Project Setting
The applicant owns a 0.29-acre parcel of land adjacent to Tarkiln Creek near Arapahoe in
Pamlico County, North Carolina.. The property is located off NCSR 1350 at 164 Wise Lane at
Camp Jo-Jane. The site is a developed residential lot that is vegetated with mixed upland grasses. A
vertical wooden bulkhead stabilizes the 150 ft long shoreline. Elevation of the property is 9 feet
above the normal water level. The water is 4 feet deep at the end of the proposed structure. The
applicant has an existing 6'x 85' pier with a 32'x 12' boathouse and three 3' by 32' finger piers. A
CAMA General Permit was issued on 31 January 2003 for the installation of a 13' by 13' uncovered
boatlift, but this structure was never constructed.
The property is located in a small residential neighborhood on the north side of Tarkiln
Creek. The properties to the east and west of the project area are developed lots with mobile homes.
The shoreline on both properties is bulkheaded. The lots are vegetated with landscape plants, mixed
pines, upland grasses and scattered hardwoods. There is a concrete boat ramp on the west side of the
property with a gravel drive that extends from Wise Lane to the water's edge. A manmade boat basin
forms the eastern property boundary. Both adjacent properties contain private piers with two
permanent slips.
At this location, Tarkiln Creek is classified SC NSW by the Environmental Management
Commission. The property is located in the Neuse River Basin. The waters are closed to the
harvesting of shellfish.
Project Description
The applicant proposes to construct a 34'x12' covered boathouse adjacent to his existing pier.
He also proposes to construct three 3' by 32' finger piers. The proposed boathouse would be 51'
waterward of NWL and would widen the existing footprint of the pier by 15'. The applicant is
proposing to construct the boathouse in the location of the previously permitted uncovered boatlift.
Anticipated Impacts
The project as proposed would impact 696 ft2. The boathouse and finger piers would usurp
696 square feet of river bottom, all of which would be shaded. As proposed, the entire pier structure
would provide permanent slips for two vessels. Short-term localized turbidity would result from
construction. There should be no additional impacts to navigation

An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

numbers, landmarks, and the like.
