina is a commercial marina located on
Lake Hickory, Alexander County, North Carolina and is under the jurisdiction of Duke Power Co. We will also
be asking Duke Power for a new leased area and shoreline reclassification of 157 feet of our property from
residential to commercial.
We have enclosed the following for your review: (1) a letter of support for the expansion from our neighbor
Clara Poovey whose property adjoins the marina; (2) two aerial photographs; (3) two physical survey maps
showing the marina as it is now the other is what we propose and (5) a road map to show our location.
The public interest would be served by providing additional storage slips for public use which would enhance
the opportunity for recreational use and enjoyment of Lake Hickory. There is an extreme shortage of boat slips
on Lake Hickory. Lake Hickory has a huge positive impact on our local economy. North Carolina ranks 11th in
the nation for boat ownership and there are approximately 391,115 boats registered in North" Carolina. In
addition, people of North Carolina spent approximately $48,328,000 during 1999 on marine accessories.
We,offer to the public, public boat ramp and access for emergency vehicles if necessary, covered fishing pier,
rental boats, a ship's store, picnic area, wet and dry storage facilities, public restrooms, waste water pump out
station and boat sales.
Two times a year we have a free cookout for the public. These are our customer appreciation days. We also
sponsor and launch 2 bass fishing tournaments per year from the marina with a free cookout after each. In
September, we have a fish with a kid day with prizes given to all.
There would be absolutely no adverse environmental impact for this proposal. It will not involve any wet lands,
dredging, shoreline stabilization and no change in waste water handling. The addition of boat slips will not
endanger the health of aquatic life or human life. It will not create a nuisance or otherwise be incompatible with
the overall recreational use of Lake Hickory.
We would appreciate your support and your reply to our proposal within 30 days.
