SUBJECT: Traffic Forecast for U-5808 (Chestnut Lane Connector), Union County Please find attached the 2016 / 2040 Traffic Forecast for the above mentioned project. TIP Project No. U-5808 is proposed as Chestnut Lane Connector from SR 1367 (Matthews -Indian Trail Road) to Gribble Road in Indian Trail, North Carolina. The 0.33-mile project is located in Union County (NCDOT Division 10) within the Town of Indian Trail. The portion of the Connector from Gribble Road to SR 1109 (Old Monroe Road) is being constructed as a separate project. This forecast covers the entire Chestnut Lane Connector from SR 1009 (Old Monroe Road) to SR 1367 (Matthews Indian Trail) and beyond to US 74 (Independence Boulevard); it also includes the parallel route of SR 1008 (Indian Trail Road) between the same extents. Subject project TIP U-5808 is in the current 2016-2025 STIP and is not included in the CRTPO 2040 MTP list. This project lies within the Charlotte Regional Transportation Planning Authority (CRTPO). This forecast has been reviewed and approved by the Transportation Planning Branch on January 17, 2017. Stuart L. Basham (NCDOT-Division 10 Planning Engineer), Sean Epperson, PE (Division Traffic Engineer) and Rox Burhans, AICP (Senior Planner - Town of Indian Trail) were consulted during the development of this forecast. The following scenarios are provided in this forecast: 1. 2016 Base Year No -Build 2. 2016 Base Year Build 3. 2040 Future Year No -Build (Fiscally UnConstrained) 4. 2040 Future Year Build (Idealized and Representative of Superstreet) (Fiscally UnConstrained) 5. 2040 Future Year No -Build (Fiscally Constrained) 6. 2040 Future Year Build (Idealized and Representative of Superstreet) (Fiscally Constrained) Fiscal Constraint: Within an MPO, the future year forecasts assume construction of projects as listed within the MPO's Metropolitan Transportation Plan (MTP, previously called LRTP). This forecast is consistent with CRTPO current MTP, adopted (April 2014) and fiscally unconstrained projects listed in 4000 WestChase Boulevard Suite 530 Engineers I Scientists I Planners I Designers Raleigh, North Carolina 27607 P 919.829.0328 F 919.833.0034 Michael Wray Ref: 38588.00 January 26, 2017 Page 2 I the Union County Transportation Plan dated July 2014. Projects in the MTP which may affect this facility include: a. SR 1008 (Indian Trail Road Widening) b. R-3329/R-2559: Monroe Connector/Bypass c. U-2509B: US 74 (Independence Boulevard) d. U-3467C: NC 84 (Weddington Road Widening) e. U-4714: SR 1009 (Old Monroe Road) Superstreet Conversion Future Conditions and Development Activity: No specific information was provided regarding planned and approved developments in the area. Therefore, it was assumed that the growth and development proposed in the MRM15v1.1 is correct. The socioeconomic data from the model was not revised during the development of this forecast. Forecast Methodology: The Base Year No -Build traffic forecasts were developed primarily based upon traffic counts taken for this forecast, and available historic traffic counts information. The Design Year 2040 traffic forecasts are developed based upon the modeling results, existing traffic data, as well as the expected traffic pattern change. The MRM15v1.1 (developed in April 2016) was used as a tool in the development of the traffic forecasts. Interpolation: To determine any intermediate years straight-line interpolation may be used. AADT volumes may be extrapolated for up to two years immediately following 2040. If it is determined that any of these assumptions have become inconsistent with the project and surrounding area activity, please request updated projections at this location. For future reference this forecast will be saved in Project Store in the Long RangePlanning\ Traffic Forecasts folder, under project U-5808.
