The State of North Carolina has completed its review pursuant to 15 CFR 930 Subpart C - Consistency for Federal Activities, for the proposed removal of spent lead bullets and other ammunition related materials and debris from three (3) small arms firing ranges at the Camp Lejeune Marine Corps Base in Onslow County, North Carolina. Firing Range A-1 is located on the east side of Mumford point in Camp Johnson, Firing Range D-29 is located in the Hadnot Point Industrial Area near the end of Holcomb Blvd., and Firing Range D-30 is located near the southern end of O-Street off Julian Blvd. All three of the firing ranges are located adjacent the New River. The spent lead bullets, brass casings and other ammunition materials/debris are a potential source of soil, groundwater and surface water contamination. Their removal and proper disposal will reduce/eliminate the potential for contamination of these media. The proposed activity would involve the excavation of approximately one (1) foot of river bottom substrate for an average distance of twenty (20) feet offshore, and the excavation of approximately two (2) feet of soils/sediments from the adjacent shoreline and berm (backstop for firing range) running parallel to the shoreline. In total, approximately 1000 linear feet of shoreline will be affected, with ±73,573 feet2 disturbed and ±5,450 yards3 of soil/sediments removed, and ±20,000 feet2 of river bottom will be disturbed with ±700 yards3 removed. Erosion control blankets and silt fencing will. be used to control movement of disturbed soil/sediments along the shoreline, and silicurtains and fences will be used to control turbidity in the New River during excavation of the river bottom sediments. Continual upstream/downstream monitoring of turbidity in the New River will be employed to ensure that the silt curtains/fences are effective. All excavated soils/sediments will be "double-screened" to remove the lead bullets, brass casings and other ammunition debris. The screened soils/sediments will then be mixed with a soil stabilizing reagent to immobilize any remaining lead. The intention was to have the environmental contractor (Shaw Group Incorporated) place clean sand fill back into these areas. However, as we have discussed internally, this will be a very shallow surface removal (approximately 12 inches) and the odds are that the tides and flows in the river will transport sediments back into the removal areas naturally with time. As is standard with all excavation projects at MCB, Camp Lejeune, sampling of fill soils will be performed to ensure that the incoming fill materials are environmentally clean and, in this case, suitable for placement back into the water. Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible. Also discuss how impacts were minimized once the desired site plan was developed. If applicable, discuss construction techniques to be followed during construction to reduce impacts. Please reference the attached "Bullet and Casing Removal at Ranges A-1, D-29, and D-30 Primer Report" - Page 2 under Project Description (topics: silt fences, erosion control, turbidity monitoring paragraph 3 Page 9 of 13 VIII. Mitigation DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide Permits, published in the Federal Register on March 9, 2000, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing the size of the project; establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring, enhancing, or preserving similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete for processing. Any application lacking a required mitigation plan or NCWRP concurrence shall be placed on hold as incomplete. An applicant may also choose to review the current guidelines for stream restoration in DWQ's Draft Technical Guide for Stream Work in North Carolina, available at llttp://1120.enr.state.nc.us/ncwetlands/strmgidc.litml. 1. Provide a brief description of the proposed mitigation plan. The description should provide as much information as possible, including, but not limited to: site location (attach directions and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet) of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view, preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a description of the current site conditions and proposed method of construction. Please attach a separate sheet if more space is needed. Please reference the attached "Bullet and Casinp, Removal at Ranges A-1 D-29, and D-30 Primer Report" under Project Description (topics: silt fences erosion control, turbidity monitoring) Figure 12, 13, and 14 depict a prelimina[y survey of the area of concern. This was performed to provide a qualitative account of the maximum area to be disturbed and to lessen the impact to the environment. 2. Mitigation may also be made by payment into the North Carolina Wetlands Restoration Program (NCWRP). Please note it is the applicant's responsibility to contact the NCWRP at (919) 733-5208 to determine availability and to request written approval of mitigation prior to submittal of a PCN. For additional information regarding the application process for the NCWRP, check the NCWRP website at liltp//li20.cnr.state.iic.tis/wr)!iiidcx.litm. Discuss stormwater controls proposed in order to protect surface waters and wetlands downstream from the property. There are no "impervious acreage" in the work area. Regardless, stormwater run-off, in the proposed work area, will be mitigated by clearing/grubbing only the essential work areas so as to preserve and maintain any natural riparionan buffer zone present. Also at the end of each work shift, the disturbed soil, stock pile and embankment will be protected by either erosion control blankets, hay bails, silt fences, or a combination to prevent sediment carry from sheet flow. XII. Sewage Disposal (required by DWQ) Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of wastewater generated from the proposed project, or available capacity of the subject facility. In addition, Shaw will be responsible for the preparation and support of all required permits, which will be provided to Camp Lejeune for formal submission to North Carolina State and U.S. Corps of 13ngincers regulators. Included in the permitting preparation will be this assemblage of data required to determine if the Nation Wide Permit 38 (Cleanup of I lavardous and 'T'oxic Waste) is applicable. 11' the regulators require Nation Wide Permit 38, a complete package will be prepared. Site Location Descriptions Collectively, the three firing ranges, D-29, D-30, and A-I, are located on MCB, Camp Lejeune, Onslow County, North Carolina with all three bordering the New River (Figure 1). Two of the ranges, D-29 and D-30, are located on the eastern side of the New River and can be found on the USES topographical quad niap Camp Lcjcunc (Figures 2 and Figure 3, respectively). "file third location, Range A-1, is located on the northern portion of the New River, and is located on the USGS topographical Jacksonville South quad map (Figure 4). Range D-29 (N: 34" 39' 42"; W: 77" 21' 25") is located in the Iladnot Point Industrial Area of Camp Lejeune near the end of Ilolcomb Boulevard. The area of removal at Range D-29 (Figure 5) is approximately 400 feel. in length, with approximately 2500 cubic yards (CY) of berm and bank soils and 300 CY of shoreline sediments. Range D-30 (N: 34" 39' 5.9"; W: 77" 20' 40") is located just cast of the southern end of O- Street off Julian Boulevard. The area of removal at D-30 (Figure 6) is approximately 400 feet in length, encompassin g roughly 2100 CY of herm and hank soils and 250 CY of shoreline sediments. ' " " ' " " Range A-1 (N: 34 43 6.8 ; W: 77 24 46 ) is located on the cast side near the southermnost point. at Camp Johnson. The area of removal at A-1 (Figure 7) is approximately 200 feet in length, encompassing approximately 850 CY of berm and bank soils and 150 CY of shoreline sediments Currently, two of the firing ranges, D-29 and A-1, have automated bullet collection traps. OIIM completed some hullet removal from the I-ront (firing) side of the soil harms. Photographic documentation of the ranges, fi-onn the view of the rive- is provided in Appendix I. I Project Description The objective of the project is to remove gross contamination consisting of spent lead bullets, ammunition casing, and other small debris from near surface soils on the backside (riverside) of" the berms, the shoreline area and near shore river sediments. These near surface soil depths are anticipated to be one to two feet in berm and bank soils area and one foot into the river sediment. The removal area within the river is expected to he a maximum of 20 feet out from the mean high tide mark, this will be accomplished with environmental dredging. Unlike navigational dredging, which is concern with moving as much sediment in as little time as possible so as to maintain navigational channels, environmental dredging uses it 1 controlled method. Figures 8, 9, and 10 (Ranges D-29, D-30, and A-1, respectively) show the approximate areas, which may be affected during the dredging. '['he primary advantage to using environmental dredging is to he able to control or reduce spillage. As seen in navigational dredging, spillage typically results in aquatic disturbance and contaminated material transport. When performing environmental dredging, a silt screen or curtain is placed in the water to further control the movement of sediments (Figure 11). During the dredging operation, the river will be monitored at several locations (upstream/ background, downstream within the silt fence, downstream outside of the silt fence) typically for turbidity to assess the effectiveness of the silt curtain. These silt curtains will be installed and maintained around the removal area until backfilling is complete. The initial procedure will be to remove, clear and grub the vegetation and roots along the riverbank. Only the essential work areas will be cleared so as to preserve and maintain the natural riparian buffer zone. At the end of each work shift, the exposed soil will be covered with an erosion control blanket and a silt fence will be placed at the top of the embankment to prevent sediment carry from sheet flow. In a recent site inspection, Marty Korenek of the 1?MD/Unvironmental Conservation Branch, Wetlands Section did not identify any submerged aquatic vegetation, (SAV) present in the project area at Pistol Ranges A- 1, D-29 and D-30. The water in these areas is very shallow and often very turbid due to the wave action. During the operation, tracked excavators, working at the shoreline, will excavate near surface soils and transfer the material to the soil screening area. All excavated soils will he double screened. 2 Screened soils will then be mixed with a soil stabilization reagent to immobilize any remaining lead in the excavated soils. These soils will be stabilized in a batch type process and each treated soil batch will be analyzed for leachable lead. Stabilized soils will be placed back onto berm areas and additional clean-fill soil will be imported as needed. Only clean-fill will be used for backfilling in the river areas. Restoration will include the installation of geotextile matting on the berm and bank soils, revegetation, and the re-installation of shoreline rip-rap protection as part of the riparian buffer zone. To guide the operation and environmental dredging, preliminary sampling was performed in all three regions. Figure 12, 13, and 14 (Ranges D-29, D-30, and A-1, respectively) delineate the areas where brass and bullet casings were located relative to the firing range and adjacent shoreline. Participating Agencies 1 The New River watershed is the westernmost of"the four major river systems in the White Oak River Basin (Figure 15). It is also the largest, occupied mostly by the City of' Jacksonville and MCI3 Camp Lejeune. There are 223 stream miles, 22810 estuarine acres, and 15 miles of Atlantic coastline in this subbasin. Currently, the aquatic life/secondary recreation use is rated partially supporting and is considered impaired. Due to the location and nature of the project, specifically, along the shoreline of the New River, several governing bodies will be informed of the project, prior to, during and after completion. Among the permits to be reviewed are: the U.S. COE Section 10 of the River Harbor Act of 1899 (33 USC 403), a Nation Wide Permit (NWP), and a Pre-Construction Notification (PCN) form. Section 10 of the River Harbor Act of 1899 requires authorization from the Corps of Engineers, for the dredging or disposal of dredged materials, excavation, filling, ri, channelization, or any other modification of navigable water of the United States. NWP, is necessitated to ensure that activities authorized by the COE have minimal individual and cumulative adverse impacts on the aquatic environment.. The PCN form will be the first application riled. The Division of' Water Quality will use the data supplied in the form to determine which permit applies to the project:. The information supplied in this form includes data used for Section 404 and/or Section 10 Nationwide, Regional and General Permits, Section 401 General Water Quality Certifications, and Riparian Buffer and Watershed Buffer Rules. Thus, based upon the approval of the PCN application it is conceivable that no further permits may be required. A cursory review of' the required information used in the PCN does not show any concern for delay (d w pro] ect. Lead Lead is a naturally occurring metal, typically hluish-gray, 1-ound in the earth's crust. The metallic material has no smell or taste and does not dissolve in water or burn. I lowcvc?, lead, may be affected by the acidity and temperature of water and can combine with othcr materials forming lead compounds or lead salts. It is these compounds and salts which can dissolve in water or burn. Some of these chemicals that contain lead are broken down by sunlight, air and water to other Corms of'lead. As a result, levels of lead may build up in plants and animals Froiu contaminated air, soil, or water. Appendix II lists the physical and chemical properties of' lead and lead compounds. Summary In summary, three firing ranges on MC13 Camp Lcjeune are slated for a pro-active environmental restoration project. During the project a maximum of 1000 feet of shoreline, divided over three separate locations, as secs in figures 8, 9 and 10, will be 1 4 1 temporarily disturbed. The exact length and location of the excavation may be adjusted, based on the actual location of the spent lead bullets, ammunition casings, and otllc:r debris; as such, it is expected that the actual length of shoreline disturbance will be less than the 1000 feet. (Shaw), formerly OHM Remediation Services, is the prime environmental contractor for the U.S. Navy and the U.S. Marine Corps Base (MCB) Camp Lejeune. Shaw has been providing environmental restoration and compliance services to Camp Lejeune for over 9 years. As part of a proactive clean-up effort at Camp Lejeune, the U.S. Marine Corps has decided to remove spent lead bullets, ammunition casings, and other debris from three active firing ranges. Under the prime contract, Shaw has been tasked to perform the site restoration at each of the locations and will focus on three areas: the encompassing berm (rear backstop) soils to approximately two feet below grade, the shoreline soils to two feet below grade, and the adjacent river sediments to one foot of depth. In addition, Shaw will be responsible for the preparation and support of all required pennits, which will be provided to Camp Lejeune for formal submission to North Carolina State and U.S. Corps of Engineers regulators. Included in the permitting preparation will be this assemblage of data required to determine if the Nation Wide Permit 38 (Cleanup of Hazardous and Toxic Waste) is applicable. If the regulators require Nation Wide Pen-nit 38, a complete package will be prepared. Site Location Descriptions Collectively, the three firing ranges, D-29, D-30, and A-1, are located on MCB, Camp Lejeune, Onslow County, North Carolina with all three bordering the New River (Figure 1). Two of the ranges, D-29 and D-30, are located on the eastern side of the New River and can be found on the USGS topographical quad map Camp Lejeune (Figures 2 and Figure 3, respectively). The third location, Range A-1, is located on the northern portion of the New River, and is located on the USGS topographical Jacksonville South quad map (Figure 4). Range D-29 (N: 34° 39' 42'; W: 77° 21' 25") is located in the Hadnot Point Industrial Area of Camp Lejeune near the end of Holcomb Boulevard. The area of removal at Range D-29 (Figure 5) is approximately 400 feet in length, with approximately 2500 cubic yards (CY) of berm and bank soils and 300 CY of shoreline sediments. Range D-30 (N: 34° 39' 5.9"; W: 77° 20' 40") is located just east of the southern end of O- Street off Julian Boulevard. The area of removal at D-30 (Figure 6) is approximately 400 feet in length, encompassing roughly 2100 CY of berm and bank soils and 250 CY of shoreline sediments. Range A-1 (N: 34° 43' 6.8"; W: 77° 24' 46") is located on the east side near the southernmost point at Camp Johnson. The area of removal at A-1 (Figure 7) is approximately 200 feet in length, encompassing approximately 850 CY of berm and bank soils and 150 CY of shoreline sediments Currently, two of the firing ranges, D-29 and A-1, have automated bullet collection traps. OHM completed some bullet removal from the front (firing) side of the soil berms. Photographic documentation of the ranges, from the view of the river is provided in Appendix I. Project Description The objective of the project is to remove gross contamination consisting of spent lead bullets, ammunition casing, and other small debris from near surface soils on the backside (riverside) of the benns, the shoreline area and near shore river sediments. These near surface soil depths are anticipated to be one to two feet in berm and bank soils area and one foot into the river sediment. The removal area within the river is expected to be a maximum of 20 feet out from the ' mean high tide mark, this will be accomplished with environmental dredging. Unlike navigational dredging, which is concern with moving as much sediment in as little time as possible so as to maintain navigational channels, environmental dredging uses a controlled method. Figures 8, 9, and 10 (Ranges D-29, D-30, and A-1, respectively) show the approximate areas, which may be affected during the dredging. 1 e I The primary advantage to using environmental dredging is to be able to control or reduce spillage. As seen in navigational dredging, spillage typically results in aquatic disturbance and contaminated material transport. When performing environmental dredging, a silt screen or curtain is placed in the water to further control the movement of sediments (Figure 11). During the dredging operation, the river will be monitored at several locations (upstream/ background, downstream within the silt fence, downstream outside of the silt fence) typically for turbidity to assess the effectiveness of the silt curtain. These silt curtains will be installed and maintained around the removal area until backfilling is complete. The initial procedure will be to remove, clear and grub the vegetation and roots along the riverbank. Only the essential work areas will be cleared so as to preserve and maintain the natural riparian buffer zone. At the end of each work shift, the exposed soil will be covered with an erosion control blanket and a silt fence will be placed at the top of the embankment to prevent sediment carry from sheet flow. In a recent site inspection, Marty Korenek of the EMD/Environmental Conservation Branch, Wetlands Section did not identify any submerged aquatic vegetation, (SAV) present in the project area at Pistol Ranges A-1, D-29 and D-30. The water in these areas is very shallow and often very turbid due to the wave action. During the operation, tracked excavators, working at the shoreline, will excavate near surface soils and transfer the material to the soil screening area. All excavated soils will be double screened. 2 Screened soils will then be mixed with a soil stabilization reagent to immobilize any remaining lead in the excavated soils. These soils will be stabilized in a batch type process and each treated soil batch will be analyzed for leachable lead. Stabilized soils will be placed back onto berm areas and additional clean-fill soil will be imported as needed. Only clean-fill will be used for backfilling in the river areas. Restoration will include the installation of geotextile matting on the berm and bank soils, revegetation, and the re-installation of shoreline rip-rap protection as part of the riparian buffer zone. To guide the operation and environmental dredging, preliminary sampling was performed in all three regions. Figure 12, 13, and 14 (Ranges D-29, D-30, and A-1, respectively) delineate the areas where brass and bullet casings were located relative to the firing range and adjacent shoreline. Participating Agencies The New River watershed is the westernmost of the four major river systems in the White Oak River Basin (Figure 15). It is also the largest, occupied mostly by the City of Jacksonville and MCB Camp Lejeune. There are 223 stream miles, 22810 estuarine acres, and 15 miles of Atlantic coastline in this subbasin. Currently, the aquatic life/secondary recreation use is rated partially supporting and is considered impaired. Due to the location and nature of the project, specifically, along the shoreline of the New River, several governing bodies will be informed of the project, prior to, during and after completion. Among the permits to be reviewed are: the U.S. COE Section 10 of the River Harbor Act of 1899 (33 USC 403), a Nation Wide Permit (NWP), and a Pre-Construction Notification (PCN) form. ' Section 10 of the River Harbor Act of 1899 requires authorization from the Corps of Engineers, for the dredging or disposal of dredged materials, excavation, filling, 1-c channelization, or any other modification of navigable water of the United States. 111c NWP, is necessitated to ensure that activities authorized by the COE have minimal individual and cumulative adverse impacts on the aquatic environment. The PCN form will be the first application filed. The Division of Water Quality will use the data supplied in the form to determine which pennit applies to the project. The information supplied in this term includes data used for Section 404 and/or Section 10 Nationwide, Regional and General Permits, Section 401 General Water Quality Certifications, and Riparian Buffer and Watershed Buffer Rules. Thus, based upon the approval of the PCN application it is conceivable that no further permits may be required. A cursory review of the required information used in the PCN does not show any concern for delay of the project. Lead Lead is a naturally occurring metal, typically bluish-gray, found in the earth's crust. The metallic material has no smell or taste and does not dissolve in water or burn. However, lead, may be affected by the acidity and temperature of water and can combine with other materials forming lead compounds or lead salts. It is these compounds and salts which can dissolve in water or burn. Some of these chemicals that contain lead are broken down by sunlight, air and water to other forms of lead. As a result, levels of lead may build up in plants and animals From contaminated air, soil, or water. Appendix 11 lists the physical and chemical properties of lead and lead compounds. Summary In summary, three firing ranges on MCB Camp Lejeune are slated for a pro-active environmental restoration project. During the project a maximum of 1000 feet of shoreline, divided over three separate locations, as seen in Fignires 8, 9 and 10, will be r r temporarily disturbed. The exact length and location of the excavation may be adjusted, based on the actual location of the spent lead bullets, ammunition casings, and other debris; as such, it is expected that the actual length of shoreline disturbance will be less than the 1000 feet.
