Daily operations of the site will include a public walking trail with access to both of the two (2) smaller piers and one (1) longer pier. Shoreline improvements will be constructed to repair Hurricanes Florence & Dorian damage and to protect the existing shoreline from further erosion. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. Construction of the piers, shoreline stabilization, and marsh sills will be by conventional marine construction equipment including barges and cranes. The equipment will be onsite only a sufficient time to complete the pile driving, pier installation, and shoreline protection work. Materials for in -water improvements will be stored in upland areas and transferred to barges for in -water construction. Timber pier piles will be driven into the substrate to minimize turbidity. d. List all development activities you propose. The construction of three (3) piers and shoreline improvements including removing and replacing existing riprap and the installation of a marsh sill, backfill, and planting of spartina alterniflora below the normal high water line. e. The shoreline of the property runs east to west for approximately 2,550 feet. Buildings, parking, and open green spaces are located along the shoreline in many places less than 50 feet from the normal high tide line. There are five (5) parcels along the waterfront that are owned by the Carteret Community College and the Carteret Community College Board of Trustees (Sheet A). These two (2) entities will be joint applicants for the permit. A combination of hard and soft shoreline stabilization measures are proposed as two alternative projects, the base bid revetment project and the living shoreline alternate project. The objective of the living shoreline alternative is to minimize the hard armoring of the shoreline limiting rehabilitation to locations fronting critical infrastructure and supplement those measures with living shoreline treatment. This alternative is dependent upon receipt of grant funding that has been applied for by the College through the National Fish and Wildlife Foundation's Emergency Coastal Resilience Fund. The living shoreline measures will provide aesthetic and environmental enhancements as well as toe protection for the shoreface armoring measures. An articulated concrete mat is proposed to armor the shoreline in lieu of the riprap revetment in the living shoreline project. A site plan of the proposed improvements is shown on Sheet 03. PROJECT DESCRIPTION Western Segment - Western end of college property. No shoreline stabilization improvements are proposed to the existing and functioning living shoreline improvements at the Carteret Community College Shoreline Improvements RECEIVED February 20, 2020 Major CAMA Permit Application — Narrative Page 1 of 6 FEB 2 4 2020 DCM-MHD CITY western end of the project in front of the CMAST and Aquaculture Laboratory buildings. As part of the College's waterfront access project, an observation deck and 10' wide sidewalk along the shoreline is proposed. The observation deck will be of light timber construction and include a pier 10 ft. wide extending approximately 22 ft. seaward to a 12 ft. by 20 ft. platform above high ground. (Sheet 08). This pier will be connected to the public elevated sidewalk and open to the public with educational installed on the pier therefore a 10' width is recommended. Western Segment - Base Bid Revetment Project - Shoreline segment fronting the parking lot, Student Center and Civic Center. Two alternatives are presented for stabilization of the western segment of the shoreline. Sheet 04 shows a base bid project that includes removal of the concrete debris along approximately 360 linear feet of shoreline and replacement with a conventional layered riprap revetment. Revetment improvements involve complete removal of the concrete debris down to the ground beneath and replacement with a graded riprap revetment with a filter layer on the ground, an intermediate stone size fill and a layer of larger armor stones. A concrete and vinyl cutoff wall will be constructed along the landward edge of the revetment with an approximate length of 330 feet. The top of the wall will be at the ground level and will tie into the vinyl wall in the center segment. The purpose of the wall is to minimize and attenuate water runoff from the land at the back of the riprap and keep soil from the upland from being eroded from behind the revetment. A section of the revetment is shown on Sheet 05. Western Segment - Alternative Living Shoreline Project. This alternative involves a softer treatment of the shoreline including armoring of the upper shoreline by removing the concrete debris, grading to a 3:1 slope and placing an AmorFlex© articulated concrete mat along the shore face. The voids in the armor units are then filled with soil and grassed. That grass can be maintained or left to grow unmaintained. The ArmorFlex© mat is placed on a foundation layer of filter fabric and aggregate that is sized larger than the voids in the armor mat. Sheet 10 provides a plan view of this alternative. A riprap sill with a 12 ft. wide base, 4 ft. high will be placed some 30 feet seaward of the mean high water line offshore of the toe of the AmorFlex© mat at an elevation of approximately -2, NAVD88. The top of the sill will be at elevation +2. The bottoms between the toe of the armor and the sill will be filled with sand and planted with marsh grasses at elevations conducive to propagation of marsh grasses. This will provide both aesthetic and environmental enhancements of the shoreline as an alternative to hardening with riprap. A section illustrating the improvements is shown on Sheet 11. Common to both the base bid and alternative living shoreline project along the western segment is construction of an elevated pervious Hogslat concrete sidewalk 10 feet wide along shoreline landward of the revetment (Sheet 03). This elevated walkway will be outside of the 30' CAMA buffer except for where it will connect to the piers. Also common to both is construction of a public water access pier 10 feet wide extending approximately 128 feet from shore with a 20 ft. by 50 ft. platform at the seaward end and one 6 ft. by 40 ft. finger pier on the eastern side of the walkway in deeper water. The finger pier will have a 4 ft. by 20' floating dock that will be used as a kayak launch. An articulated gangway will connect the two (2) structures (Sheet 09). This pier will be accessible to the public as it is connected to the proposed elevated pervious sidewalk and therefore a 10 foot width is recommended. Center Segment — Base Bid Project - Shoreline fronting the Civic Center and Smith Building. The concrete Fiberform mattress will be saw cut approximately 4 feet from the face of the wall and that space cleaned out and filled with a graded riprap filter and armor stone. The plan for the center segment improvements is shown in Sheet 04. A typical section of the improvements is shown on Sheet 06. Center Segment— Alternative Living Shoreline Project. The offshore riprap sill will be placed at approximate elevation of -2 NAVD88 with the crest of the sill at elevation +2.0 (Sheet 10). There will be gaps in the sill every 200 feet to facilitate flushing from behind the sill and short sill sections fronting the gaps to protect against erosion hot spots of the fill and grasses at the gaps. Improvements under the revetment project along this segment of the shoreline are similar to the improvements proposed for the western segment under the base bid revetment project. Revetment improvements involve complete removal of the concrete debris down to the ground beneath and replacement with a graded riprap revetment with a filter layer on the ground, an intermediate stone size fill and a layer of larger armor stones. A concrete and vinyl cutoff wall will be constructed along the landward edge of the revetment with an approximate length of 310 feet. The top of the wall will be at the ground level. A plan of these improvements is shown on Sheet 04. Eastern Segment— Alternative Living Shoreline Project. The living shoreline improvements in the eastern segment are an extension of the offshore riprap sill and marsh grass planting project along the western segment. The tops of the riprap sills with be nearly submerged at high tide. Treated timber witness posts will be driven at the toe of the riprap with reflective material at the top to serve as a warning for shallow draft boats navigating near the shoreline and prevent them from running aground on the riprap sills (Sheet 13). Common to both the base bid revetment and alternative living shoreline projects along the eastern segment is construction of a continuous elevated concrete sidewalk 10 feet wide along shoreline landward of the revetment, and construction of a second public observation deck with a 5 ft. wide pier extending some 40 ft. from shore with a 12 ft. by 20 ft. platform on the seaward end (Sheet 08). The platform will not extend more than 6' over the proposed wetland plantings. This pier will be connected to the public elevated sidewalk and open to the public with educational installed on the pier therefore a 10' width is recommended. EXISTING CONDITIONS Site Topography and Hydrography - The topography of the upland development site is relatively flat varying from 4 to 20 feet in elevation on the site. The base flood elevation at the site is 9 feet (NAVD 88 datum). Wetlands - There are small pockets of coastal wetlands near the east and west ends of the shoreline repair project. These wetlands will not be impacted as part of the project. There are no wetlands where the piers will be located. There are existing oyster clusters along the base of the riprap to be removed and small oyster beds located seaward of the shoreline. These oyster clusters will be removed and relocated on -site. Areas of Archeological or Historic Value — There are no known areas of archeological or historic value on the site. Navigation —The three (3) proposed piers and the marsh sill will be located outside of the setback from the federal channel. The federal channel boundary line runs parallel to the shoreline. Stormwater — The College is working with a consultant to combine the existing INC state stormwater permits for the site. The consultant is working with Christine Hall from NCDEQ. METHODS OF CONSTRUCTION Construction of the piers, shoreline stabilization, and marsh sills will be by conventional marine construction equipment including barges and cranes. The equipment will be onsite only a sufficient time to complete the pile driving, pier installation, and shoreline protection work. Materials for in -water improvements will be stored in upland areas and transferred to barges for in -water construction. Timber pier piles will be driven into the substrate to minimize turbidity. PROJECT SCHEDULE Construction of shoreline improvement project is expected to start soon after permit issuance and within the permitted time frame. Narrative Description: The Carteret Community College/CCC Trustees project is located at 3505 Arendell Street within Morehead City, Carteret County. The site is found by following 70 East (Arendell St.) towards Carteret Health Care hospital. The college will be located directly across from the hospital entrance along Arendell St. The site location is along the entire south side of the college property. The college property is 44.3 acres (1,929,925sf) in its entirety and 4' to 20' above nhw depending on location and is along Bogue Sound and consist of five parcels. The upland vegetation mainly consists of lawn grasses and trees. There are wetlands along this area of the property and consist of Spartina alterniflora, Spartina patens, Juncus roemerianus and non - coastal wetlands. There are existing groins and breakwaters along the property (cove areas) that were permitted in the past. The Division of Water Resources classifies this area as HQW/SA Waters. This area of Bogue Sound is not designated as a Primary Nursery Area and is open to the taking of shellfish. The Morehead City Land Use Plan classifies this area as Public Institutional with Conservation within the AECs. Water depths within this project location are -6 inches nlw/mlw to -12' nlw/mlw (field verified), depending on location. The bottom substrate is sand and there are SAV located and marked within the western cove area around 303 College Circle. The width of the waterbody within this location is approximately 2,800 feet plus per Google Earth. The east edge of the property is 245' from the setback of the AIWW. A previous major permit 18- 18 was issued as well as a previous Stormwater permit 960424. 10) Proposed Development: As a part of the Colleges waterfront access project and implementation of living shorelines with the help of grant funding through the National Fish and Wildlife Foundation's Emergency Coastal Resilience Fund, the applicants are proposing the construction of a public walking trail, two observation piers, a 1-slip docking facility with kayak launch, riprap shoreline stabilization and sill construction. The applicants are proposing to construct a 10' wide pervious sidewalk/walkway around the outer boundaries of the five parcels that encompass the CCC/CCC Trustees campus. The sidewalk/walkway would start along the eastern Arendell Street side of the campus and extend south towards Bogue Sound, follow along the south side of the campus (along Bogue Sound) to the west and then extend north towards Arendell Street. All portions of the sidewalk/walkway within the 30' CAMA buffer would consist of elevated slatted concrete panels which is a pervious design. The total BUA within the 75' CAMA AEC is 11.6% with a total of 41.5% BUA for the entire tract/tracts. Carteret Community College/CCC Trustees is currently working with NCDEQ Stormwater section on modyfying their current stormwater permits (#960424) for the site. Field Investigation Report Carteret Community College 3505 Arendell Street Page 3 of 3 The first of two proposed observation piers would be located along the western portion of the college parcels and directly south of the CMAST and Aquaculture Laboratory Buildings. All portions of the pier and platform would be landward of NHW approximately 5' to 7', would connect to an elevated sidewalk and would be open to the public. The fixed pier would be 10' x 24' and intersect a 10' X 20' platform and would be located approximately 90' from the western riparian access line. Per the applicant, due to ADA regulations the access would be 10' wide. To the east approximately 750' from the proposed observation pier one location is an existing one -slip docking facility that would remain unchanged. The second proposed observation pier would be located along the east side of the property approximately 300' from the eastern riparian access line. It would be located along the parcel east of the Civic Center property. The access would connect to the proposed pervious sidewalk/walkway and extend south for 30' and intersect normal high water. It would then continue for the final 26'. This portion would be located over coastal wetlands and would be elevated a minimum of three feet above substrate. The fixed pier would be 5' x 56' (total length) and intersect a 12' x 20' t-head platform. A 7' x 20' section of the platform would be located over a section of proposed marsh sill. The final pier proposed for the project is a one -slip docking facility with a kayak launch. It would be located approximately 700' to the west of the eastern riparian access line and 245 landward of the AIWW setback. The width of the pier would be 10' wide and would extend from the proposed walkway/sidewalk over high ground for 46' until it intersects high water and then continue south for 32' over coastal wetlands and a portion of the proposed sill. It would continue over open water for the final 58' and would intersect a 20' x 50' 1-head platform (easterly direction). There would be a 12' wide x 40' long wet slip on the landward side (northern) of the proposed platform. A 6' x 40' finger would extend from the pier to the east and would help designate the wet -slip. A 4' x 20' floating kayak launch would extend north 15' and along the landward side of the proposed fixed finger and would be accessed by a gangway. The applicants are also proposing to stabilize the existing shoreline with rock riprap within two sections that need to be replaced. They are proposing to use NCDOT #57 marl or granite stone with a 6" thickness, NCDOT class B marl or granite stone with an 8" thickness and filter fabric. The first area for the riprap replacement for shoreline protection would be located along the proposed one -slip docking facility with kayak launch. 360' linear feet of existing concrete debris would be removed to the ground beneath, replaced with filter fabric, smaller stone base with the larger riprap on top. The base of the riprap would be a maximum of 20' wide. A 330' concrete and vinyl cutoff wall would be constructed landward of the proposed riprap with the top of the proposed wall at ground level and would then tie into the existing vinyl wall along the center segment. Per the applicant the purpose of the wall is to minimize and attenuate water runoff from the land at the back of the riprap and keep soil from the upland from being eroded and scoured from landward of Field Investigation Report Carteret Community College 3505 Arendell Street Page 4 of 4 the revetment. The second proposed rock iprap area would be located along the eastern side of the property and within the area of the proposed observation platform number two. Approximately 295' linear feet of existing concrete debris would be removed to the ground beneath, replaced with filter fabric, smaller stone base with the larger riprap on top. The base of the riprap would be a maximum of 20' in width. A 310' concrete and vinyl cutoff wall would be constructed landward of the proposed riprap with the top of the proposed wall at ground level. The final portion of the project is for the construction of an offshore sill along the property. The sill would start approximately 1,125' east of the western riparian access line. It would be 12' wide, 1,280' long, 4' high and a maximum of 30' waterward of NHW. The top of the sill would have an elevation of +2' and would have gaps every 200 feet with riprap sill segments offshore of the gaps to help prevent erosion of the marsh at the gaps. The areas landward of the sill placement shall be planted with Spartina Alterniflora. 11. Anticipated Impacts: The proposed development would fill and usurp 18,567 ft2of shallow bottom habitat, shade and incorporate 3,100 ft2 of open water and grade, shade 320 sf of coastal wetlands, fill and disturb 21,335 ft2of high ground. A total BUA of 11.6% within the 75' AEC is proposed with 41.5% for the entire tract.
