Landon Davidson, P.G., Regional Supervisor Water Quality Regional Operations Section Asheville Regional Office Division of Water Resources, NCDEQ Subject: Response to Notice of Violation Nov-2020-DV-0138, NOV NOI-2020-DV-0139 Sanitary Sewer Overflows -March 2020 Collection System Permit No. WQCS00170 Bryson City Collection System Swain County APR 2 7 2020 Water Ouality Regional Operations Asheville Regional Office The Town of Bryson City has taken the following actions in response to the Notice of Violation letter dated April 15, 2020 for violations on 3/23/2020. As we have continued to experience severe rain events, we have taken the following steps to address the Inflow and Infiltration (I&I) in our system: 1) We have received $95,000 for an Asset Inventory and Assessment Grant. This funding has been used to conduct a comprehensive infiltration/inflow evaluation of our sanitary sewer collection system. The results are being used to help the Town prioritize the areas to repair and/or replace within the sewer system which will have the most impact in reducing I&I. Flow meters, smoke testing, and video inspections of the sewer lines have been performed. McGill Associates, the engineer responsible for completing the study is currently putting together a comprehensive report. Also, during this "Stay Home Stay Safe" order, we experienced pump failures at our Influent Pump Station on this date. Two of the three pumps malfunctioned due to "flushable" rags and other debris getting wrapped tip in the pumps. The maintenance crew pulled the pumps to find that a couple of cables had been destroyed. We have ordered new cables to be installed and we also contacted the Swain County Manager and explained that the jail would need to install a grinder pump (the one at the jail no longer works). We also feel with more people at home and trying to sanitize they are flushing more rags and towels than usual. Many of the towelettes state "flushable" but they are not.
