Re: Pre-Construction Notification Application Form for Old Powell Road
Widening and Water Main Installation - Fuquay-Varina, Wake County
Dear Ms. Wade and Mr. Dorney,
Attached is one copy of the completed PCN Application Form for ro osed road widening and
water main installation impacts for an 1,100-foot section of Old owell Road in Fuquay-Varina,
Wake County. a attached d Powell Road Widening - Neuse River Buffer, Stream and
Wetland Impact Map (EX--1)" illustrates the extent and location of the impacts proposed by The
Town of Fuquay-Varina.
The proposed road widening will add approximately five feet of asphalt pavement to the existing
pavement on the north side of Old Powell Road. Additionally, a typical, 2 %2 foot curb-and-gutter
will be added along the widened section of road. Existing culverts will not be extended as part of
this proposed road widening. The toe of existing road fill slopes will remain unaltered as well.
The proposed water main is 16 inches in diameter. Ideally, this water main would be installed
over top of the existing double 60-inch RCP culverts. However, the depth of fill over these
culverts is inadequate to provide the required combination of cover and clearance for this size
water main. The age and inherent potential instability of these existing culverts make boring
underneath extremely risky. The only realistic alternative left is to cross the stream immediately
downstream of the existing culverts as illustrated on EX-1.
All proposed stream and wetland impacts are temporary while approximately half of the proposed
Neuse Buffer impacts are temporary as well. roposee impacts have clearly been minimized to
the maximum extent practical. Thank you in advance for your time spent reviewing this PCN
Application. Please do not hesitate to contact me if you have questions, comments or concerns
about this application.
Sincerely
