Field Investigation Report: Paul M. Tripp Page 02 9. NARRATIVE DESCRIPTION: The Paul M. Tripp project is located at 270 Straits Point Rd, in the community of Straits. The lot is adjacent to Mekins Creek which is a canal extending off of The Straits. This property is 27,805ft2 in its entirety and is currently undeveloped. The shoreline is 110' in length and consists of a 35' wide fringe of Coastal Wetlands containing Smooth Cordgrass (Spartina alteniflora) and Black Needle Rush (Juncos roemarianus). The high ground portion of the site is naturally vegetated with woody plants. Existing between the high ground and Straits Point Rd. is an area of ACOE Jurisdictional Wetlands and approximately 6,000ft2 of irregularly flooded Coastal Wetlands containing mostly Salt Grass Qistichlis s ita cata). Water depths in Mekins Creek range from -1' to -2' at NLW. Bottom substrate contains mostly sand and silt. No SAV exist in this area. The Division of Water Resources classifies this area of The Straits as SA waters. This is not a Primary Nursery Area. This portion of Mekins Creen is closed to harvesting shellfish. The parcel is classified in the Carteret Co. LUP as Rural. 10. PROJECT DESCRIPTION: The applicant is proposing to create an access to his high ground by constructing a driveway through irregularly flooded Coastal Wetlands and USACOE federal wetlands. There would be 331ft2 of Coastal Wetland(Distichlis spicata) and 150ft2 of federal wetlands filled for the placement of the 10' wide driveway. A culvert would be placed under the proposed driveway to allow for existing drainage. A 54' retaining wall would be placed on the North side of the driveway and a 25' driveway would be placed on the South side of the driveway to prevent sediment transport into adjacent wetland areas. The proposed driveway would provide access to a proposed single family residence. The home would be 896ft2. It would be built landward of the 30' buffer and create —15.5% impervious coverage within 75' of NHW. The entire property would be —12.8% impervious. A total of 9,488ft2 of high ground would be disturbed. The home would be served by an existing offsite septic system. A sewer supply line would be trenched under the wetland area to connect the home with the disturbed substrate returned to predevelopment elevation and contour. A dock is proposed to provide access to Mekins Creek. The dock would be 5'X60' with a 6'X20' platform at the end. The overall dock would extend 18' from waterward edge of marsh into the 74' wide waterbody. Water depths are -1' NLW at the terminus of the proposed dock. The proposed dock would be constructed 30' from each neighboring riparian line. 11. ANTICIPATED IMPACTS: This project would result in the filling of 150ft2 ofACOE jurisdictional wetlands and 331ft2 of irregularly flooded Coastal Wetlands. The proposed driveway is located such that impacts to wetlands would be minimized while providing the only reasonable access to the property. There would be 9,488ft2 of high ground disturbance with impervious areas well under 30%. The proposed dock would shade 210ft2 of Coastal Wetlands and usurp 156ft2 of Public Trust Area. Name: Ryan Davenport Date: 4/2/20 Morehead City CAMA APPLICATION PROJECT NARRATIVE 270 Straits Point Road Project Paul M.Tripp Applicant RECEIVED MAR 16 2020 DCM-MHD CITY The proposed project is a building site at 270 Straits Point Road, Beaufort NC for a small (28' x 32') single family residence and is designed to preserve and maintain the natural setting of the waterfront lot on Mekins Creek and to minimize impact to the existing federal and coastal wetlands, vegetation and habitat on the lot. The proposed building site design includes a driveway, building pad for the residence, tie into an existing tri-party septic system and a small private dock (5'X 60') and platform (6'X20'). As there are designated areas of Waters of the US Wetlands and Coastal Wetlands between the road (Straits Point Rd - State Road 1341) and the buildable area of the vacant lot, a driveway for ingress and egress (driveway) to the residence must be built across the wetlands. There is no other access from the road to the house other than to cross a very small area of the wetlands. The driveway has been strategically located at "the head of the wetlands" to avoid and minimize the disturbance to any biological or vegetative habitat. The driveway design will tie into the higher filled area of the adjacent neighbor's property to the south where a typical neighborhood green grass lawn is growing. Fill dirt will need to be brought in for this project for both the driveway and the building pad for the home, but the only area where the fill will impact or cross the designated wetlands area is in the southeast corner of the lot and along the south property line for the driveway. We estimate that approximately 481 sq ft of wetlands will be disturbed where the driveway ties into the neighbors higher filled grassy lawn on the south property line. The fill for the home's building pad falls 100% outside of the designated wetlands areas. The driveway will be retained by short retaining walls on both sides and one 12" culvert within the wetland area. Once the driveway is in place, there will be little to no disturbance of the roadside wetlands area during the next phases of the construction process which would be to fill the building pad (home site) area and tie in the home's portion of the septic system to the existing off -site tri-party system. The Developer shall not transfer ownership of the wastewater collection, treatment and disposal system to the Association until the system has been inspected, permitted, and determined to be operating in accordance with applicable rules and permit conditions. 3. The Association, after transfer of ownership of the wastewater collection, treatment and disposal system to it by the Developer shall thereafter properly maintain, operate, and repair the system in accordance with laws, rules and the conditions of the permit. The Association shall levy and collect the assessments provided for in its bylaws, including special or additional assessments; and, in the event that the sum realized by the levy of such assessment shall not be adequate to maintain, operate, and repair each system as required by laws and conditions of the permit, the Association shall take such action as is necessary to secure funds for such purposes- 4- The Association, in its duly filed bylaws, shall identify the entire wastewater collection, treatment and disposal system as a common use area, although the area will be owned collectively by the 3 lot owners, which will receive the highest priority for expenditures by the Association, except for Federal, State, and local taxes and insurance. 5. The Association, upon dissolution, shall provide for the continued proper operation, maintenance, and repair of each wastewater collection, treatment and disposal system. 6. The Association, except upon dissolution, shall not transfer, convey, assign, or otherwise relinquish or release its responsibility for the operation, maintenance, and repair of it wastewater collection, treatment and disposal systems.
