Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as suosequenuy amended). After a review of the draft permit, the following change has been made to your final permit: The months during which effluent toxicity monitoring should be conducted have been changed to reflect your facility's current schedule. You will therefore be required to monitor for toxicity in March, June, September and December. As mentioned in the cover letter to your draft NPDES permit, a cyanide limit has been added, giving both weekly average and daily maximum effluent limits for cyanide. Weekly average limits are assigned to pollutants of concern to reflect a chronic effect on biota in the stream. Chronic exposure is generally measured as a weekly exposure, thereby necessitating a weekly limit for pollutants of concern. While the Division agrees that it is complex for the Town of Boone to take the appropriate precautions against exceeding a weekly average limit, the intent of this approach is to provide some flexibility in compliance while still protecting water quality. As for the addition of a selenium limit, this too, remains as in the draft permit. Although only 11 data points were available for analysis, one of these points had a reasonably high concentration of selenium. When statistical analyses were performed to predict the maximum potential concentration of selenium in your facility's effluent, it exceeded the allowable concentration of selenium instream. Particularly since you are discharging into the South Fork New River, which is designated as an Outstanding Resource Water by the State of North Carolina, the Division is concerned that effluent from your facility may have the potential to contaminate the receiving stream with selenium. After one year of data collection, you may request that the need for a selenium limit be re- evaluated, but for the time being the limit will remain. Likewise, the BOD monitoring frequency must remain as in the previous NPDES permit. This is due in part to the classification of the receiving stream, but also the class of your facility. Statewide guidelines exist which dictate the monitoring frequency for different wastewater parameters be based upon the class of the facility. All Class IV facilities receive the same monitoring frequency for BOD. With regard to mercury, the Division has set up a work group to establish a more sensitive method for mercury detection. When this information becomes available, you will be notified accordingly. Until this time, you may consider a non -detect reading for mercury as being in compliance with your NPDES permit. Lastly, I would also like you to draw your attention to the effective date of the permit. The attached permit does not become effective until April 1, 2001. CHRONIC TOXICITY PERMIT LIMIT (QUARTERLY) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 44%. The permit holder shall perform at a minimum,guarterhi monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of March, June, September and December. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in "North Carolina Phase Il Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase I] Chronic Whole Effluent Toxicity Test Procedure" (Revised - February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP313 for the pass/fail results and THP313 for the Chronic Value. Test data shall be complete, accurate, include all supporting chemical/physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow' in the comment area of the form. The report shall be submitted to the Environmental Sciences Branch at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re- opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. Upon review of this draft, our office noted that effluent limits page and Special Conditions A(2) contained different toxicity testing months than the months contained in the facility's current permit. The facility's quarterly toxicity months currently are March, June, September, and December. The effluent limits page and Special Condition (2) in this draft have them conducting toxicity testing during February, May, 'August. and November. Our office recommends correcting the limits page and Special Condition page to require toxicity testing to be conducted during March, June, September, and December. Our offices believes that changing the toxicity testing schedule could create reporting problems for this facility. We appreciate your assistance to undertake the necessary steps to correct the existing draft permit and incorporate the recommendation cited above. We contacted your office by telephone on 11/29/00 for assistance in interpreting some of the items in the new permit. In follow-up to that conversation, here are the items we wish to address: 1) Cyanide: We have had significant cyanide readings in the effluent, therefore we concur with the inclusion of a limit on the new permit. We wish to address a potential problem with specific limits for the daily max and weekly average. We agree with the limits and understand they are in keeping with water quality standards for the designated use classifications of the South Fork New River. However, the new limits give us no practical recourse for avoiding a weekly average violation if we were to exceed the daily maximum. We would be required to take multiple samples each week and coordinate holding times and analyses based upon the results of the first sample. If we experienced a daily max violation and chose not to resample, it would not 1 ° be reasonable to consider the same sample result as a weekly average violation. We do not feel an average can be computed from one sample measurement. We propose keeping the new limits for cyanide, but changing the weekly average to monthly. If we exceeded the daily max or monthly average on any single sample, we could then resample as necessary to comply for the month. DRAWER 192 • BOONE, NORTH CAROLINA 28607 .,..e. m..�==•__•� 2) Selenium: Eleven data points were used in your Reasonable Potential Analysis (RPA) to determine the need for a selenium limit. Only one detectable reading was recorded during the Long Term Monitoring Period for our recent Headworks Analysis. We are concerned about the use of a single sampling event, regardless of magnitude, for justifying the addition of a permit limit. We propose continuing the long term monitoring schedule (LIMP) to determine if there is a true contamination problem with selenium. If any LTMP samples exceeded the new proposed limits (5.7 ppb and 20 ppb), they would be permanently added to the new permit in 2006. We would appreciate a copy of the RPA procedure so we might better understand the method used to determine the selenium and cyanide limits. 3) Mercury: Our current minimum detection level for mercury is 0.2 ppb. We request any information you may have on EPA or DENR plans to mandate an analysis method for mercury with a lower minimum detection level. 4) BOD: The three-year new plant history indicates undetectable BOD levels (<2.0 ppm) in the vast majority of samples. We therefore request the reduction of BOD �ampling frequency. Until levels warrant increased monitoring, we believe a Oat/g esser frequency schedule is adequate for assessing impacts from this parameter �`� on the receiving stream. nr,r , L We appreciate your review of our response to the draft permit conditions. The facility was under SOC from the commencement of construction in 1996 until August of 1998, at which time construction was complete. This construction not only expanded the plant's capacity from 3.2 to 4.82 MGD, but also added tertiary treatment for high levels of nutrient removal. Since completion of the construction, the facility has been in compliance and has been achieving a high level of treatment. Treatment of solids involves aerobic digesters, a belt press and drying beds; the sludge is processed such that it can be sold to the public as Class A fertilizer. The Boone WWTP has a full LTMP with the Pretreatment unit, which handles waste flow firom 2 S1Us. Instream Monitoring and Verification of Existing Conditions and DMR Data Review. DMRs dating from the completion of the plant upgrade (July 1998) to present were reviewed in the development of this permit. The Boone WWTP was under SOC during its facility upgrade until August of 1998. DMR data from that time onward shows low levels of BOD and NH3. The facility monitors an array of metals due to the complex waste stream. Reasonable potential was performed for these as well as chromium, nickel, molybdenum, and selenium, which are monitored through the pretreatment program. Results of Reasonable Potential Analysis (RPA): A reasonable potential analysis (RPA) was performed for all monitored parameters. Because the South Fork New River is designated an Outstanding Resource Water (ORW), half the value of the state standard was used in the calculations. It was determined that there is reasonable potential for pollution from the following: C Silver a Mercury Fact Shcet NPDES NCO020621 Renewal Pagc I • Zinc • Copper • Cyanide • Selenium No reasonable potential exists for the following: • Lead • Chromium • Nickel • Molybdenum • Cadmium Limits exist in the permit for cadmium, lead, cyanide and mercury. Based on the RPA results, the lead limit will be eliminated, since the facility currently monitors for lead on a quarterly basis through the LTMP. The same holds true for cadmium. A permit limit will be added for selenium. The IWC calculation for mercury indicates tan allowable concentration below the permit limit. The mercury limit has been changed to reflect this calculation. New limits have also been placed in the permit for cyanide. Correspondence: The inspection reports reveal a well -run facility with few problems. PERMITTING STRATEGY Waste Load Allocation (WLA). The Division prepared the last WLA in 1996. The previous and current effluent limits were based on guidelines and water quality standards. Selenium was detected in the plant effluent, and a limit of 5.7 ug/L has been added accordingly. The mercury limit was changed and all limited parameters were assigned weekly averages and daily maximums based upon one half the state standard, as per 02B.0225. SUMMARY OF PROPOSED CHANGES Two limits are being added to this permit as a result of the reasonable potential analysis. A weekly average limit of 5.7 ug/L and a daily maximum limit of 22 ug/L have been added for cyanide. A daily maximum limit of 20 ug/L and a weekly average of 5.7 ug/L have been added for selenium. The mercury limit ahs been changed to reflect the instream waste concentration. The new mercury limit is 0.014 ug/L (changed from 0.04 ug/L). The limits for lead and cadmium have been eliminated and will now be monitored through the Pretreatment LTMP. All other monitoring requirements and limits from the previous permit will hold (based upon upgraded flow effluent limits page). PART IV - EVALUATION AND RECOMMENDATIONS The main difference between this application and the last one is the flow has been reduced from 5mgd (Peak of 12.5 mgd) to 4.82 mgd (Peak of 12.05 mgd). This plant experiences high flows on a regular basis. There is concern that the automated mechanical bar screen can not handle the high flow situations. I discussed this problem with Dwight Lancaster, who recommended that bubbler control devices be installed to divert flow from the automated mechanical bar screen to the manual screen to equalize flow and to improve screening efficiency during high flow situations. Also, the plant appears to have no ability to automatically chlorinate the return line to the oxidation ditch. This type of chlorination may have to be manual if no lines are installed and bulking occurs in the oxidation ditch. Recommendation is made to issue this permit. Average daily volume for the period from March 1999 to April 2000 was 2.39 MGD. Vulcan automatic mechanical bar screens remove coarse screenings, then convey the water to an influent pump station housing three 5500 gpm Flyght submersible pumps. Water is pumped to the highest elevation in the plant to a GH Systems aerated grit/grease removal unit where grit settles in a trough supplied with coarse air and grease is skimmed from a parallel trough to a grease trap. The grit, grease, and bar screenings are hauled to a landfill in Caldwell County for disposal. Wastewater then flows to one of two oxidation ditches, each with a capacity of 2.4 MG. Hoffman centrifugal blowers supply air through 2200 fine bubble diffusers anchored to the basin floor. The basins are divided into four quadrants, and vertical mixing is achieved by coarse air channels between quadrants that lift the water from the bottom of one section to the top of the next chamber. This is a relatively new design that prevents dead zones and laminar flow in basins too deep for surface mounted brush aerators. The ditches are capable of complete nitrification due to their large size and zonation. Ditch effluent enters two circular 0.9 MG clarifiers with lift piping and centerwell draft tubes for return of activated sludge via Crown centrifugal pumps. Pinch valves regulated by inline magnetic flow meters control the return and waste pumping rates. Clarifier effluent suspended solids range from 4-8 mg/L. Clarifier effluent undergoes tertiary treatment through four Leopold deep -bed sand filters, where effluent suspended solids are further reduced to 0.3-1.5 mg/L. Disinfection is accomplished by a Trojan UV4000 ultraviolet system featuring two separately powered, self-cleaning, flow paced banks of 16 lamps (2800 watts each). In the final step, the effluent flows down a cascade aeration structure for further oxygenation before discharge to the South Fork of the New River. Solids are wasted to two aerobic digesters holding 430,000 gallons each. They are de -watered after 3-5 days of digestion by an Eimco 2-meter belt press to a 15%-18% cake, then dried to 86%-92% solids in an Atlas-Stord TST-40 thermal drier. A steam generator powered by propane heats the drier. The final biosolids product is a high quality Class A fertilizer containing approximately 60/0 nitrogen, and 5% phosphorous. The material is sold to the public for use on Christmas trees, pasture and meadowland, and nursery crops. Annual production is 500-550 tons. "#I Potential Facility Changes (5-year) Due to the recent construction improvements for which the last NPDES permit was issued, we do not anticipate any major projects for expansion or repairs at the plant for the next five years. This material is aerobically digested for 5-7 days, then de -watered on an Eimco 2-meter belt press to a solids level of 15%- 18%. The cake sludge is then dried to 88%-921/o in a Stord TST40 thermal drier. The drier is heated by steam produced by a propane -fired steam generator manufactured by Clayton Industries. Biosolids production is approximately 6001bs. per hour or 500 tons per year. With the above treatment, the product meets and exceeds Vector Attraction Reduction method 7 (% solids > 75%) and Alternative 5, Item g of the Processes to Further Reduce Pathogens (PFRP) for Class A biosolids. The material is sold in bulk to the public for use as fertilizer on pastures, meadows, Christmas trees, and in landscaping. The product is registered with North Carolina Department of Agriculture with a guaranteed N-P-K analysis of 5-5-0. An information sheet distributed to recipients of Class A residuals is included in this application. The plant has a backup Class B residuals permit that would be used if the Class A system was unavailable for an extended period. In the past three years, no Class B material has been produced, and we do not anticipate any processing in the future. Town of Boone Wastewater Treatment Plant Sludge Management Plan A. Operating Authority The plant's program operates under the authority of Class A Wastewater Residuals Permit No. WO0013263. The permit allows for the processing and distribution of up to 1,250 dry tons of residuals per year. B. Process Description The plant removes 3,500-5,000 pounds of solids (dry wt.) from the influent treatment process daily in the form of waste activated sludge with total solids of 6,000-8,500 mg/L. Quality Controls The plant shall follow a detailed schedule of data recording, process checks and maintenance to ensure that residuals produced are in accordance with permit requirements and equipment is operating at design efficiencies. These shall include but are not limited to: 1. Recording of digester sludge removal volumes, belt press cake solids, drier inlet and outlet temperature, drier detention times, and final residuals volume; 2. Regular operator equipment checks during process runs; Adherence to detailed preventive maintenance task schedules. D. Sampling The material shall be sampled quarterly for nutrients and metals as indicated on the residuals permit. An annual TCLP shall be performed for detection of pesticides and volatile compounds. ..' E. Marketing and Distribution All dried residuals shall be stored under shelter on a concrete pad until distribution. The material shall be sold in bulk to the public for use as a fertilizer in landscaping and on pastures, meadows, Christmas trees and other ornamentals. The product shall be registered with the North Carolina Department of Agriculture with a guaranteed N-P-K analysis of 5-5-0. It shall be the continuing goal of the Town of Boone to pursue other bulk markets for residuals wherever possible. An information sheet shall be distributed to each recipient of residuals. The information sheet shall indicate the proper application rates as well as any rules issued by the EPA and the State of North Carolina which must be followed. Each recipient shall sign the information sheet acknowledging that they understand all precautions and intended uses of the residuals. The plant shall retain the original, and a copy shall be given to the recipient. F. Reporting An annual report shall be prepared and submitted each year to the EPA and the State of North Carolina as required by the permit. This report shall provide details of the process, testing, and distribution activities of the program for each calendar year.
