The Kittrell Hill Nutrient Offset and Riparian Buffer Mitigation Site is a buffer and other riparian area
restoration project located approximately 1.8 miles northeast of the Town of Farmville off Kittrell Hill
Road, north of HWY 264 in Pitt County, NC. The project Parcel is approximately 18.6 acres (810,216
ft2) of a total 80 ac tract situated along a tributary of Oldwoman Branch, a direct tributary to Little
Contentnea Creek. The project is located in a targeted local watershed (TLW) within the Neuse River
basin hydrologic unit code (HUC) 03020203070030 and NCDWR Subasin 03-02-02 (Figure 8).
Construction and planting of the Kittrell Hill mitigation site occurred between March 30th and April 1st,
2020, in accordance with the approved Bank Parcel Development Package and Mitigation Banking
Instrument (DWR Letter: 3/26/2020). The entire area proposed for restoration and development of
riparian buffer and nutrient offset credits was planted with native trees and shrubs. Actual planted trees
deviated in quantity and diversity from the BPDP due to availability at the time of planting. Trees planted
included 4,000 laurel oak (Quercus laurifolia), 3,750 willow oak (Quercus phellos), 3,750 water oak
(Quercus nigra), 500 green ash (Fraxinus pennsylvanica), and 2,500 silky dogwood (Cornus amomum).
Total site tree density achieved was between 700-800 trees/ac and sometimes higher to ensure survival
during the first growing season.
Areas of concern noted from the site viability for buffer mitigation and nutrient offset field visit (DWR
Letter: 12/17/19) were addressed to stabilize banks where culverts were removed as well as manage
erosion present before and potentially following construction. Culverts were removed and the vicinity
soils graded to promote sheet flow through the buffer. These areas were then planted with temporary
(pearl top millet) and permanent (switchgrass, big bluestem, redtop, and Indian grass) seed mixes as noted
in the BPDP, as well as additional trees and shrubs to help stabilize the soil.
Following planting, permanent vegetation monitoring plots were established and assessed within the
restoration areas to document the survival and vigor of the planted trees. Plots were randomly placed
throughout the planted restoration areas. A total of seventeen (17) plots were established within the
planted restoration areas according to Figure 7 in the BPDP. Following planting it appears survival is
good and recent rains have helped ensure a successful project.
Photographs were taken within the plots and at select points within the project boundary. A selection of
photographs is attached.
