RE: Approval of wetland monitoring plan
Bailey Pointe Subdivision - Borrow area/pond dewatering plan

Beaufort County
DWQ staff have reviewed the Borrow area/pond dewatering plan for the Bailey Pointe Subdivision located at
SR 1725 (Pamlico Beach Road) and Bailey Pointe Road in Beaufort County. This approval is for the plan that
was revised on June 11, 2003. DWQ staff believes that this plan will protect the existing uses of these wetlands
(as required in 15A NCAC 2B .0231) if the following modifications are made to the plan for the proposed borrow
area/pond dewatering plan.
1. The dewatering of the borrow pits shall cease when the water levels in the holding ponds are within
eighteen (18) inches of the lowest point along the dikes of the holding ponds.
2. There shall be no discharge of water from the holding ponds. Any discharges from the holding ponds
shall be reported to Mr. Robert Tankard of DWQ's Washington Regional Office.
3. The borrow pits shall not be physically connected to channels (including ditches and streams) or
downslope wetlands.
4. The edge of all borrow pits and dewatering holding areas shall be at least 50 feet from all streams
shown on the most recent version of the 1:24,000 USGS topographic map and Beaufort County soil
survey for the site.
5. The applicant is reminded that all stormwater from the development must be directed to diffuse flow or
be otherwise treated to remove nutrients. Direct discharges of stormwater to surface waters is not
allowed.
6. The applicant is also cautioned that construction of lot 89 will appear to require a 404 Permit and 401
Water Quality Certification for driveway access. DWQ will likely approve such a crossing if its impact is
minimized sufficiently.

Please find attached the Pump and Monitoring Plan for the borrow pits at the Bailey Pointe
Subdivision. The borrow pits are a short term mining operation to provide sand for road base.
The borrow pits are inclose proximity to the wetlands. The wetlands adjacent to borrow pit #1
are fed by a fairly large drainage basin. The wetlands around borrow pit #2 are small and should
not be affected. The proposal of their pump and monitoring plan should be sufficient to protect
the wetlands in both locations. In your approval letter, I offer the following two conditions.
1. The dewatering of the borrow pits shall cease when the water levels in the holding 0/?-
ponds are within eighteen inches of the lowest point along the dikes of the holding
ponds.
2. There shall be no discharges of water from the holding ponds. Any discharges from dLt?
the holding ponds shall be reported to Robert Tankard with the Water Quality Section

PROJECT DESCRIPTION - This project consists of 350 acres that is divided into
97 residential lots. The project is located on the west side of Pamlico Beach
Road and borders Ross Creek, Bailey Creek and an unnamed water body. This
was previously a pine forest owned by Weyerhaeuser Company that has been
thinned for single-family residential lots.
Planned Construction Activities - The following construction practices will be
conducted on this project:
1. Clearing & grading of road right-of-ways, drainage easements and borrow
areas.
2. Installation of erosion control devices.
3. Excavate road to 1.5' below subgrade and grade shoulder ditches.
4. Remove overburden from borrow areas and stockpile immediately
adjacent to these areas.
5. Install storm drainage pipes and drainage swales.
6. Install monitoring piezometers.
7. Build areas for dewatering holding area.
8. Dewater borrow area and begin excavation until usable depth of borrow
has diminished.
9. Transport borrow to road beds to bring to 7-Y2 inches of finished grade.
10. Install water main and services.
11. Fine grade road bed.
12. Install 6" CABC.
13. Regrade shoulders.
14. Pave road and seed all disturbed areas.
15. Grade slopes of borrow areas at 3:1 and evenly spread overburden
previously cast out. Seed as specified on plans.

Dewaterinq Holdinq Area - The two dewatering holding areas will be built q t? Y
by digging a ditch along the inside limits of the holding area then placing the l?' ;W4
excavated material to build a berm around the holding area. The berm will Uy' ""`?
have an average height of 4-5 feet, 5 feet top and 2:1 side slopes. The top of O&E re?-?
the berm will be level and the water will be pumped from the borrow areas ?o I
into the holding areas to within one foot of the top of the berm. After all
usable material has been excavated from the borrow, the remaining water in
the holding areas will be repumped back into the borrow areas.

Dewaterinq plan - The borrow areas will be dewatered and water will be
pumped to holding areas according to the following specifications: ? d?-)
1. Install 2-2" piezometers in the wetland areas adjacent to borrow area #1. uSC 5 611-
Install 1-2" piezometers in the wetland area adjacent to borrow area #2.
Allow a few days after setting piezometers to allow water table to seek
normal level within 2" PVC pipe. Measure distance from top of 2" PVC
pipe to water level with a pocket tape and record results daily and send
weekly reports to DWQ for their review.
2. Begin dewatering borrow pits and pump water to holding areas with a 12"
centrifical pump and a 6" discharge line. Excavate suitable material from
dewatered area and transport to road beds within the subdivision.
3. Record water table data in piezometers and the end of every day. If the
water level in the piezometer drops more than 12" inches below the initial 3) ?-
recording of the normal water level upon installation, all dewatering AJ 6L
operations must cease. Pumping may start again once water table has
reached its original natural level. DWQ is to be notified if dewatering is COJ F---
stopped because of the above stated reasons. 1!? , Alp
4. The processes listed above will be repeated in each borrow area until
needed suitable material has been removed. I estimate the depth of the ???
borrow areas will be 9-12' deep from average ground level upon completion. Upon removal of all needed borrow, water in holding areas
will be pumped back into borrow pits. Slopes on borrow pits will be r
graded, overburden will be spread evenly and all exposed areas will be G?
seeded. The borrow areas will then be maintained as aesthetic ponds
