Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of Baxter Corporation’s DCAR 2019 annual report.
The facility's monitoring and reporting appeared to be in compliance with Permit No. WQ0010689.
Approximately 1,645 dry tons of ash were distributed in 2019, which required quarterly sampling of the metals and nutrients
specified in sections II.8 and IV.3. All parameters were within regulatory limits and monitored as required by permit.
Below are changes from the old permit that should be reviewed as they affect monitoring requirements.
IV.3: The facility is now required to monitor for Nitrate-Nitrite, TKN and Ammonia. Plant Available Nitrogen (PAN) will need to
be calculated. The Sodium Adsorption Ratio (SAR) will also need to be calculated. Please note if the SAR is 10 or greater
residuals cannot be distributed without prior Division approval.
III: A formal utilization agreement is no longer required; however, the recipient shall be informed of the requirements as
specified under section III.
