Based on our review of the project plans and specifications that indicate a total built -upon area of 1.7 acres or 10.2 percent coverage for the site, we have determined that the project complies with the Stormwater Regulations set forth in Title 15A NCAC 2H. 1003 (a)(3). This Certification shall be effective from the date of issuance until rescinded and the project shall be constructed in accordance with the plans and specifications as filed with the Wilmington Regional Office. Any modification of the plans submitted to this Office or further development of this site will require an additional Stormwater submittal/modification and approval prior to initiation of construction. The in-service date is December 1, 1992. The Topsail 230 kV Substation site is on NCSR 1592, off US Hwy 17, approximately two miles north of Hampstead. The site is currently undeveloped and contains 16.7 acres; 6.8 acres of which are wetlands. The enclosed topographic survey shows the wetlands along the southwest property line. Relatively low but dense vegetation covers the wetland areas. Scattered immature pines cover the upland areas. Existing ground surface elevations range from approximately 54 ft in the ditch near the south corner to 61 ft along the northeast property line. Westinghouse Environmental and Geotechnical Services, Inc. investigated the subsurface conditions at the site with ten soil borings 10 feet deep and one, 30 feet deep. The borings generally encountered loose to firm, sometimes clayey, fine to medium sand interbedded with a two -to -three -foot -thick layer of very soft to soft clay. At the time of drilling, the groundwater was at an average depth of 3.5 feet. The substation will have an initial fenced area of 170 feet by 210 feet and an ultimate fenced area of 260 feet by 210 feet. We will grade for the ultimate yard size 300 feet by 250 feet. The access road will be 830 feet long and 20 feet wide. Most of the grading will consist of placing and compacting off -site fill. I anticipate maximum cut and fill depths of 2.5 feet and 3.5 feet, respectively. We will move between 4500 and 5000 cubic yards of soil, including strippings, to build the substation. I anticipate the grading for the substation will proceed in the following sequence: 1.) At the access road entrance, the grading contractor will install pipe P2 in the existing ditch along the west side of NCSR 1592. They will line the ditch with the Class A erosion control stone at the inlet and outlet in general accordance with Sections 6.15 and 6.31 of the Erosion and Sediment Control Planning and Design Manual (hereafter referred to as the Manual). 2.) At this location, the contractor will construct a temporary gravel construction entrance in general accordance with Section 6.06 of the Manual and with Drawing Number RAC-24805. 3.) The contractor will clear approximately 4.5 acres for the access road, substation and transmission. line tarp. The contractor will not clear outside the limits shown on Drawing Number RDC-25819. They will either burn the trees and underbrush on site or dispose of these off site. 4.) Concurrent with the clearing, the contractor will install the silt fencing along the southwest and northwest sides of the cleared area. They will install the fencing in general accordance with Section 6.62 of the Manual and Drawing Number RAC-24525. 5.) The contractor will excavate ditches D1 through D4 with 4 to 1, horizontal to vertical, side slopes and will install stone check dams at the outlets of D3 and D4. They will temporarily seed the ditches, using straw held in place with netting as the mulch. They will complete this work in general accordance with Sections 6.10, 6.14, 6.21, 6.30 and 6.83 of the Manual. (00460RMP.LVR) EEB 5 1992 ij t lYl 6.) The contractor will install pipes P1A&B with flared end sections at the inlet and outlet and with a Class A erosion control stone dissipator at the outlet. They will complete this work in general accordance with Sections 6.15 and 6.41 of the Manual. 7.) The contractor will strip any topsoil or unsuitable material from the access road and substation areas. Depending on the quality of the topsoil, they will either use it as fill or dispose of it on site. They will complete this work in general accordance with Section 6.04 of the Manual. 8.) The contractor will grade the access road and substation, using 4 to 1, horizontal to vertical, side slopes. This grading will consist mostly of replacing suitable strippings and placing off - site fill soil. They will compact these soils in lifts, to 95 percent of the Standard Proctor maximum dry densities. At the end of the rough grading and in general accordance with Section 6.03 of the Manual, the contractor will roughen the cut and fill slopes to be seeded. "Any borrow material brought onto this site must be from a legally operated mine or other approved source. A single use borrow site or an area to waste material is only permissible if it is operated under total control of the Financially Responsible person or firm (CP&L) who is developing this site and a plan modification is submitted to this (Land Quality Section) office that includes the area in question." 9.) The grading contractor will cover the access road with a 6-inch-thick layer of ABC stone. The fence contractor will install the 7-foot-tall perimeter fence and 4-foot-tall access road fence. 10.) The landscaping contractor will permanently seed, lime, fertilize and mulch all disturbed areas outside the perimeter fence and access road. They will use straw held in place with netting as mulch for the ditches. They will complete this work in general accordance with Sections 6.03, 6.11 and 6.14 of the Manual. 11.) When the construction crews have completed the work inside the fence, the grading contractor will fine grade this area and cover it with a 4-inch-thick layer of ABC stone. 12.) The contractor will reseed any areas needing repair. When all disturbed areas are stabilized, the contractor will remove the sediment fence and check dams. Enclosed as part of this Erosion Control Plan are: a table presenting the ditch and pipe design conditions and parameters, our standard silt fence and construction entrance details, copies of the referenced sections of the Manual, the grading plan and topographic survey. We will complete the grading for this project in general accordance with the Memorandum of Understanding between Carolina Power & Light Company and the Land Quality Section of the Department of Natural and Economic Resources (now Environment, Health, and Natural Resources) dated June 20, 1975.
