Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North
Carolina General Statutes, filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.

Roy F. Weston, Inc. (WESTON) and Foster Wheeler Environmental Corporation (FWEC) are
requesting a name change for the permit covering the groundwater treatment system discharge
from the ABC Cleaners Site in Jacksonville, North Carolina. As we have discussed, FWEC is no
longer operating the treatment system. When the system becomes operational again, it will
likely be operated by WESTON. As you requested, I have also attached an e-mail letter from
U.S. EPA Region IV requesting this name change.

I was out of the office all last week. But I agree with your suggestion of
changing the NPDES permit for the ABC cleaners from Foster Wheeler to
Weston.
We keep pushing for the modification/modeling to be reviewed by the State.
