The proposed Greystone PDD Greenway Trail Connector project will require impacts to Jordan Lake Buffers at two separate stream crossings. The construction of the two stream crossings will result in 2,584 sq ft of permanent buffer impacts and 2,918 sq feet of temporary buffer impact. Buffer Impact Area B1 will result in 714 sq feet of permanent buffer impacts (Zone 1- 467 sq ft; Zone 2 - 247 sq ft) as a result of construction of the greenway trail connector. Buffer Impact Area B1 will also require 1,656 sq feet of temporary impacts (Zone 1 - 1,o63 sq ft; Zone 2 - 593 sq ft) in order to facilitate construction activities. Buffer Impact Area B2 will result in 1,870 sq feet of permanent buffer impacts (Zone 1 - 1,219 sq ft; Zone 2 - 651 sq ft) as a result of construction of the greenway trail connector. Buffer Impact Area B2 will also require 672 sq feet of temporary buffer impacts in order to facilitate construction activities. Mitigation Because greenways are considered an allowable activity in the Jordan Lake Buffer Watershed, the applicant does not propose buffer mitigation. I have attached three copies of the revised PCN and site plans which now identify buffer impacts. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Prior to the determination of the greenway trail connector, the applicant utilized the existing wetland delineation for the property so that impacts to wetlands and `waters' could be minimized. In order to minimize wetland and stream impacts, 6' wide, elevated timber board\nralk will be constructed to create the connection to the existing greenway from Golden Harvest Lane. The utilization of an elevated timber bridge will completely avoid wetland and stream impacts at this greenway trail crossing. The main portion of the greenway trail connector has been designed as a 10' wide trail to allow for bicycle/pedestrian traffic, as well as emergency vehicle access in the event of an emergency. The wetland crossing of the main portion of the greenway trail connector was designed to cross the wetlands/stream at the narrowest point to minimize wetland and stream impacts. To further minimize impacts, this crossing has been designed to utilize retaining walls to stabilize fill, rather that using traditional backslopes which would have increased wetland impacts. To avoid and minimize wetland and stream impacts, an elevated timber bridge will be constructed from the existing greenway from Golden Harvest Lane to the main greenway trail connector. Also, retaining walls will be utilized to stabilize fill for the main greenway trail wetland crossing. During construction, silt fencing will be installed to contain sediment within the project limits and prevent sediment from escaping into adjacent wetlands and streams. 2.
