PROJECT SUMMARY: The applicant proposes to conduct privately funded underwater archaeological investigations near Beaufort Inlet. FIELD INVESTIGATION REPORT: INTERSAL INC. - CARTERET. NARRATIVE DESCRIPTION: Project Setting Intersal Inc. is a privately funded underwater archaeological company searching for the final resting places of two eighteenth century vessels believed to be lost in the area of Beaufort Inlet and Fort Macon State Park. Their recent magnetometer surveys and follow-up diving operations suggest a significant group of anomalies, potentially shipwreck material, in the surf zone off Fort Macon State Park. The overall area of interest comprises 3,040 feet of coastline some 1,000 feet west of the rock jetty.from the MHW line out to a maximum of 1,000 feet offshore in approximately 15' of water. The southwest point of the area is marked by the latitude 34 41.45 and longitude 76 41.25, while the southeast point is marked by latitude 34 41.45 and longitude 76 40.75. The waters of the Atlantic Ocean are classified as SB and open to shellfishing. The area is typified by shifting sands and strong tidal currents. Project Description The applicant proposes to conduct "temporary" excavation operations in the shallows from 1,000' to 4,104' west of the rock jetty at Beaufort Inlet under NCDCR permits and a Federal Admiralty Arrest. Intersal Inc. proposes to use a jack-up barge owned and operated by Ameila Research and Recovery Company to act as the project's primary diving and excavation platform (hopefully during October). This barge can maneuver in as little as six feet of water and then hydraulically jack herself up on three legs to provide a stable platform. The barge has a 10-ton crane that directs a diver-controlled 36" diameter hydraulic excavator to create "temporary" craters in the sand over the magnetic anomalies. According to the applicant, when finer and/ or deeper work is archaeologically appropriate a water injection dredge may be used. The applicant states that the craters are "temporary" and that past experience has shown that the craters tend to fill in within a few days and that within 10 days at most, the bottom in the affected area appears unblemished. Regardless, the applicant has committed to fill in any noticeable craters before leaving the site. Anticipated Impacts The project area measures 1,000' X 3,040' or 3,040,000 fe in size. The area of exploratory excavation should be substantially less than that amount. Intersal Inc. has stated that the maximum amount of material excavated for the entire project would be 10,000 yds3. This material would be deposited back on the ocean bottom in the same area, just away from the immediate area of anomalies. The course sand being disturbed and redistributed should cause minimal increases in turbidity but would cause some short-term impacts to the fish utilizing the area as well as to the benthic organisms. There may be some impact to the general public that could be utilizing the area at that time of year including perhaps surf fishermen, boat fishermen working the project area, surfers, etc., but this impact should be minimal. Intersal, Inc. is conducting privately funded underwater archaeological investigations near Beaufort Inlet under NCDCR permits and a Federal Admiralty Arrest; searching for the final resting places of two eighteenth century vessels believed lost in the area. Intersal's recent magnetometer survey and follow-up diving operations suggest a significant group of anomalies - potential shipwreck material = lies under the sand bottom in the surf zone off Ft. Macon State Park. Intersal desires to conduct temporary excavation operations in the shallows from 1,000 feet to 4,040 feet west of the rock jetty at Bogue Point. The overall area of interest comprises 3,040 feet of coastline from the MHW line out to a maximum of 1,000 feet offshore. The southwest point of the requested area lies (in decimal minutes) at lat. 34 41.45, long. 76 41.25. The southeast point is at lat. 34 41.45, long. 76 40.75. The requested area is outlined on the accompanying chart, along with the locations of the three primary anomalies; July, August, and Mariana. The accompanying magnetic contour charts give details of the potential targets. Intersal hopes to bring in the jack-up barge Polly L, owned and operated by Amelia Research and Recovery Company (www.ameliaresearch.com,) to act as the project's prime diving and excavation platform, hopefully during the month of October 2003. The Polly L can maneuver herself into as little as six feet of water, and then hydraulically jack herself up on her three legs so as to sit as a stable platform above the oftentimes violent ocean below. The intent is to use Polly L's 10-ton crane to position a diver-controlled, 36" diameter hydraulic excavator to create temporary craters in the sand over the centers of the anomalies on Intersal's magnetometer contour charts. Previous experience suggests that cultural material may be uncovered at crater depths as shallow as 1 foot, rarely more than ten feet, and as deep as 15 feet. When finer and/or deeper work is archaeologically appropriate, a water injection dredge may be employed. All project operations will be in full compliance with archaeological standards established in cooperation with the Underwater Archaeology Branch (UAB) of the NC Dept of Cultural Resources. Members of the UAB have been invited to oversee and/or participate in all project operations aboard Polly L. Since 1999, in cooperation with the UAB, Intersal has been conducting similar excavation operations offshore Ft. Macon State Park on dozens of anomalies at water depths ranging from eight to thirty feet, sometimes creating craters as deep as fourteen feet into the sand. In every case, all craters were seen to quickly fill back in a few days after excavation and - within ten days. at most - the bottom in the area soon appeared virtually unblemished. Apparently, the area's constantly shifting sands, strong tidal currents, and changeable weather allow for a prompt return to "as it was before." That is especially true in the surf zone, exactly where the project intends to operate. All project excavations will be entirely temporary. All previous experience confirms that project operations will in no way cause any noticeable or permanent change in the configuration of the beach or the ocean bottom in the area. In any case, prior to suspension of operations and before the departure of Polly L, noticeable remaining craters, if any, will be back filled. Intersal Inc. The Polly L was launched for sea trials in the .:?... spring of 2000, to concurrently test both the Polly L's systems, and a huge new excavator " designed by MacTaggart, Scott & Co. of Scotland. In the autumn of 2000 the Polly L was retrofitted with three feet of pontoons for additional lateral stability, and Amelia decided to design our own excavator system. Since the Polly L's second launch in late 2000, the Polly L's performance has exceeded all expectations. She was on site more than 200 days in 2001, which is unheard of in this industry. Traditional salvage vessels have a seasonal operating w-. ;.. thru September. Our Hit uoaL remains on Sii:e for extended periods of time. We have no daily commuting to and from the site, which saves valuable recovery time. The working platform, raised above the ocean swells, provides stable, comfortable accommodations for the ship's crew, archaeological and media consultants, and visitors. Dive teams can begin dive operations at sunrise and continue until sundown, working in rotating shifts after an excellent night of rest and relaxation within the fully equipped galley and staterooms. We can concurrently deploy thej excavator, and dredge through a sluice box, 24 hours a day. Our on board facilities for; preservation of recoveries are a first in this! industry.
