As requested in my August 11, 1994 letter for additional information, the Division continues to
need to know if the the sewers immediately downstream of the subject collection system have been
permitted. Since our telephone conversation on December 2, 1994, I have spoken with Ms. Katrina
Morrision, Mayor of the Town of Taylortown, and Mr. Miles Robinson, P.E., consulting engineer. Ms.
Morrision believed that the downstream pump station has been permitted, but not constructed. Mr.
Robinson, however, believed that no application for permit has yet been submitted for the sewer between
the Olmstead Village system and the pump station. Please clarify this discrepancy in writing so the
Divison can continue its review.
Please also verify that the Town of Taylortown is the correct applicant (the original application
listed "Olmstead Village W. Ltd. Partnership" as applicant and you as the signing offical).
Refer to the subject permit application number when providing the requested information. Also,
please note that failure to provide this additional information on or before December 19, 1994 will subject
your application to being returned as incomplete, in accordance with 15A NCAC 2H .0208.

Dear Mr. McKenzie:
The Permits and Engineering Unit has completed a preliminary engineering review of the subject
application. The following items must be addressed before we can complete our review:
1) Please provide the calculations for the estimated average daily flow from the proposed project.
Please be advised that the Division requires the use of the values listed in 15A NCAC 2H
.0200 (i.e. 120 GPD per 1000 S.F., 25 GPD per employee, 250 GPD per water closet).
2) Please provide the NPDES facility permit number (permit number beginning with "NC00") for
the Moore County Wastewater Treatment Facility.
3) Please verify that the downstream sewers have not been permitted. If this is not the case,
please provide the permit number for the downstream sewers. Please be advised that the
Division will not issue the subject permit until the downstream sewers have been permitted.
4) Please complete questions #5 and #6 on page 3 of the application. Please forward 3 copies to
my attention.
5) On February 1, 1993, the Division adopted new regulations that require that the
infiltration/exfiltration rate must not exceed 100 GPD per inch of pipe diameter per mile of
pipe. All sewer extension permit applications received on or after February 1, 1993, must
conform to these new regulations. Please revise page 5 of your gravity sewer specifications to
reflect these changes. Please be advised that the Division is in the process of revising the
application forms to reflect the new regulations. In addition, please revise question #11 on
page 4 of the application. Please forward 3 complete sets of the specifications and 3 copies of
the revised page 4 of the application to my attention.
6) Please provide a flow acceptance letter from the Moore Water and Sewer Authority stating their
acceptance of the quantity of flow listed on page 2 of the application.

7) Please provide a section in the specifications regarding the Division required clearances
between water, sanitary sewer, and storm sewer pipes. Please forward 3 complete sets of the
revised specifications to my attention.
Refer to the subject permit application number when providing the requested information. Please
submit three (3) copies of all information to my attention at the address below. Also,
please note that failure to provide this additional information on or before September 11, 1994 will subject
your application to being returned as incomplete, in accordance with 15A NCAC 2H .0208.
