Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The existing site is used as a public boat access area and parking lot. The site was purchased by the State of North Carolina in 1958 and the boat access area was constructed in appropmately 1960. The ebsting ramp is a single lane concrete ramp with a floating courtesy dock on one site. The access drive is a gravel and sand road with a small area of gravel and sand parking. Most of the parking area is grass. The adjacent properties to the east and west (along Contentnea Creek) are vacant and wooded. The property to the north across Contentnea Creek is vacant and wooded. South of the property is the Town of Snow Hill, including a waste water treatment plan and parking areas. 4b. Explain the purpose of the proposed project:* The project will replace the aging and cracked concrete boat ramp with a new single lane concrete ramp with floating courtesy dock on one site to improve the function and longevity of the site. Concrete handicap accessible parking spaces and sidewalks will be added to the site to make the site ADA complainant. A fixed fishing pier will be constructed along Contentnea Creek to provide an ADA fishing area to the site for public use. A small area of gravel parking will be added in the existing grassed area. The ebsting entrance road will be improved to provide better access to the site. The ebsting culvert that allows the access drive to cross a UT to Contentnea Creek will not be modified. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Tracked excavator Will be used to remove the ebsting concrete ramp and courtesy dock. The demolition materials Will be loaded into dump trucks and taken to a landfill for disposal. An excavator will be used to grade the ramp area and place stone base. The newconcrete ramp will be constructed using the push slab method. The new ramp Will be poured on dry ground and pushed into place With bulldozers. Bulldozers, excavators, and a motorgrader Will be used to grade the parking lot and access drive. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The new boat ramp Will be placed in the same location as the epsting ramp to minimize the impact to Contentnea Creek and its buffer areas. The ramp will be constructed using the push slab method so that a coffer dam doesn not have the be built around the ramp site. The fishing pier must be located along the creek bank to allow fishermen to reach the water. The pier is sited next to the boat ramp in an area that limits the trees and vegetation that must be removed to reach the creek. The epsting access road and culvert will be used to access the site. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The epsting ramp will be removed using a long reach excavator working from dry ground. The new ramp will be constructed on dry ground and pushed into place in the creek with bulldozers. Piles for the fishing pier will be driven from dry ground. 2.
