July 15th. The Division has no objection to your request. Therefore, NPDES
permit NCO030180 is rescinded, effective immediately
If in the future your department wishes to discharge wastewater to the
State's surface waters, it must first apply for and receive a new
NPDES permit.

The Division has reviewed your request to renew the subject permit. Please review this draft
carefully to ensure your thorough understanding of the information, conditions, and requirements
it contains.
The draft permit includes the following significant changes from the existing permit:
➢ The updated compliance limit for Total Residual Chlorine has been added to section A. (1)..
➢ Parameter codes have been added to section A. (1) to simplify DMR data entry.
➢ The list of treatment components has been updated.
With this notification, the Division will solicit public comment on this draft permit by publishing a
notice in newspapers having circulation in the general Caswell County area, per EPA
requirements. Please provide your comments, if any, to me no later than 30 days after
receiving this draft permit.
Following the 30-day public comment period, the Division will review all pertinent comments and
take appropriate action prior to issuing a final permit. If you have questions concerning the draft,

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
North Carolina Department of Correction
is hereby authorized to discharge wastewater from a facility located at the
Blanch Youth Center WWTP
2061 High Rock School Road
Blanch
Caswell County
to receiving waters designated as Country Line Creek in subbasin 03-02-04 of the
Roanoke River Basin in accordance with effluent limitations, monitoring
requirements, and other conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective June 1, 2012.
This permit and authorization to discharge shall expire at midnight on May 31, 2017.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or
discharge are hereby revoked. As of this permit issuance, any previously issued
permit bearing this number is no longer effective. Therefore, the exclusive authority
to operate and discharge from this facility arises under the permit conditions,
requirements, terms, and provisions included herein.
The North Carolina Department of Correction is hereby authorized to:
1. Continue to operate an existing 0.018 MGD wastewater treatment system that
includes the following components:
♦ Bar screen
♦ Dual septic tanks
♦ Dosing tank
♦ Dual alternating surface sandfilters
♦ Tablet chlorination
♦ Contact tank
♦ Step aeration
♦ Stand-by generator
The facility is located southeast of Hamer at the Blanch Youth Center [2061 High
Rock School Rd] in Caswell County.
2. Discharge from said treatment works at the location specified on the attached
map into Country Line Creek, classified C waters in hydrologic unit 03010104 of
the Roanoke River Basin.

Please note that the prison facility remains closed and there has been no discharge through the
WWTP for several years. The Division of Prisons desires to maintain the NPDES permit in the
event that the reopening of the unit may be required at some point in the future.

Jenny Graznak visited the subject facility on April 23, 2009. She observed that the prison is currently closed
and is not producing any wastewater. Email communication with Ken Hart of the DOC Central Engineering
Division on April 24, 2009 confirmed that "The Blanch Prison Facility remains closed and the wastewater
treatment system is inactive with no discharge." As of December 30, 2008, the monthly DMR submittal and
operator requirements have been waived by Division of Water Quality.
Please keep our office appraised of any pertinent developments that arise regarding this facility and if the
prison re -opens.

The Division has reviewed your letter of November 24, 2008, which states the subject facility is not
producing any wastewater discharge, as the prison is currently inactive.
After considering the recommendations of the staff in the Winston-Salem Regional Office, I have agreed to.
waive the requirement to submit monthly DMRs for the subject facility, effective December 1, 2008. The
DMRs up through (and including) November 2008 should be submitted as usual.
Be advised that if and when any wastewater discharge resumes, the discharge must be monitored as per
the terms of the NPDES permit and other applicable rules or statutes. Please keep the Winston-Salem
Regional Office apprised of any pertinent developments that arise regarding this facility, especially if the
discharge is re -activated.
While requirements for operator visitation, monitoring and reporting are being waived, your company is
still required to pay the Annual Administering and Compliance Monitoring Fee that is associated with this
and all NPDES permits.

SUBJECT: Total Residual Chlorine Policy for NPDES permits
Every three years the State is required by the Clean Water Act to review its surface water quality standards and
classifications, determine if changes are needed and to make any necessary changes. This review process is referred to .
as the "triennial review." Public hearings were held to solicit comments for the 2000-2003 Triennial Review of surface
water quality standards during the summer of 2002. The Hearing Officer's recommendations were presented before
the state's Environmental Management Commission on October 10, 2002.
The Hearing Officer's recommended changes included modifications to the existing standards for Arsenic, Cyanide,
Methylene Blue Active Substances (MBAS) and Total Residual Chlorine (TRC). The Hearing Officer also
recommended the addition of a standard for Methyl Tert-Butyl Ether (MTBE).
All of the Hearing Officer's proposed changes were adopted with the exception of MTBE. The changes took effect
on April 1, 2003. This memo documents the changes to the NPDES permitting policy for TRC limits.
Total Residual Chlorine (TRC)
Previously, TRC had an Action Level Standard, except in designated Trout waters. The Triennial Review changes
modified the TRC Action Level Standard to an Aquatic Life Standard of 17 µg/L. The Aquatic Life Standard will
remain for designated Trout waters.
Aquatic Life Standard —17 µg/L (freshwater only) Trout Waters — 17 jig/L
Revised TRC Policy
➢ TRC limits will be assigned to permit renewals and all new permits issued after April 1, 2003.
➢ Facilities that do not use chlorine will not receive a TRC limit; however, the presence of a chlorine back-up
system to augment UV or other disinfection requires a TRC limit.
➢ Facilities discharging to streams with a 7Q10 <0.05 cfs (zero -flow streams) will receive a limit of 17 µg/L.
➢ Limits will be capped at 28 µg/L to protect against acute impacts.
It is likely that many facilities will need to add dechlorination (or use another means of disinfection) to comply with
the new TRC standard. Therefore, a compliance schedule of 18 months from the effective date of the permit may
be added to any TRC limit added during the current permit renewal. This time period is allowed in order for the
facility to budget and design/construct the dechlorination and/or alternative disinfection system(s). The NPDES
Unit has promulgated minimum design criteria in order to expedite permitting of dechlorination equipment.
