4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The existing site conditions within the project area at JNX include segments of grassed stormwater conveyance, piped stormwater conveyance, and two crossings. One crossing is for
automobile traffic, while the other experiences aircraft traffic. The site is adjacent to a group of hangars and a corresponding taxiway. The project site falls completely within the single
parcel at 3149 Swift Creek Road. Surrounding the airport parcel is mixed residential/commercial land use.
In the vicinity of the proposed project, ponding water and minor flooding have become an issue. The depth and duration of flooding pose a hazard to flight safety. Ponding depths
routinely exceed the FAA suggested maximum of 4 inches.
Ponding water near the arch culvert (automobile crossing) is caused by grading and mis-aligned pipe inverts. Standing water is almost always present in this area, except during
exceptionally dry periods. The issues are exacerbated by undersized pipes downstream. The existing 30" pipes between the crossing and the ultimate outfall are undersized, and result
in significant flooding during larger storm events.
The existing downstream 30" outfall provides a source of hydrology for an intermittent stream beginning immediately downstream of the culvert outfall. The stream crosses the runway
and eventually connects to Reedy Branch, southeast of the Airport. This 30" outfall will be replaced in the same location. However, the new pipe has been sized appropriately to
alleviate flooding concerns.
Adjacent to the project area, access improvements were constructed in 2017. The project improved access for tenants, delivery vehicles, and fuel trucks. The Categorical Exclusion was
prepared in February 2017. Currently, another project is under construction which will incorporate a new Fixed Based Operator, Maintenance Facility, and expanded parking area. The
Short Form EA was prepared in November 2019.

4h. Explain the purpose of the proposed project:*
The proposed project is designed to resolve ponding water and flooding. In addition to the safety concerns mentioned in "4a" above, flooding of the parking areas, taxi lanes, and
hangars has been documented. In order to resolve these issues, WSP proposed a closed drainage network that would replace the hydraulically deficient system. In addition to the
closed drainage network, the proposed improvements include fine grading to ensure proper surface flow.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The proposed project will implement a closed, subsurface system which Will combine the flows from the two, 42" and one, 30" storm drain pipes near Swift Creek Road. The newly
installed system will be comprised of 48" and 54" RCP. The larger pipe diameter provides an improved level of service, thereby decreasing the potential for flooding.
Grated drop inlets will be installed throughout the system to connect pipes and collect any surface runoff. In between the proposed inlets, shallow swales will be utilized to promote
positive drainage. A riprap pad will be installed at the outfall to ensure stability. The ouffall location will match the existing condition, and the most downstream pipe will be the same
length as the existing (307 LF). Temporary impacts to the stream channel will be limited to what is necessary to install the pipe and riprap. Permanent fill impacts will be limited to the
footprint of the riprap stabilization.
The contractor will be instructed to use lightweight equipment when necessary. A backhoe and skid -steer will likely be utilized to install the pipe and grade the site as necessary. Access
to the buffered outfall Will be limited as feasible, to minimize duration and magnitude of buffer impacts.

The outfall location will match the epsting condition. Temporary impacts to the stream channel will be limited to what is necessary to install the pipe
and riprap. Permanent fill impacts Will be limited to the footprint of the riprap stabilization.

Methods of access and construction will be selected to minimize impacts to in situ soil conditions and to epsting trees. Where feasible, epsting
vegetation will be maintained. Lightweight equipment Will be used to prevent excessive soil compaction, and harm to epsting root mass. Appropriate
erosion and sediment control measures will be utilized to prevent sediment from entering the stream channel. All disturbed areas within the channel will
be stabilized at the end of each day.

are required.
