As part of the Fast Track Sewer Application for the Poplin Meadows Phase II project, it is required that a
Cover Letter accompany the application.
This project will include the construction of 70 single-family attached residential lots on newly
constructed public roadways within Union County, NC, as well as associated utilities, drainage, and
landscaping. The proposed sanitary sewer system will tie-in to an existing sanitary sewer system to the
south of the project with a public main extension. The required flow allocation for this project is
14,700GPD.
This package includes the information listed below in order to permit the project described above for a
public sewer main extension.

allowed to use the per -bedroom reduction of 70 GPO per bedroom — this was anticipated to primarily apply to certain
retirement and affordable housing communities, if I recall correctly. We will need verification from Union County (as the
permittee) that this development will be bedroom limited to an average of 3-bedrooms per home or less. If they cannot
provide documentation/verification, then the per -lot permitting reduction of 280 GPO would need to apply.
Additionally, you may wish to remind them at the same time that their annual evaluation of the average number of
bedrooms is due by June 30" of this year (for homes constructed in 2019) to verify that they have not exceeded the
county -wide average of 4-bedrooms per lot — they may submit that to me via email.

III. Certification Statement:
I Crystal O. Panico, PE certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has ad ,"ate capacity to transport and treat the proposed new wastewater.
